HomeMy WebLinkAbout04072003TREE AND LANDSCAPE ADVISORY BOARD MINUTES REGULAR MEETING MONDAY, APRIL 7, 2003 - 5:30 P.M. CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Chairman Fulton called the meeting to order at 5:30 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Members Present: Chairman Cathy Fulton Vice Chairman Charles Cardinale Anne Dann Lynn Albury Ruth Davies Henry Madsen (Alternate) William Creamer (Alternate) Also Present: Jennifer Maxwell, Board Secretary Chris McCarthy — Parks Supervisor 4. APPROVAL OF MARCH 3.2003 MINUTES MOTION Davies/Cardinale "I make a motion to approve the March 3, 2003 minutes." VOICE VOTE on the motion carried 5-0 5. ANNOUNCEMENTS NONE 6. OLD BUSINESS A. 2003 ARBOR DAY UPDATE & PHOTOGRAPHY CONTEST ,5/ o Motion Carried Vice Chairman Cardinale stated he had been out to Pelican Island Elementary, Sebastian Elementary and Liberty Magnet and picked up pictures. Noted that he extended the deadline until April 7th and that the judging will be done by April 9th by the SRHS Art Department. Letters will be mailed to the winners on Monday, April 21St. He said he spoke with Dale Klaus regarding students speaking at Arbor Day, but he was hesitant. 1 _ r - Vice Chairman Cardinale read a draft of the Press Release. Chairman Fulton stated she would handle getting it revised and in the newspaper. The program was reviewed by the board and once corrections are made by the board secretary it will be sent to Chairman Fulton to have copies made. Lynn Albury mentioned that she would see if Wal - Greens would donate the enlargements for the winners pictures. Lauri and Brad Snow from Sebastian said they would be more than happy to donate poster board and display board for Arbor Day and mentioned they would be in attendance at the festivities. B. Homeowners Packet & Tree Summary Chairman Fulton brought in copies of the National and Florida Register of trees for the tree summary list. Chairman Fulton stated this item will be put under old business for the May 2003 board meeting. Henry Madsen stated that at the last meeting he gave a proposal list to all board members and asked them to review the list and come back to this meeting with revisions. Chairman Fulton stated that John Almada and Anne Dann were to get together and comprise the summary list. Mr. Madsen suggested that the list should be comprised by all board members. He further mentioned it should be a "short" list for the homeowners to choose from. The short list should consist of no more than fifty trees and plants. Anne Dann and Henry Madsen will both come back at the next meeting with a list. C. Final 2003 Work Plan The work plan was reviewed by the board put in order of importance. Chairman Fulton asked board secretary to revise work plan and submit for City Council approval. The LDC was discussed and it was decided by the board that the May meeting be dedicated solely to the LDC. Motion Dann/Cardinale "I make a motion to approve the 2003 work plan in the order of importance." VOICE Vote on the motion carried 5-0 7. NEW BUSINESS NONE 8. MEMBER MATTERS: Vice Chairman Cardinale stated that the garden was refreshed outside of the Council Chambers and thanked Chris McCarthy. He further stated that he spoke with Bonnie Swanson regarding a tour of the schools environmental group and the board decided that as a group they would go out for a tour. Lynn Albury stated that she spoke to Mr. Moore regarding the Sebastian River Junior Woman's Club putting a butterfly garden in Hardee Park. The board stated that it would be a great idea. William Creamer handed out a magazine to all board members regarding trees and plants. 9. STAFF MATTERS: NONE 10. ADJOURNMENT: Chairman Fulton adjourned the meeting at 7:03 p.m. 2
