When delivered, I was asked to make certain that it is provided to all of you. You will recall questions raised during both the August 4th and 18th budget workshops about the necessity to continue with this effort. I am still in the process of gathering data to help explain why the program is (or is not) necessary in the City of Sebastian. Complaints from Roseland Residents During the last two weeks, I received several telephone calls from residents of unincorporated Roseland, primarily voicing concerns about Skydive Sebastian and the upcoming national competition as scheduled to take place at Sebastian Municipal Airport later next month. Many of the concerns expressed happens to be similar to mine, as they will be incorporated into a proposed agreement to be presented to you during your September 8th meeting (e.g. specific drop zones, use of runways, parking, security, etc.). Good municipal government management involves the notion of friendly relations with neighboring communities. However, I am not certain as to why Roseland residents feel that Sebastian City Hall is required to respond on their behalf for every possible occasion. As such, perhaps a policy should be considered in efforts to specifically address such matters. If you prefer, I would be more than happy to provide recommendations. City Council Information Letter August 27, 1999 Page 2 Staff Transition at the Press Journal Newspaper Please be advised that Vicki Donnelly of the Press Journal has formally submitted her resignation, effective Monday August 30, 1999. As such, James Kirley will be the reporter covering Sebastian issues during the next several weeks. Yesterday, I met with Bradley Buck, the newly appointed bureau chief for the Press Journal Sebastian Office. He explained that the process had begun to recruit a veteran reporter to cover Sebastian issues (specifically Sebastian City Hall). I will inform you once the selection is formally made, as Mr.. Buck agreed to keep this office informed accordingly. Reminder - Mediation in Orlando, Monday AuRust 30th Just a reminder that I will be out of the office during much of the day Monday August 30th, as I will attend (with City Attorney Richard Stringer) a mediation hearing in Orlando regarding the Michelle Morris case against the City of Sebastian. I plan to return later that evening, whereby I will stop by City Hall to. ascertain tasks that may require immediate attention. As such, please leave any messages you may have for me with Executive Assistant Jean Tarbell, as I will respond to them as soon as possible that evening. Thank You Indian River County! Please find attached a thank you letter from the City Manager's Office to the Board of County Commissioners expressing appreciation for the $200,000 allocation as authorized Tuesday August 24% Hopefully, this initiative represents a better and more productive relationship with Indian River County, as more programs and projects are to be developed continuously. Enclosures: Concerned Citizen Letter Appreciation Letter to Board of County Commissioners My Docu m ents/InfoLetter8 ALL CITY COUNCIL MEMBERS Comments concerning the Police Department and City Employees It has been brought to my attention that one of our council members has made comments concerning the Multi- Agency Task Force against drags. When someone does not know what is happening within there own back yard they should watch what they make comments about. The Sebastian Police Department works with fewer officers than vero Beach and covers more square miles. Our participation in this program is vital to our relations with the community and other agencies. We have a drag problem in the city which is just as bad as Vero Beach and if we do not get the problem under control now in the city we will be in big trouble by the new year. All city officials should go to the Police Department and show an interest in the over all workings of the city. Next they should get with Public Works and see the outstanding job they do helping our community increase the quality of life. 1 do not want to live in a city where a city council member is not concerned about the quality of life for its citizens. Our city is going to grow and we need vision from our city officials in order to do this in a positive way. The population of Sebastian will be larger than Veto Beach with-in a year and holding back on development will only hurt the city. When a council member belongs to a controversial home owners group in the city I believe that you would have a conflict of interest or if nothing else an ethics problem. When you become stagnant it is time to Pnove on, 1 hope you know what I mean. Stop trying to mn our city into the dark ages. I am writing this letter as a citizen of Sebastian. The Riverview Park Expansion Program represents a wonderful opportunity for not only Sebastian, but also all of Indian River County as wetL ::Our goal is to begin overall improvements to both existing Riverview Park and the 'expanded area eady next year. Once the property is acquired from Geed Guys, Inc., arrangements for land deadng will begin, with improvements to include a passive preservation park, mangrove fringe expansion, construction of an environmental education pavilion and picnic area and walking trail installation. In additon, as Chairman Ken Macht mentioned dudng yesterday's meeting, this project will be an impetus for future economic growth and development Again, we appreciate Indian River County's leadership in assisting our efforts. This is an exciting time for all of us, as we will work diligently to expand quality of life opportunities. This initiative represents a promising beginning.
