The second of the League's annual meetings, this event sets the legislative policies and priorities for the upcoming session of the Florida Legislature. I would encourage any of you to attend, as this will be an opportunity to make relevant recommendations to state officials. Feel free to inform Executive Assistant Jean Tarbell if your are interested in attending, as proper arrangements will be made upon your request. Audit of Sebastian Police Department Florida Department of Law Enforcement Please find the attached letter delivered to Police Chief Randy White from Florida Department of Law Enforcement Commissioner James T. Moore (no relation) regarding the findings of a recent audit of the Sebastian Police Department (SPD). I am please to report that the audit indicated that the agency is operating in full compliance with both Florida Crime Information Center (FCIC) and National Crime Information Center (NClC) rules, regulations and user agreements. The significance of this accomplishment will assist SPD with obtaining full departmental accreditation Chief White talked about during the August 4th budget workshop. Administration will continue to achieve successful audits, as we look forward to sustained enhancement of the organization. City Council Information Letter October 8, 1999 Page 2 Barber Street Fire Station (Station #8) Up.qrades Indicative of an item addressed in last week's information letter, please find the attached correspondence delivered to me by Doug Wright, Indian River County Director of Emergency Services, regarding interior and exterior features of improvements currently being made to Fire Station #8. As citizens have discussed with me during the last two weeks, a primary concern was exterior aesthetics of this facility blending with designs of both homes in the area and upgrades being performed at the Barber Street Sports Complex. Earlier this year (April and June respectively), both the City's site plan review process and Planning and Zoning Commission accepted the attached color and finish selections for the facility. However, both Mr. Wright and Nate McCollum ensured me that the exterior features will blend nicely with structures in the vicinity (not a white building, but a rather cream/beige with sandalwood tan/brown trim). Sebastian School Resource Officer Pro.qram By popular demand (via requests from principals at both Pelican Island and Sebastian Elementary Schools, as well as interest expressed by parents and some City Council members), the City of Sebastian will reinstate the School Resource Officer Program (SROP). The program is slated to begin in the coming days. The attached memorandum as delivered to me by Police Chief White summarizes the administration of this initiative. You will also find support letters from both Bonnie Swanson and Patricia Donovan, just for good measure! While a couple of days wa.q lost during Hurricane Floyd, the contractor is still maintain/rig the construction time line. The colors chosen are all residential colors and for the most part are all beige and brown. The only exception to that is the round aluminum louvers and the steel bollards which will be red. There will be a total of seven two foot in diameter decorative louvers (one on the south elevation, two East West, one North) and twelve bollards (2 per large door opening). In response to your question regarding the administration of our SRO program, please find the following information: In response to a survey, 2 officers expressed interest in serving as an SRO; Paul Phillips and Bill Jursik. Both were interviewed and Officer Jursik, who has almost 11 years as a police officer, 5 years of which have been with this department is our choice for this position. Officer Jursik will be sent to the first available SRO school we can locate. These 40 hour courses are given randomly around the state throughout the year, so we hope to find one for him within the next month or so. The SRO will work under the supervision of the Patrol Division Commander, Lt. Gene Ewert, who himself served many years as an SRO and is thoroughly familiar with the program. The attached table of organization shows the location of this position. The SRO will share his time equally with our 2 elementary schools; Pelican Island and Sebastian Elementary. o The SRO's routine duties will include but would not be limited to: A. Attending to the safety and security issues at each school, including parking, traffic, special functions, etc. Investigating incidents occurring at the schools or which may be school or student related. Attending the regular meetings of parent-teacher organizations and other school support groups. Page 2 of 2 D. Teaching classes in such subjects as: Bicycle and Pedestrian Safety Stranger Danger Halloween Safety 9-1-1 Emergencies Gun Safety (avoidance instruction) Officer Friendly (kindergarten) Eo Working in concert with the Deputies who do the DARE programs. F. Working with the administrations at each school to address individual problems as they occur. As is obvious, all of the above are sorely needed and the programs at both of our schools will be greatly enhanced by the re- instatement of the SRO program. Swanson, Principal Sharon Cascio, Elementaw Specialist September 2, 1999 SChool 1355 Schumann Drive Sebastian, Florida 32958 Dear Chief White: I am writing this letter to you to indicate my whole-hearted support for the Sebastian Police Department to provide a School Resource Officer for Pelican Island Elementary School. Three years ago we had the opportunity to have a part-time SRO assigned to our school. When I was first approached I was concerned at the message this would send to our families and students. I felt people would think our school or students unsafe and that we required police at the school However the opposite occurred. It was such a positive experience! The SRO became part of the faculty. Students had someone to confide in regarding neighborhood or family issues that were not related to school. The SRO taught classes, went on field trips, consulted with teachers and helped us develop a very effective safe plan. We were able to be proactive in situations that could have developed into a police action. I also felt there was an increased sense of respect for the faculty and staffas well for the Sebastian Police Department. I certainly appreciate the work of the Department. Lt. Ewert serves as a member of our school advisory council and helped us to find creative ways to insure that we have had a safe and orderly start to each school year. Officer Graves and Detective Dillon have handled some very difficult situations with a high level of professionalism. All and all we appreciate everything your department does to make our community and in particular our school a safe and wonderful place to work, live and play! in light of the current national safety in schools the possibility of having a permanent School Resource Officer is very important to us. I would like to reiterate my sentiments of support for the assignment of a School Resource Officer to Sebastian Elementary School. During the past two years; we have borrowed the services of the School Resource · Officers assigned to Sebastian River Middle School and Sebastian Rive/' High School. Our services were limited due to the high number and nature of the demands incurred by these SROs when dealing with upper grade le/,el students. A School Resource Officer at the elementary school level could focus on prevention of the types of issues which present ~ themselves at the middle school/hig~ school levels. Prevention is a much more positive and cost effective route. Any assistance that you can offer to enhance the services of School Resource Officers to our school, one o.f the largest elementary schools in the Indian River County School District, .would be greatly appreciated.
