Sale of Surplus Cemetery Properb/
Please find the attached letter of purchase offer as compiled and delivered
by Richard Crane, Senior Vice President, World Savings. An offer of
$200,000 was received via bid opening Wednesday afternoon, including a
$5,000 good faith deposit which was delivered to City Hall yesterday
morning. This offer represents $29,000 over the minimum originally
anticipated sales price of $171,000. As such, arrangements will be made to
recommend commencement with the full transaction during the coming
weeks.
Airport Improvements
St. John River Water Management District
Please be advised that the St. John River Water Management District
(SJRWMD) will perform flow well infrastructure improvements at Sebastian
Municipal Airport. Work is anticipated to begin late next week, whereby
public works crews will clear an existing fire break road. Once this phase is
complete, SJRWMD will cap an existing flow well so as to keep water in the
acquifer. This process should be completed within a day after initial tasks
begin.

Telescope Installation - Riverview Park
Please find the attached excerpts from a brochure published by See Coast
Manufacturing Company, Inc., which outlines features of the Mark I
Telescope, to be purchase via grant participation with SJRWMD. You will
recall the question as to what the instrument will look like once installed (I
must admit, it was rather difficult for me to explain the dimensions of the
telescope during Wednesday evening's meeting). As such, the schematic
and description is provided for concise clarification and good measure.
Sebastian Police Department Accreditation Process
Please find the attached memorandum as compiled and delivered by Chief
Randy White, which provides an update relative to the ,S~bastian Police
Department's (SPD) Accreditation process. As discuss~during last
summer's budget workshops, state accreditation will require SPD to operate
within specific guidelines, which will increase the department's ability to
prevent and control crime through more effective and efficient delivery of law
enforcement services to the City of Sebastian. Overall, such designation in
our community will encourage enhanced professionalism, excellence, and
competence, which makes this initiative a worthwhile endeavor.

State Accreditation
This memo is intended to bring you up-to-date on our department's
project to become Accredited by the Commission for Florida Law
Enforcement Accreditation. My request for funding for this project
was approved in our budget this year by our City's Administration
and our City Council. Therefore, we will begin this important 18
to 24 month process shortly after the new year.
The information with this flyer provides some insight into what the
Accreditation process is all about and the advantages of our
becoming Accredited. The process will, at one time or another,
probably involve all of us. Our procedures, directives and general
orders will be reviewed by experts and amended and updated to bring
our operations in line and compliance with statewide standards for'
law enforcement agencies. This is an excellent process will
ultimately result in increased professionalism for our department.
Lt. Chanse Reardin will be our Accreditation Manager and Deputy
Chief Puscher will directly oversee this long-term project. You
will be provided much more information as this project evolves.
