CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Vice Chairman Cardinale called the meeting to order at 5:30 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Members Present: Vice Chairman Charles Cardinale Ann Dann Ruth Davies Henry Madsen (Alternate) William Creamer (Alternate) Absent: Chairman Cathy Fulton (excused) Lynn Albury (excused) Also Present: Jennifer Maxwell, Board Secretary John Almada, Advisor 4. APPROVAL OF SEPTEMBER 9, 2002 MINUTES MOTION Davies/Cardinale "I make a motion to approve the September 9, 2002 minutes." ANNOUNCEMENTS Vice Chairman Cardinale stated that Eagle Scout, Corey Barbour, was in attendance for the purpose of receiving a badge. Corey asked that Chris McCarthy please sign the approval form for the completed project. Vice Chairman Cardinale asked Board Secretary, Jennifer Maxwell to have Chris McCarthy sign and upon completion the form will be mailed to Corey. 6. OLD BUSINESS A. SHADE HOUSE TREES Ann Dann noted that she took one tree home and that it "looks great". Ann stated she went out to the shade house and tried the key in the lock and that she could not get the lock open. However, the area where the trees are looks in good shape, the land has been mowed, it looks tidy and a little more care has been taken. Vice Chairman Cardinale stated that one of the concerns of the committee should be to be more cautious during the summer when no one is at the shade house. Vice Chairman Cardinale stated that at least two people should go out to the shade house at least once a month and check everything out. He further noted that a new generation of trees should be considered. B. E-MAIL TO RICHARD STRINGER, CITY ATTORNEY — RE: LDC Board Secretary, Jennifer Maxwell, noted that she spoke with Chairman Fulton earlier in the week and that Chairman Fulton sent an e-mail to Mr. Stringer. He had not responded to her as of this meeting. Jennifer, further stated that she does not know the status of the LDC and that as a committee the board needs to "get on him" to get the ordinance. Jennifer noted that she will ask Mr. Stringer again about the ordinance. Vice Chairman Cardinale stated that they would like to see a draft of the ordinance so that it can be finalized and brought to the City Council for a vote. 2 Tree and Landscape Advisory Board October 7, 2002 Page 3 C. HOMEOWNERS PACKET AND TREE BOARD INTRODUCTORY LETTER The committee discussed the Tree Board introductory letter and some changes were made. Vice Chairman Cardinale asked that a final draft of this letter be prepared by the board secretary and be presented for the November meeting. Also it was discussed by the members that a summary tree list be included with the this introductory letter. It was noted that Ann Dann & John Almada would get together and come up with a list by the November meeting. D. UPDATED CITY PROPERTY LIST AND MAP Jennifer Maxwell stated that she received a new city property list and map from Jan King in the Growth Management department. She also noted that there was a section of the map that was newly acquired by the city that is not shown on the map. Jan King blew up that section of the map and a copy of that section was included in the agenda packet. Vice Chairman Cardinale noted that this map be given to Chairman Fulton to retain. William Creamer noted that this map should be brought to all Committee meetings. 7. NEIN BUSINESS A. ARBOR DAY 2003 CHAIRMAN & VICE CHAIRMAN Vice Chairman Cardinale stated that this item be put on the agenda for the November meeting. 8. MEMBER MATTERS A. WILLIAM CREAMER — DRAFT ARTICLE William Creamer noted that the draft letter will go to the school principals. It was noted by the board secretary that this letter needs to be presented to the City Manager for approval before it went out to the schools. It was further noted that Mr. Creamer will make an appointment with Mr. Moore to discuss his letter and get his opinion on whether it should go before council for approval. 3 Tree and Landscape Advisory Board October 7, 2002 Page 4 The members of the committee discussed the draft letter prepared by Mr. Creamer. Ruth Davies had some concerns about the program being discussed noting that it will be difficult to get teachers or principals to oversee the program. She noted that Mr. Creamer should contact Ms. Swanson at Pelican Island Elementary and see what she thought of the idea of a "Tree Club" at her school. Mr. Creamer noted the purpose of this program is to get the students involved and to educate them on the care and nurturing of trees. Henry Madsen addressed that he believes that the committee is overstepping it's boundaries by going forth with this program. Vice Chairman Cardinale stated that maybe the committee could involve all the different schools in their Champion Tree project. Ruth Davies noted that she is not sure if anyone had the resources or expertise to try to lay out such a program. Ann Dann noted that the committee always had the children involved with Arbor Day. She further suggested that a draft program be layed out as to what this "club" would entail and be responsible for. Some of the members noted that if Mr. Creamer wanted to go ahead with this idea on his own, as a private citizen, that they will help him with that. Vice Chairman Cardinale assigned the task to William Creamer to prepare a draft article for the newspaper regarding their Champion Tree project. It is to include a phone number as to where citizens can call to nominate a tree on their property. 8. STAFF MATTERS A. JENNIFER MAXWELL: Jennifer noted that she spoke with Chris McCarthy and he stated that there was not enough money in the budget for last year to purchase the tree measuring sticks, but now with the new budget in effect he will be able to purchase them. The committee should have the tree sticks by the November meeting. She also noted that Chris McCarthy will update the committee on the bench and the plants for the east side of City Hall at the November meeting. Vice Chairman Cardinale adjourned the meeting at 6:55 p.m. 4
