TREE AND LANDSCAPE ADVISORY BOARD
MINUTES
REGULAR MEETING
MONDAY, JANUARY 6, 2003 - 5:30 P.M.
CITY COUNCIL CHAMBERS
1225 MAIN STREET, SEBASTIAN, FLORIDA
Chairman Fulton called the meeting to order at 5:34 p.m.
The Pledge of Allegiance was recited.

4. APPROVAL OF NOVEMBER 4.2002 MINUTES

"I make a motion to approve the November 4, 2002 minutes."
VOICE VOTE on the motion carried 5-0
5. ANNOUNCEMENTS
Chairman Fulton requested that Item D be moved to item A under old business with the
remaining items to follow. Chairman Fulton further stated that Henry Madsen was absent, but
that he dropped off his recommendations for the LDC Ordinance changes.

6. OLD BUSINESS
A. PHOTOGRAPHY CONTEST OUTLINE
Vice Chairman Cardinale put together an outline for this years Arbor Day
Photography Contest. A discussion took place by the board members regarding the
theme, rules and regulations, materials needed, prize levels, donations, grade
levels, judging, permission slips and deadline for pictures.
The theme of the photography contest will be "Arbor Day Through a Child's Eyes."
Materials needed by the children would be a throw -away or 35mm camera. It was
further discussed that there would be three grade levels for this contest;
kindergarten through first grade, second through third grade and finally fourth
through fifth grade. There will be three prize levels for each grade level. Chairman
Fulton stated that donations by Macho Products will be used for the prizes with
hopefully further donations from possibly Wal-Mart and McDonalds. Gift certificates,
books and art supplies were mentioned by the board members as possible prizes.
Lynn Albury stated that she would handle the purchasing of the prizes.
All pictures submitted should be taken by the child with no help from parents.
Pictures are to be color only; no black and white photos accepted. Photos should be
3x5 or 4x6 in size with no poloroids accepted. Lastly, pictures taken should be of
the child's favorite tree within the city limits of Sebastian. Permission slips will be
included in the flyer that the Tree Board Advisory will provide to the schools. The
deadline for all entries will be March 14, 2403.
Vice Chairman Cardinale stated that he would go to Sebastian River Elementary
School on February 21 st to talk with the director of the art department regarding the
contest. He will call Sebastian River High School Art Department on February 7 th
and let them also know of the contest and that they need judges.
B. SUMMARY TREE LIST AND REVIEW OF HOMEOWNERS PACKET
It was discussed that John Almada will put together a list and bring a copy for all
board members to the February meeting.

C. CHAMPION TREE INVENTORY ON CITY OWNED PROPERTY
Chairman Fulton stated that not much had been done yet regarding this item. She
further stated that she will start on this within the following weeks. John Almada and
Anne Dann offered to help. The final discussion confirmed that Chairman Fulton
would take tract 1-30, John Almada would take tract 31-60 and Anne Dann has 61-
92. All three will go out and scout for potential Champion Trees in those areas. An
update will be given at the February meeting.
D. LDC ORDINANCE & HOMEOWNERS BROCHURE
Chairman Fulton told the board that Henry Madsen was into City Hall earlier in the
day and spoke to Board Secretary, Jennifer Maxwell regarding his recommendations
for changes to the LDC Ordinance. Some of the recommendations were simply
typographical errors and that the DBH should be changed to what is stated in the
green handout. Chairman Fulton further mentioned that she would take home Mr.
Madsen's recommendations, make the changes and will mail copies of the revisions
to everyone. Lastly, she stated that she would also make the revisions to the
Homeowners brochure (green flyer) as well and distribute that at the next meeting.
7. NEW BUSINESS
A. NEW GENERATION OF TREES AT THE SHADE HOUSE
Chairman Fulton stated that she has eight live oaks currently at her home that the
Tree and Landscape Advisory board can have for the new generation of trees at the
Shadehouse.
B. NOMINATION OF CHAIRMAN & VICE CHAIRMAN FOR ARBOR DAY
Chairman Fulton nominated Vice Chairman Cardinale as Chairman of the Arbor Day
festivities. No Vice Chairman was nominated, however Cathy Fulton and Anne
Dann stated that they would help if needed be.
8. STAFF MATTERS
John Tenerowicz who was filling in for Chris McCarthy stated that plants for the east
side of City Hall are included in the price quotes for the Schumann Drive median
landscaping. The benches for east side of City Hall are included in the price quotes for
new benches throughout the City.
The members of the board that were present each took home a tree measuring stick.
9. ADJOURNMENT
Chairman Fulton adjourned the meeting 7:05 p.m.
