CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Chairman Fulton called the meeting to order at 5:31 p.m. The Pledge of Allegiance was recited. 3. ROLL CALL Members Present: Chairman Cathy Fulton Vice Chairman Charles Cardinale Anne Dann Lynn Albury Ruth Davies William Creamer (Alternate) Henry Madsen (Alternate) Also Present: Jennifer Maxwell, Board Secretary Chris McCarthy — Parks Supervisor 4. APPROVAL OF JANUARY 6, 2002 MINUTES MOTION Dann/Cardinale "I make a motion to approve the January 6, 2003 minutes." OLD BUSINESS A. 2003 ARBOR DAY OUTLINE Vice Chairman Cardinale stated that a working outline was made by the board secretary for this years Arbor Day festivities. The committee decided on "TREES — SEBASTIAN'S TREASURE" as a theme. It was asked of Parks Supervisor, Chris McCarthy, for some suggestions of a park to hold the festivity. He suggested the park by the City's Community Center or Easy Street park. The date of this year's Arbor Day celebration will be held on Saturday, April 19th, 2003 at 10 a.m. It was further discussed that Ann Dann would contact St. Elizabeth's Episcopal Church for the invocation. Chairman Fulton asked the board secretary to type a letter to Pelican Island Garden Club regarding refreshments. The board discussed using the VFW, ROTC or the Sea Scouts for the Presentation of Colors. William Creamer stated that he would contact the VFW regarding this matter. Lynn Albury stated she would contact the Sea Scouts to see if they would do the Presentation of Colors. The board discussed having Terrence Moore, the city mayor, Paul Williams and one representative from the environmental department from each elementary school as speakers. Vice Chairman Cardinale noted that Terry Baird is in charge of the Eco Troop at Pelican Island Elementary. Ms. Jackson and Mr. Lanam are both teachers with the environmental department at Sebastian Elementary. William Creamer stated that it is a very good idea to have the teachers come out and speak because they will bring children, they will advertise Arbor Day at their school and if you give each teacher 15 minutes to speak that will attract them to get more involved with the ecological objectives of the Tree Board. Chris McCarthy gave some suggestions as to what trees to plant on Arbor Day. It was discussed by Chris, and the board that the possible trees to be planted should be live oaks, holly and tabeduia. Chairman Fulton asked the board secretary to fax over the 2002 invitation list to her for review. 2 B. PHOTOGRAPHY CONTEST OUTLINE All board members were in agreement with the theme for the photography contest. Lynn Albury stated that under prize levels it should read, 661St, 2n' and 3d place prizes for each grade group." Lynn Albury asked what type of donations Wal-Mart and McDonalds would contribute. Chairman Fulton stated that Wal-Mart may donate gift cards. William Creamer noted that he would contact Wal-Mart regarding donation of prizes. Lynn Albury suggested giving frames, throw -away cameras, and film as possible prizes for the higher grades. Chairman Fulton further mentioned that kindergarten and first grade students would prefer the art supplies, second and third graders possibly would like children books and the fourth and fifth graders would like the cameras. Ann Dann liked the idea of picture frames as possible prizes because it would make a neat trophy for the winners. Lynn Albury will check on prices for art supplies and books on ecology and trees for the older students. Chairman Fulton stated that for third prize for fourth and fifth grade would be a picture frame, second prize would possibly be a photo album and first prize would be the 35mm camera. The second and third grade levels would receive the books, and kindergarten and first grade would receive the art supplies. Vice Chairman Cardinale noted that he would like to see the pictures of the top prize winners of the photography contest displayed in the Council Chambers. The board members stated that depending on the amount of money left in the fund that it might be possible to blow up the pictures and display them in Council Chambers. The board asked that the board secretary make the copies of the flyers. Lynn Albury stated that her club would donate the paper for the flyers. C. SUMMARY TREE LIST AND REVIEW OF HOMEOWNERS PACKET John Almada left copies of the summary tree list with Ann Dann and asked that they be distributed to the board. John asked that there would be some input from the board on the possibility of other trees that can be included in the list. It was suggested that the board take the list home and review it. Chris McCarthy stated that some of the trees listed would be very hard to find in Sebastian. Henry Madsen asked how many trees they want to see on a landowner's property. Vice Chairman Cardinale stated that there should be seven trees and they should be large and have some variety. Henry Madsen stated that thirty- five trees should be listed for the landowner to choose from in the Homeowners packet. He further stated that he would work on this list for the next meeting. D. Mulch distribution outside Council Chambers Chris McCarthy stated that he would take care of the distribution of mulch outside of the Council Chambers. Chairman Fulton stated that under Old Business items C, D, & E and New Business A & B be put on the agenda for March 2003. MOTION Cardinale/Davies "I make a motion to move Old Business items C, D, & E and under New Business items A & B to the next meeting." VOICE VOTE on the motion carried 5-0 8. MEMBER MATTERS: NONE 9.
