Recreation Advisory Committee
January 27, 2003
Called to order by the Chairman:
Roll Call: The following members were present
William Ingui, Wayne Leboeuf, Jeanne Jessup, Jayne Barczyk, absent excused,
Jessica Keaton, Elizabeth Gray, Alternate, absent Excused
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
Superintendent
Mr. Ingui states he will have to leave early to attend another meeting however goes over
the Old Business and requests a park update from Chris. 5:55 PM - Chairman leaves
New Business: Beth Powell Presentation regarding the conservation area. Beth states that
the County will be applying for a grant for trails and after some discussion with the City
staff felt it would be beneficial to include an additional $40,000 for the trail on the City
property to be completed at the same time, thereby moving the City timetable up by one
year since this was a Phase 1/ improvement. She stated also by working together the
properties can be better interfaced with respect to restroom and parking facilities as well.
They have between 407 and 411 acres and a lot of the property already has paved trails
running through it that just need minor improvement. There will be Environmental
learning signs. The area will allow bikes and horseback riders the first of its kind in this
area. The state may push for motorized vehicles such as ATV's, motor bikes and dirt
bikes however, the County is not recommending that at this time.
Mr. Leboeuf stated he would like to recommends approval for inclusion of the $40,000 to
the county's grant funds. Mrs. Jessup questions if the public should be involved. Beth
states there will be public meetings before construction when they find out if the grant
money is approved. It is requested that a letter from the board be given to Beth Powell in
support of her grant application and the secretary states she will advise the chairman to
draft it and have it to Beth by Friday.
Parks and the Preschooler Mrs. Jessup says Mr. Ingui left her his notes regarding this
item but really isn't sure what he wanted. Chris states playgrounds are defined by age.
Mrs. Keaton states when you say preschooler she is thinking 2-3 year olds and was that
what he had in mind. It was decided to continue the discussion at the next meeting.
