Multiple Stop Si.qn at Enfllar and Schumann
Per recent inquiries by City Council members and citizens, please find the
attached report as compiled by City Engineer Martha Campbell regarding
the Schumann Drive and Englar Drive intersection. Via numerous traffic
study conclusions, a multiple stop is not warranted in accordance with rules
and regulations outlined in the Manual on Uniform Traffic Control Devices.
However, staff will continue to observe conditions at the intersection. As
such, the attached report has been forward to the Police Department for
review and enforcement action.
Sebastian River Area Chamber of Commerce
Not long after joining the City of Sebastian, Chamber of Commerce board
members asked me about the possibility of serving as its city liaison. Just
wanted to let all of you know that I accepted the opportunity, as this
arrangement will ensure a stronger working relationship with the
organization.
Water Restriction Plan
Please find the attached pamphlet, "City of Sebastian Water Restriction
Plan". The publication succinctly outlines key provisions of the plan, as well
as penalties for violation. As the plan was authorized for enforcement
during your last meeting, arrangements will be made to have the pamphlet
delivered to Sebastian homeowners by the City Clerk's Office.

Multi-Way Stop Request for Schumann & Englar
Per your July 29, 1999 memorandum, a review of the subject intersection was made and has
concluded that a multi-way stop is not warranted in accordance with the warrants in the Manual
on Uniform Traffic Control Devices. A number of improvements that should be made to the
traffic control devices at this vicinity were noted and are in the process of being made. A slight
speeding problem (8 mph over posted limit) exists on Englar Drive between George St. and
Schumann Drive, A copy of this report is being sent to the Police Department for review and
enforcement action.

FOR
VICINITY OF ENGLAR DRIVE AT SCHUMANN DRIVE
EXECUTIVE SUMMARY
A request was made by the City Manager of the feasibilty to install a stop sign on
Schumann Drive at Englar Drive. The request was made due to speeding complaints on
Englar Drive. The speed hmit on Englar Drive is 30 mph. Speed studies collected on
Englar Drive indicated that there is a slight problem with speeding (8 mph over the
posted speed limit) on Englar Drive between Schumann Drive and George Street. The
warrants for a multi-way stop are not met due to the low traffic volumes. The traffic
control signs in place are appropriate, therefore, enforcement is the appropriate measure
to address speeding. The magnitude of the speeding does not warrm~t the installation of
traffic calming devices. Traffic calming measures are only examined when speeds
approach 20 miles per hour over the posted limit. Continued enforcement is indicated to
maintain compliance.
Upon inspection of other signage in the area, improvements/upgrades appeared to
be warranted, therefore, attention has been given to correcting these or are in the process
of being corrected.

The City Manager requested the Department of Public Works to perform a traffic
safety study for the area surrounding the intersection of Englar Drive and Schumann
Drive. There was concern regarding speeding and that a 4-way stop be installed to
control speeders.
Englar Drive is a collector road connecting Barber Street with Englar Drive. It is
24' wide and was reconstructed within the last 5 years. It has centerline stripes and
edgelines. The posted speed limit is 30 mph. The traffic volume is between 2700 vpd
and 3000 vpd based upon recent traffic counts. There have been 6 accidents on this
section of Englar Drive in the last 5 years. The accident reports do not reveal a specific
pattern that is correctable through traffic control devices.
Schumann Drive is a collector road that is a continuation of 66® Ave (County
road) to US1. Englar Drive and Barber Street intersect with Schumann Drive. Schumann
Drive was resurfaced in 1997. It is 24' wide and has centerline stripes and edgelines.
The posted speed hmit is 30 mph. The traffic volume on Schumann Drive is 2700 vpd.
There has been no history of traffic accidents on Schumann Drive. At the intersection of
Englar Dr. with Schumann Drive, traffic on Englar must stop prior to entering onto
Schumann Drive.

A traffic engineering review was performed. This review included collecting
speed data and reviewing the appropriateness of the traffic control devices (i.e., signs and
markings) that were installed at or near the intersection of Schummm Drive with Englar
Drive.
Two speed studies were performed in August 1999, one on Englar Drive and the
other on Schumann Drive. The 85® percentile speed; that is, the speed upon which the
speed limit is generally based, was 38 miles per hour on Englar Drive and 33 miles per
hour on Schumann Drive. The roads are both posted at 30 mph.
The speed count collected indicate compliance with the posted speed limit on
Schumann Dr. Travelers on Englar Drive were generally driving 8 mph over the posted
speed limit. The posted speed limit should be no greater than +/- 5 mph of the 85th
percentile speed, therefore, a slight problem exists with non-compliance.
Traffic volumes were collected to determine if a multi-way stop condition is
warranted. The traffic volumes were too low to meet the warrant for a multi-way stop.
The existing traffic control devices were reviewed and found to be adequate,
however, some improvements could be made. These improvements would provide better
warning and protections to the pedestrians and vehicular traffic. The specific changes are
discussed below.

ACTIONS TAKEN
The following traffic control areas were reviewed and minor changes and/or
corrections were made as required:
· Cross-walks and stop bars m'e needed on Caprona and on Schumann Dr The
appropriate warning signs will be installed.
· Advance warnings on Schumann of the intersection with Englar are recommended.
· Faded or improperly placed signs will be corrected, including stop signs at Englar and
George and at Englar m~d Schumann.
