CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Chairman Fulton called the meeting to order at 5:33 p.m. The Pledge of Allegiance was recited. 3. ROLL CALL Members Present: Chairman Cathy Fulton Vice Chairman Charles Cardinale Anne Dann Lynn Albury Ruth Davies Henry Madsen (Alternate) Member Absent: William Creamer — Alternate (excused) Also Present: Jennifer Maxwell, Board Secretary John Tenerowicz — Parks Foreman John Almada - Advisor 4. APPROVAL OF FEDRUARY 3.2003 MINUTES MOTION Cardinale/Albury "I make a motion to approve the February 3, 2003 minutes." VOICE VOTE on the motion carried 5-0 5. ANNOUNCEMENTS Henry Madsen stated that he had submitted for consideration a hand out for the homeowners packet plus a summary plant list to be included with the homeowners packet. He further stated that there are two lists; a north Florida list and a South Florida list. He asked the board members to look over both list and see what trees on the North Florida list would they like on the South Florida list and any South Florida trees they would like deleted. Chairman Fulton stated that all board members would take this home and review it before the next meeting. 6. OLD BUSINESS A. 2003 ARBOR DAY UPDATE & PHOTOGRAPHY CONTEST Vice Chairman Cardinale stated that he had been busy the past month visiting the elementary schools and that all schools will be involved in the photo contest. He noted that Bonnie Swanson was in attendance from Pelican Island Elementary to work out what ways PIE will participate in Arbor Day. It was suggested by the board that possibly some of the students from Pelican Island Elementary could speak at the festivities. Bonnie Swanson stated the students worked with Georgia Pacific and that the students could talk about their experience with them. Chairman Fulton stated that the students could talk for approximately 10 minutes and also the winners of the photo contest could describe where their pictures were taken. Anne Dann asked if purchasing the cameras were a problem for the students and she suggested purchasing some cameras. She stated that she would purchase two cameras for each school. Vice Chairman Cardinale suggested that the board change the theme of Arbor Day to "Arbor Day Through a Child's Eyes". It was discussed by the board that if another school gets involved in speaking at Arbor Day then the theme should be changed otherwise it should stay at "Trees — Sebastian's Treasure." The selection of parks still remains as the Community Center or Easy Street. Saturday, April 19, 2003 at 10 a.m. is still the same also. Anne Dann stated that the pastor from the Episcopal Church was in England at the time and that she did not ask her about the invocation yet, but she noted that she will get with her before the next meeting. Lynn Albury stated that the Sea Scouts would be unavailable to do the presentation of colors for Arbor Day, however she would contact the ROTC to see if they would be available. The board secretary stated that she spoke with William Creamer about RIA having the VFW present colors and Mr. Creamer stated that the VFW would participate only if the Tree Board could not get anyone else to do it. Trudy Hurtling was present from the Pelican Island Garden Club and she stated that her club would be more than happy to furnish refreshments for Arbor Day. She stated that the club would supply refreshments and cookies and that they would need two eight foot tables. Vice Chairman Cardinale stated that we now have Pelican Island Elementary as one speaker and that possibly Liberty Magnet could speak on their ecology club and/or projects. He further stated he would not anticipate Sebastian Elementary participating in anyone speaking at the event. Chairman Fulton stated that she would call Sebastian Elementary and follow up with Pat Donovan regarding the contest and their willingness to participate in the celebration. She will also try to contact Maria Jackson of the Ecology department at Sebastian Elementary to see if she would like to speak as well. Vice Chairman Cardinale stated that the Mayor will read the proclamation and that the City Manager will speak as well. Chairman Fulton suggested that the City Manager, Terrence Moore, speak on something specific. One example would be the new development of some parks in the area. The tree selections are still live oaks, holly and tabebuia. Vice Chairman Cardinale stated that their should be some soil left on the ground so that the children could put some around the trees at the end of the ceremony. Vice Chairman Cardinale stated that Lisa Zahner will be present at Arbor Day to give away door prizes and that she will require two eight foot tables. A review of the invitation list was conducted and some changes of address were made. It was further discussed by the board that the invitations should be mailed by March 28, 2003. The Press Release will be done by Vice Chairman Cardinale. Chairman Fulton will get with Chris McCarthy on a date to go out and look at the site for preparation. Lynn Albury discussed the prizes that would be distributed to the winners. Chairman Fulton stated that she went out and bought two disposable cameras; one for underwater and one Polaroid. Lynn Albury stated that at the last meeting it was noted that fourth and fifth grade first prize would be a camera, second place would be photo album and third place would get a frame. Second and third graders all three levels would get books and kindergarten and first grade all three levels would get art supplies. She went to look for books and found it hard to find interesting 3 books on trees and the like. She suggested that possibly all first place winners get a camera. Chairman Fulton stated that kindergarten and first grade get different levels of art supplies. It was decided that the two upper levels will get cameras for first and second place and third place will get a frame or photo album. 7. NEW BUSINESS A. 2003 Work Plan Chairman Fulton asked the board to look over the 2003 work plan and stated that she would like it firmed up by the next board meeting so that they can submit it to the Council. Vice Chairman Cardinale stated that they should focus on Champion Trees and working in the City Hall's garden. 8. MEMBER MATTERS: A. Roberts Rules Chairman Fulton stated that this was a good meeting, but in previous meetings she stated that the board secretary has a very hard time making out the minutes because everyone is talking at the same time. She asked that everyone remember that for future meetings. 9. STAFF MATTERS: A. T -Shirts for all Board Members Board Secretary, Jennifer Maxwell, stated that the City Council approved the purchase of polo t -shirts for all boards. Jennifer received the shirt sizes of all board members and will submit the list to the City Clerk. The board secretary also noted that she spoke with Chairman Fulton regarding a plaque for Dan Culbert and one for Pelican Island Garden Club. She further noted that she spoke with Chris McCarthy about this issue and that he suggested getting the language from Chairman Fulton and that he would see how much it would cost to have the plaques made up. It was discussed that certificates would be nice as well and appropriate. 10. ADJOURNMENT: Chairman Fulton adjourned the meeting at 7:08 p.m. 4
