City Council Information Letter

Auflust 24th Presentation to Indian River County Commission
Earlier this week, I spoke with County Administrator Jim Chandler about
possible funding sources to finance the $200,000 request to be formally
made to the County Commission Tuesday August 24, 1999. Both he and
Commissioner Fran Adams, as well as I agree that Indian River County's
Optional Sales Tax Fund is the logical resource. As such, the goal will be to
recommend this expenditure to the entire governing body, once our
presentation is completed, as well as after addressing specific questions
and/or concerns they may have.
Skydive Sebastian
You may recall via the grapevine (and other communication channels) plans
to host a national skydive competition here in our fair city beginning later
next month. Unfortunately however, no agreements have been executed,
nor have amicable plans been outlined. As such, I will host a working
meeting here in the City Manager's Office Monday, August 23rd at 9:00 a.m.
with Mr. Andy Grimwade of Skydive Sebastian; City Attorney Rich Stringer;
Airport Manager John Van Antwerp; Director of Growth Management Tracy
Hass; Sebastian Police Department personnel and other airport tenants.
The purpose of this meeting is to establish logistics associated with having
such an event. During this meeting, I hope to ascertain a specific time
frame, number of police personnel to facilitate security during the
competition (whereby costs are to be incurred by Skydive Sebastian and not
the City of Sebastian), a specific site at the airport to house the event, as
well as to address concerns that other airport tenants may have regarding
this event and possible impacts upon their operations. Because the
competition is scheduled to begin circa September 17th, my plan is to deliver
a recommended Memorandum of Agreement in time for your September

8th meeting; which will both outline and govern operations of this event, as
well as the responsibilities of all involved.
1999 Employee Benefits Evaluation
Please find attached for your review and edification, a copy of the 1999
Employee Benefits Evaluation Report, as compiled by the City of
Sebastian's Agent of Record, the Gehring Group. It addresses summary
recommendations regarding employee health, dental, life, long term
disability and vision insurance. As such, a proposal from the City Manager's
Office has been included in your August 25th meeting agenda for your
consideration. The evaluation simply serves as good reading (not
necessarily enjoyable), so that you may acquire a better understanding of
administration of employee benefits.
