MINUTES
REGULAR MEETING
MONDAY, NOVEMBER 4, 2002 - 5:30 P.M.
CITY COUNCIL CHAMBERS
1225 MAIN STREET, SEBASTIAN, FLORIDA
Chairman Fulton called the meeting to order at 5:37 p.m.
The Pledge of Allegiance was recited.

5. ANNOUNCEMENTS
None
6. OLD BUSINESS
A. FINAL DRAFT OF INTRODUCTORY LETTER TO NEW HOMEOWNERS PACKET
Mr. Henry Madson suggested some minor changes to the letter. The committee
reviewed the changes.
Vice Chairman Cardinale inquired about where his cover letter will appear in the
homeowners packet. It was noted that the order will be Vice Chairman Cardinale's
introductory letter, the summary tree list to follow and then the current homeowners
packet. Chairman Fulton noted that it can be presented to City Council in that order,
but it is likely that they may change the order.

"I move to approve the cover letter that will be held in the Tree Protection
Homeowners packet for the City of Sebastian."

B. SUMMARY TREE LIST FOR ATTACHMENT TO INTRODUCTORY LETTER
Both Ann Dann and Advisor John Almada were absent from this meeting. However,
it was noted that Chairman Fulton would contact Ann Dann and/or John Almada to
get the summary tree list together. Chairman Fulton asked that this item be put
under old business for the December meeting along with a review of the
Homeowners packet contents.
Henry Madsen volunteered to put together the summary tree list of Lynn and John
were unable to do so.
C. CHAMPION TREES
Vice Chairman Cardinale stated that once they get the tree sticks that the committee
will need to go out and practice how to use them.
Chairman Fulton noted the committee now has a new city property map and that
members of the committee should split up and inventory any Champion Trees on
these properties.

Henry Madsen questioned why, as an "advisory" committee, that the committee is
taking field actions with something like Champion Trees. Vice Chairman Cardinale
noted that when Dan Culbert was here they got the feel for Champion Trees and the
committee became interested in doing an inventory of Champion Trees on city
owned property.
William Creamer read his draft article regarding the committee's Champion Tree
project that will appear in the newspaper.
Henry Madsen noted that as a maximum, the committee should simply encourage
the community to discover whether they have Champion Trees on their property.
Chairman Fulton stated the reason the Champion Tree Inventory project came to
surface was because of Arbor Day last year. Mr. Culbert discussed Champion
Trees and brought the tree stick with him to demonstrate. She further noted that the
Chapion Tree project was in the work plan for 2002.
Chairman Fulton noted that the she would go to some of the city owned sites and
check for Champion Trees. She further noted that if members would like to join her
what would be helpful.
D. UPDATE ON MEETING WITH CITY MANAGER REGARDING "TREE CLUB" AT
LOCAL SCHOOLS
William Creamer noted he had a very nice meeting with Mr. Moore. Mr. Moore was
very happy to hear about the program and told Mr. Creamer that if the committee
needed help in delivering the trees to the schools that city trucks and equipment
would be available to the committee. He further noted that he spoke with the
principal of Pelican Island Elementary, Bonnie Swanson, and she noted that the Eco
group will be the club to handle this program.
He further noted that he spoke with Pat Donovan at Sebastian elementary said the
PTA has a beautification program which they are working on at this time. Mr.
Donovan felt it would not be advisable at this time to get involved with the project,
but stated that he is very interested in pursuing it for next year.
Liberty Magnet principal was very receptive to this idea, but Mr. Creamer noted that
the Indian River School Board was currently placing trees in all around this school
and the principal would like to wait until the county has completed their planting
before the committee does anything. The principal already has a club that is ready
to take over a project like this and the planting of trees by IRC should be over within
the next few weeks.

Mr. Creamer went on to state that WalMart, Relief Trees and Rock City will all
donate trees for this project. Jim Christensen of Relief Trees will also donate
trees for Arbor Day and they will have their men come out and plant the trees.
Chairman Fulton asked if the Tree Advisory committee will be running the program
or if the school teachers will be doing so. William Creamer stated he will be the
contact person with the school principal and noted that he will do everything and the
committee does not have to do a thing.
E. LDC ORDINANCE:
Vice Chairman Cardinale asked what Mr. Madsen's main concerns were about the
new LDC Ordinance. Henry Madsen stated that his concern had to do with details of
the sizes and count of each tree that should be planted. His main concern was
about the DBH. He wants the code and the brochure to conform and say the same
thing.
Chairman Fulton asked Mr. Madsen if he would simply highlight the sections that he
would like changed and bring it to the next meeting the committee will review it.
Chairman Fulton stated that this item be put under old business for the December
/00,N meeting.
7. NEIN BUSINESS
A. NEW GENERATION OF TREES AT SHADE HOUSE
Chairman Fulton stated that this item will be discussed next month under new
business.
B. DRAFT ARTICLE FOR NEWSPAPER REGARDING CHAMPION TREE PROJECT
Chairman Fulton noted that this item was discussed earlier in the meeting.

Vice Chairman Cardinale noted that an outline needs to be put together for the
photography contest.
Chairman Fulton noted to Vice Chairman Cardinale that he should contact Lynn
Albury and see if she if ok with the idea of a photography contest.
Vice Chairman Cardinale noted that the parameters of the contest should include a
theme, grade level, etc.
Chairman Fulton stated that Vice Chairman Cardinale should put together the outline
and bring it to the December meeting.

9. STAFF MATTERS
A. CHRIS McCARTHY:
Chris noted that unfortunately the tree sticks didn't arrive in time for this meeting, but
they should be delivered the following day. The benches for the east side of city hall
will be tied in with benches he is purchasing for various parks. Chris stated he is
also purchasing plants for Schumann Drive and that he will tie that in with the plants
for the east side of city hall as well.
Chairman Fulton asked if a new City Hall is going to be built is the committee
wasting its time in planting the trees and placing benches on the east side. Chris
McCarthy stated that he dosen't believe the east side will be affected.
10. ADJOURNMENT
Chairman Fulton adjourned the meeting at 7:06 p.m.
