It provides a synopsis as to what costs the City of Sebastian would incur if it were to sponsor its own narcotic investigation unit, versus expenses of participating in Indian River County's MACE initiative. In addition, information regarding high profile cases in Sebastian having been conducted by the MACE program has been provided, for good reading and edification as to what types of crime problems currently exist in our community. Lieutenant Glasser will be available during next week's City Council meeting to address other specific questions and/or concerns that may arise. National Skydive Competition Earlier this week, I talked with Mr. Doug Wright, Indian River County Director of Emergency Services about logistics associated with the United States Parachute Association Skydive Competition to begin later today. He assured me that arrangements would be made to have emergency medical service personnel available during the event, without compromising normal staffing and service provision at Sebastian's two fire stations. As such, this effort should help alleviate concerns expressed by various individuals during the September 8, 1999 City Council Meeting, when the Agreement between the City and Skydive Sebastian was authorized for execution. City Council Information Letter September 17, 1999 Page 2 Lot ClearinR Without Permit Please find the attached memorandum as compiled by former city manager Thomas Frame pertaining to an administrative policy regarding lot clearing. After having joined the City of Sebastian, I soon met with Building Director George Bonacci to discuss relevant logistics. He agreed that arrangements outlined in the policy makes senses, as I concur that staffwill be able to better enforce land clearing and permitting processes. A Gift from Hurricane Floyd Fortunately, our community was spared from what may have otherwise been a very catastrophic ordeal. As I mentioned to all of you over the telephone during the last two days, minimal damage occurred in the City of Sebastian as a result of outer fringes of Hurricane Floyd passing through town. The primary expense was labor, with property damage having been done to two municipal boat docks in Indian River, an aluminum shed at the public works compound and light structural damage at the municipal golf course. Yesterday afternoon, I talked with Mr. Dennis Smith, Florida Department of Community Affairs who has been assigned to coordinate reimbursement efforts between Indian Rive County and all impacted municipalities and the Federal Emergency Management Agency (FEMA). As such, up to 70% of expenditures associated with damage and labor associated with hurricane preparation, cleanup and restoration will be solicited, as staff anticipates conclusion of the reimbursement process in the coming weeks. It should be noted that just because a drug dealer either may live in or is caught in Sebastian, it does not give any valid indication of the extent of the illegal drug situation within our city. Also included is an estimate of what it would cost for operating expenses and equipment necessary for this department to form its own drug enforcement unit, if we were to stop participating in the MACE project. This estimate does not include the costs of the additional Sergeant and Investigator positions needed for this three (3) officer unit. Frame, City Manager Subject: Lot Clearing and Drainage Review on Waterfront Properties Effective immediately, please make sure that all requests for lot clearing and drainage approvals on waterfront properties or lots identify the rear property line abutting the adjacent water body. Of pr/mary concern is the laud lying between the rear property line and the edge of water of the abutting body of water. The area between the rear property line and the edge of water is publicly owned in most cases. Any request to clear these areas should not be approved with the standard permit issued for the cleating of the privately owned property without specific details relating to selective clearing to insure that clear cutting will not occur. Additionally, erosion or turbidity barriers should be required as a condition for any allowed removal of vegetation within the publicly owned property. In order to determine what may be removed within that defined area of public ownership, applicant should meet with the staff on site and determine the minimum necessary to insure reasonable physical and visual access to the water. If aider meeting with owner/contractor, staff is satisfied that proper steps are being taken not to clear cut the site and that proper erosion control practices are going to be undertaken, approvals under those conditions would be acceptable.
