Chairman Smith called the meeting to order at 7:00 P.M.
The Pledge of Allegiance was said.

Chmn. Smith stated Mr. Blessing had an excused absence from the meeting.
APPROVAL OF MINUTES: 4/03/03
Mr. Mahoney noted a scrivener's error on the first page; "Scribner" should be "scrivener".
MOTION by Barrett/Monier
A motion was made to approve the minutes with the noted change.
A voice vote was taken. 7-0 minutes approved.

Quasi-Judicial Public Hearing - Conditional Use Permit - Model
Home Permit- Perugini Construction - 1827 Barber Street
PLANNING AND ZONING COMMISSION
MINUTES OF REGULAR MEETING OF APRIL 17, 2003
Mr. Greg Perugini, contractor and representative, 5800 37th Street, Vero Beach, was
present. He and staff were sworn in by Chmn. Smith.
Mr. Perugini stated this was their fourth model they had built in Sebastian. The public
hearing was opened at 7:02 p.m. Staff gave a presentation and recommended approval.
The public hearing was closed.
Ms. Monier felt there were too many flags along the streets for model homes and
questioned how many would be at this model. Mr. Perugini stated two.
MOTION by Barrett/AIIocco
A motion was made to approve the conditional use permit for a model home for
Perugini Construction at 1827 Barber Street for a one-year period.

Quasi-Judicial Public Hearings - Conditional Use Permit - Model
Home Renewals:
1. Burgoon Berger Construction - 1134 Barber Street
Chmn. Smith opened the public hearing at 7:06 p.m. There was no representative from
the company. Staff gave its presentation, reviewed the current parking situation with the
new model being built adjacent to it, and recommended approval. There was no public
input. The public hearing was closed.
Mr. Faille had questions regarding the compliance of the V-sign. Mr. Mahoney discussed
with staff the parking requirements and Mr. Svatik asked if the current parking could be
cleaned-up until the C/O was given for the new model.
MOTION by Svatik/Monier
A motion was made to approve the renewal of a conditional use permit for a
model home for Burgoon Berger Construction - 1134 Barber Street for a one-
year period with the condition that when the adjacent new model was completed
parking for both models would be in compliance.

2. GHO Homes - 1442 & t444 Tradewinds Way
Chmn. Smith opened the public hearing at 7:14 p.m. There was no representative from
the company. Staff gave its presentation and recommended approval. There was no
public input. The public hearing was closed at 7:15 p.m.
Mr. Faille felt there were too many banners and directional signs to the model. Mr.
AIIocco cited Page 3 of the application that the applicant had stated the home was to be
used as a "Model Sales Center". There was a discussion and a review of the code on
what activities could be done at a model home.

A motion was made to approve the renewal of conditional use permits for model
homes for GHO Homes - 1442 & 1444 Tradewinds Way for a one-year period.

Quasi-Judicial Public Hearing - Site Plan Review - Sebastian/Maerz
Industrial Park - Old Dixie Highway - Contractors Trade Buildings
Mr. Bruce Moia, engineer of record, Mosby Associates, 2455 14th Avenue, Vero Beach,
FL, was present. He and staff were sworn in by Chron. Smith. The public hearing was
opened at 7:20 P.M.
Mr. Moia presented the application and referred to the "thorough staff report." Mr. Hass
gave an overview of the zone designation for this site and surrounding properties. He
concluded with staff's recommendation for approval citing the three conditions outlined in
his staff report, lighting, landscaping and compliance with Indian River Fire Prevention
Captain Jeffrey Diggs' comments in his March 3, 2003 memo.
There was no one present from the public for comments and Mr. Smith closed the public
hearing at 7:25 P.M.
Mr. Mahoney inquired about the types of soil on the site and Mr. Hass said they were
most likely removed during the sand mine operation in the past. Also, the site plan was
missing the traffic analysis and Mr. Moia said that was an oversight. Mr. Barrett
questioned the turning radius on the site for emergency vehicles and Mr. Moia explained
the T-turn and use of full pavement for emergency vehicle use. Mr. Smith was
concerned the implementation of sprinkler systems in the units was not addressed on

the plan. After discussion it was determined that the need for sprinkler systems is
determined by the Fire Department at the construction review phase of the project.
MOTION by Svatik/Barrett
"111 make a motion to approve the site plan for an industrial complex on Old Dixie
Highway [Sebastian/Maerz Industrial Park - Contractors Trade Buildings]" Mr. Barrett
included the three conditions as stated in the staff report by Tracy Hass.

CHAIRMAN MATTERS: NONE
MEMBER MATTERS:
Mr. Allocco detailed a meeting he took part in with Mr. Jim Sexton, Human Resource
Director, Mr. Terrence Moore, City Manager, Mr. Tracy Hass, Growth Management
Director, and Mayor Walter Barnes. He explained his actions at a previous Planning and
Zoning Commission meeting and said he did not intend to offend anyone.
Mr. Barrett opened discussion regarding the curve on Barber Street and what is the
intent of the city and/or county to straighten the road. Mr. Mahoney brought up the issue
of opening South Easy Street to Englar Drive and Mr. Hass said the developer would like
to have the opening done at the end of phase five instead of phase 7. Mr. Mahoney also
asked about crosswalks at Jackson Street. Mr. Hass explained the work process as
going along smoothly and correctly.

ATTORNEY MATTERS:
Mr. Stringer said he would bring more information on including sprinkler systems in the
code to a future meeting.
