Through this arrangement, staff can be prepared to identify specific funding sources, as well as provide justification for proposed expenditures accordingly. Sebastian Employer/Employee Contribution Analysis Councilmember Joe Barcyzk met with me earlier this week to discuss more specific details associated with the August 25th authorization to accept the new employee benefits package. As such, the Finance Department has compiled the attached spreadsheet, which summarizes the employer/ employee financial contribution. A comparison is provided to highlight the current and new contribution schedule, so as to better ascertain total direct costs. Keep in mind that a substantive basis for recommending this plan was to avoid an initially anticipated 38% increases in overall cost. Under this arrangement, a bottom line increase of only 8.4% is evident. City Council Information Letter September 3, 1999 Page 2 Alarm Ordinance Administrative Plan As I mentioned during the August 25th City Council meeting, Police Chief Randy White and I were in the process of compiling an administrative plan, to be included with an anticipated alarm ordinance. As such, please find the attached proposed procedure, which will be formally recommended to City Council. Most Iii(ely, City Attorney Rich Stringer will have an ordinance prepared in time for the September 22"d meeting (I originally hoped to have this matter considered during the September 8th meeting. However, Mr. Stringer inf~)rmed me of necessary revisions required for effective enforcement. As such, he will update you accordingly during next week's meeting). Y2K Compliance Over the last two months, the City of Sebastian has been working directly with the Team Florida 2000 Program, charged with the responsibility of evaluating Y2K compliance statewide. I am pleased to report that the City of Sebastian has been designated as an "ON SCHEDULE" community. In other words, our overall computer infrastructure enhancement initiative has been deemed Y2K conforming. I hope to showcase this accomplishment via an informational meeting in the coming weeks, where a spreadsheet report summarizing each department's status with regard to compliance will be distributed. This represents a nice accomplishment, as many individuals have obviously expressed a great deal of concern about this issue. Most will be performed by this department, although there will also be impact on the workloads of the Building Department, the City Clerk's Office and the Code Enforcement Board. Below is a summary of how the' proposed new ordinance is to work: PERMITS: The Building Department will continue to issue alarm permits. However, instead of issuing them on a one time basis, as they do now, they will be renewed and reissued every year. This is necessary to keep the subscriber/user/owner contact, key holder information and authorization codes up-to-date. Since we do nqt now have mandatory alarm registration, a rush of new registrations cab be expected when the ordinance becomes effective. The workload, therefore, is expected to increase substantially. To spread the workload of this function throughout the year, we recommend that renewals be set for 12 months from the date of issue, rather than having them all come due at once, such as at the end of a calendar year. ~ CO?-T~CTIO~: The City Clerk's Office will collect any fines that result from the enforcement of this ordinance. Fines, like those already collected by the city, will come in through the mail as well as via walk-ins. The Clerk's Office will coordinate and share collection and payment records information with the Alarm Administrator in the Police Department. ~ ADMINISTRATOR: A police officer will be designated as the city's Alarm Administrator. Officer Paul Graves of the Community Oriented Policing section will be designated as the Alarm Administrator. He will receive special training in alarm systems and trouble shooting of these systems. It is expected that for at least the first year or so, the alarm enforcement responsibilities will require at least half of Grave's time. Another officer will assume some of Grave's COP duties, as required by our COP grants. The Alarm Administrator will perform most of the alarm reduction and enforcement related functions, including on site inspections, working with alarm users to reduce false alarms, issuance of citations, representing the department at appeal hearings before the Code Enforcement Board and teaching alarm reduction courses for alarm users, as necessary. At this time, it is anticipated that citizens who elect or are required to attend an alarm users' course (cost is $35) will be able to do so at periodic courses offered by both the Sebastian Police Department or the Indian River County Sheriff's Office. ENFORCE~m~ PROCF~DURES: Each time an officer responds to an alarm call they will complete an Alarm Response Notice. This notice will document the alarm and indicate its cause and whether or not it was determined'to be false. A copy of this notice will be left at the alarm address and a copy is submitted to the Police Records Section. Records will input the notices into a computer with a. program (free software) that tracks alarms by either the. subscriber's name, permit number or address and will compile the number of alarms that have occurred at a particular location. A copy of the alarm call records will be available to the Alarm Administrator who will review them and either mail the appropriate warning letter(s) and/or arrange to meet on site with the alarm user to review what may be causing the false alarms and/or initiate enforcement action via issuance of a citation, if the limit on- false alarms has occurred within a 12 month period. If a citati6n is]issued, the alarm user can either pay it at the Clerk's Office or request a hearing before the Code Enforcement Board. If the Board affirms the violation and/or fine, the cited alarm user is required to pay the fine. Non-payment or other failure to comply with the Board's decision can result in suspension or revocation of an alarm permit and/or the user receiving a Notice To Appear citation to County Court, where a judge will hear the case and render an appropriate sanction. CODE ENFORCEMENT BOARD: It is proposed that this Board hear and rule on any appeals by cited alarm users or alarm permit suspensions or revocations. The Board's regular policies and procedures for ordinance enforcement should be adequate for handling this new ordinance, however, the City Attorney should review these ensure everything they will need to hear and decide these cases is in place. Our primary enforcement focus will be on intrusion (burglar) and panic alarms, which cause us the most problems. The county will enforce fire/smoke/medical false alarms, since they operate the fire and EMS departments. Baseit on the new data you have supplied to us, your jurisdiction's readiness and procedures ha,,ve been reviewed again, and your status has been upgraded to "ON SCHEDULE. ' Congratulations on this hard-earned designation! Th~ data within this Year 2000 status database will be presented to and shared ~vith the press on August 30, 1999. On this date, it will also be available over the Internet through the Team Florida 2000 Web page at ww,-,v.tf2k.or~. Accordingly, we ask that · you or your staff continue to make monthly updates to this database (you are welcome to update this information as often as you like). An October 1 update will be requested for all entities, regardless of status. Please let your people know of this important milestone. Of course, the easiest way to plan for this report is to update whenever it is appropriate. When an entity attains 100% of the work completed, no further updates are anticipated, unless something significant occurs or the survey changes. A word about the process is in order. Because of the sheer volume of local governments (several hundred) whose draft classifications placed them in a certain category, we'had to automate the entire letter-writing and classiftcation process. We also had to place a very tight timeframe on your response back to us, because we did not know when a request might come in from the press. We could not afford to have your jurisdiction's readiness misreported. That would have done none of us any good. This lack of time, coupled with the sheer number of jurisdictions, prevented us from personalizing any of the letters. As a result, some jurisdictions received letters they perhaps did not deser:e. A v~ good e~ample of this is 9! 1 coord~ators. Sever~ counties actually reported their 911 efforts within their overall cotmty or sheriff'surveys. When we mailed the 911 surveys, the local governments discarded them. When the 911 surveys went unreported, the 911 entity was listed as "did not report," which triggered a letter from us. I am told we have worked things out, which makes us all very happy. Again, congratulations on your hard-earned designation, and we look forward to working with you to make the Millennium the biggest non-event in history.
