Scrub Jay MitiRation/Airport Industrial Development
As mentioned during Wednesday evening's City County meeting,
arrangements are being made to host a relatively brief presentation by
Indian River County and consultant, Ms. Lisa Smith to propose a scrub-jay
habitat conservation plan to coincide with industrial economic development
planning for Sebastian Municipal Airport. As such, please find the attached
letter as compiled and delivered by Indian River County Community
Development Director Robert Keating, which summarizes the
aforementioned concept. Although this information will be presented in your
October 27th meeting agenda packets, I thought it would be appropriate for
all of you to timely review as much information as possible regarding this
issue. In addition, I will be able to address specific questions and/or
concerns before formal relevant recommendations are made.
Installation of City Wide Entrance Siflns
As also discussed during Wednesday evening's meeting, arrangements are
being made to recommend authorizing expenditures for the installation of
new welcome signs to be located at various points of entry into the
community. As such, a presentation will be made to showcase sketched
renderings of signs, specific locations and total costs during an upcoming
City Council meeting (at this point, I anticipate this matter being brought
before you during your November 17th meeting). Yesterday morning, I met
with the Chamber of Commerce Board of Directors to discuss the proposal.
Unanimous support of this project was expressed, thus the future of the
existing signs located along the north and south entrances of United States
Highway One (US1) will also be addressed.

Blood Drive at City Hall
Please be advised that a bloodmobile will be positioned in the main City Hall
parking lot during the morning hours of Wednesday, October 20th. During
the last several years, the City of Sebastian has participated in quarterly
blood drives with the Indian River Hospital District, as more municipalities
throughout the State of Florida have launched such initiatives in recent
years.
Financial Assistance from the Federal Emerqencv
ManaRement A.qency (FEMA). Check is in the Mail!
Please find the attached memorandum from Mark Mason regarding the
status of financial assistance from FEMA as a result of our community
having been impacted by Hurricane Floyd last month. I am pleased to
report that as of yesterday afternoon, the application process was
completed, reviewed and accepted by FEMA officials assigned to Indian
River County. As such, the City of Sebastian anticipates the delivery of
approximately $71,161 ($54,078 from FEMA and $17,106 from insurance
reimbursement), to help finance relative damage as well as preparation and
clean up expenses. Actual funds are anticipated to be delivered within the
next month or so.
Update on Hurricane Irene. Impact to Sebastian, Florida
Please find the attached latest tropical disturbance analysis as provided by
Indian River County Department of Emergency Services. Currently, our
area is under a tropical storm warning, as the eye of Hurricane Irene is
expected to maintain a northerly track, impacting the west coast of Florida,
and possible central counties like Polk, Osceola, and northward. However,
it is probable that up to several inches of rain will fall in Sebastian, as the
outer bands of the storm may pass through the community during the next
12 to 24 hours. As such, I do not anticipate tremendous problems other
than possible flooding in Iow-lying areas. However, if drastic changes occur,
I will inform you accordingly during the day. Otherwise, despite the weather,
try to have a great weekend!

As you know, the Florida scrub-jay ia a federally ~hreatened species (|isled in 1987) and is protected under
the federal Endangered Species Act as administered by the U.S. Fish and Wildlife Service. For almost a
d~.ado now, there has be..en a conflict between protection of occupied scrub~jay habitat on hundrexls
platted lots in the Sebastian Highlands va. release of thom lots for residential development.
Last gear, the County contraet~l with Lisa Smith of Smith Envimnme'ntal Services to develop a scrub-jay
habitat eorisorvagon plan, which has now been completed. The plan is an integral part of tho p[ocess
the Cunnty and City tn obtain an "incidental take permit'* (ITl>) from the re,vs, io release for devekvomenl
platted residential lots in the Sebastian Highlands that ate currently occupied scrub-jay habitat.
The County end t~s consultant, in coordination with you, School Board staff and others, have developed a
thoughtful plan that will conserve ca"itical scrub habitat on publicly owm~l land enough to sustain
S~bastian-al,ea populaQoa of scrub-jay.% and still allow release of the platted lots ibr development. The
plan aim takes into accimnt the City's ae~d to l~tain its it~dusuial Imtd bass at d~¢ Sebastian Mmdcipal
Airport, and has been drafl~d ~o as not to impede thc City'~ ccunomic d~:vclopm~nt ~pporlumty.

- 12 aercs of scrub on th~ Pelican Island Elementary School campus and ~32 acres of ocean, led scrub jay
habitat on the ah'pon property.

The asterisk (*) under City Actual Costs reflects the 25% cost share to the City for overtime and fringe
benefits associated with FEMA's standard practice of reimbursing 75% of overtime and fringe benefits
associated with Emergency Preparation and Debris Rc~moval.
Overall FEMA will reimburse the City 74% of total Damage Costs and when combined with the insurance
reimbursement, total recovered costs represent 97.4% leaving the City to pickup up 2.6% of the costs
incurred as a result Hurricane Floyd.
