999 Sebastian CROP WALK
As a heads up, please be advised that Church World Services, an
international not-for-profit agency, is planning to host the 1999 Sebastian
CROP WALK. I attended a planning meeting last Sunday afternoon, by
invitation from Mr. Connie Haynes of the United Church of Sebastian. The
event is scheduled to take place Sunday, October 24, 1999, 2:00 p.m. The
walk will begin and end at the Sebastian Elks Club, located at the
intersection of Fellsmere Road (Highway 512) and Fleming Street (please
reference the attached route map). Because this event primarily features a
2.5-mile walk along sidewalks, I do not believe that any special permits are
required from the City of Sebastian. CROP WALKS are held throughout
numerous cities across the country annually, in effort to raise money to
implement anti-hunger programs around the world. This year's event marks
Sebastian's second consecutive WALK.
Waterin,q Plan for Barber Street Sports Complex Expansioi~
Please find the attached memorandum from Parks Supervisor Christopher
McCarthy relative to watering new fields at the Barber Street Sports
Complex. Sprinkling will be required during the restricted hours of 9:00 a.m.
to 5:00 p.m., to facilitate stable turf building. Mr. McCarthy estimates this
process to transpire over a two-month period.

Commission
Please find the attached letter from the Florida Fish and Wildlife
Conservation Commission. I am pleased to report that the City of Sebastian
was awarded two grants from this agency, via the Florida Boating
Improvement Program; one for $25,000 to fund improvements at the Main
Street Boat Ramp; the other for $49,400 to help finance the Sebastian Yacht
Club's Boat Ramp Extension Project. In addition to emergency repairs
currently being performed at both facilities, the aforementioned funding
sources will provide more substantive, ancillary improvements.
Base Flood Plain Elevation
Please find the attached memorandum from City Engineer Martha Campbell
relative to Base FloodPlain Elevations. To begin this process, the City of
Sebastian will have to perform an engineering study, to be delivered to the
Federal Emergency Management Agency (FEMA). Once this is
accomplished, FEMA will either accept or recommend changes to the study,
so as to further consider a remapping process, which can ultimately lead to
a reduction of flood insurance rates to homeowners who possess such
coverage. However, other Sebastian homeowners may then be required to
purchase this insurance, which may not be financially feasible for respective
families. As such, staff is not in position to make the recommendation to
move forward with this arrangement at this time.

RE: Florida Boating Improvement Program Grant (formerly.known as Special Waterway Projects
Program)
Dear Ms. Campbell:
We are happy to inform you that your application's to the Florida Boating Improvement Program
for the project's known as Main Street Boat Ramp Extension and Sebastian Yacht Club's Boat
Ramp Extension have been approved. The FBIP funding amount for the Main Street project is
$25,000.00 and the FBIP funding amount for the Sebastian Yacht Club Project is $49,400.00.
We will begin the development of grant agreement's, which must be executed prior to any work
beginning on this project's. As soon as these agreements have been prepared, we will forward
these to you for the appropriate signature.

Base Flood Plain Elevation
Per your September 11, 1999 memorandum regarding Base Flood Plain Elevations. No action
has been taken in regards to this matter. At your direction, we will do so, however, you should
know the following background.
The City will have to undertake the expense of conducting the study. The results of the study
would then be sent to FEMA who would either accept or recommend changes, etc. The City
has to bear the cost of FEMA review, as well. A proposal from our former Stormwaler
Engineers, Craven Thompson & Assoc., was for $35,000 to conduct the study.
Additionally, the engineers revealed that almost the entire City would be within the 100 year
flood plain (if remapped) and that conducting the study or having the City remapped was a
double edged sword. In that it may help a few people on their flood insurance rates, however, a
greater number of people in the City would be negatively affected. Most residents, would then,
be required to have flood insurance that currently do not.
We were knowledgeable of the Mayor's efforts to have FEMA conduct the remapping. FEMA
negatively replied. This office was not asked by administration to carry the ball on this matter
therefore no action has been taken.

There will be a rest stop with water and restroom facilities available at the ~v,/inn-Dixie
Plaza (1.3 miles). A van will be on the route to pick up walkers who need to return
to the parking area.

Watering Plan for new fields at B.S.S.C.
South
The two new fields at B.S.S.C. South were sprigged
today with Bermudagrass sprigs. These sprigs require frequent,
light watering to grow them in properly. This means we need
to water during the restricted hours of 9:00AM to 5:00PM. I
would llke your approval to water as needed to establish the
new turf. Depending on the weather, I would probably need two
months to finish the grow in period.

GROWING IN PROGRAM
FOR
BERMIIDAGRASS ATHLETIC FIELDS
Planted areas should be watered immediately following planting and kept
continuously moist for a period of three weeks. This means frequent, light watering (4-6
times per day) rather than soaking the soil when it becomes dry. Do not allow the water
to puddle or mn offthe surfaces. After three weeks, irrigate each area at least once per
day until the grass is completely covered.
Experience has shown that the timely watering of newly planted areas is extremely
important as indicated by the following survival chart:
Watered within 10 minutes after planting
Watered within 30 minutes after planting
Watered within I hour after planting
Watered within 2 hours after planting
Watered within 4 hours after planting
Watered within 1 day after planting

Allowing the top inch or two of soil to become dry is the number one cause ['or the
loss of newly planted turfgrass.
