City Council Information Letter

Authorization from Federal Aviation Administration
Please find the attached letter as compiled and delivered by Mr. Vernon
Rupinta, Program Manager, Federal Aviation Administration (FAA) Orlando
District Office, relative to our inquiry about formally establishing a concrete
and pipe storage facility on airport/golf course grounds. FAA has granted
approval for this arrangement, provided that the City of Sebastian maintains
conformity relative to outlined locations and heights for storage (i.e. as
explained by Terry Hill dudng your December 1,5th meeting). As such, staff
has been directed to assemble a proposed agreement to govern this
arrangement, to be presented in time for your February 23rd meeting for your
consideration.
Interviews - Airport Mana.qement Consultant~
I am pleased to report that our meetings with the Florida Department of
Transportation Aviation Division earlier this week were very productive in
that we are now in position to formally begin the airport management
consultant selection process. As such, interviews will be conducted during
the day Monday, February 7th. We also have the privilege of having Mr.
Matthew Thys, FDOT Aviation Supervisor to serve on our selection
committee (to include Paul Wagner, Terry Hill, and myself), as I feel that his
tremendous experience in the field of aviation management will yield
substantive, objective recommendations accordingly. We anticipate utilizing
City Council Chambers circa 9:00 a.m. to 4:00 p.m. If any of you wish, feel
free to stop by City Hall during the lunch hour to meet Mr. Thys, as he now
has to strong sincere interest in working with the City of Sebastian.

Please find the attached confirmation letter as delivered by County
Commissioner Ruth Stanbddge relative to hosting a Scenic Highway
Program workshop at Sebastian City Hall, scheduled to take place
Thursday, February 24th, 7:30 p.m. to 9:00 p.m. I plan to attend the
meeting, as I have been working with various officials in recent weeks to
promote the program in our community, as we hope to reap as many future
benefits possible (e.g. relevant grantsmanship, expanded beautification
initiatives, etc.). Once again, feel free to join in on the fun, schedules
permitting!
Open House Ceremony - Barber Street Fire Station
Just a reminder about this Sunday afternoon's open house ceremony at the
newly renovated Barber Street Fire/Emergency Medical Services (EMS)
station. A number of residents were concerned that this program was to
cater only to various dignitaries and officials. In actuality, the event is open
to any Sebastian resident, particularly those who petitioned both City of
Sebastian and Indian River County governments in recent years to make the
expansion a reality. As such, anyone interested in attending, may feel free
to do so. In fact, a high attendance is strongly encouraged!

The proposed chmlge to your enrrently approved Airport Layout Plan (ALP) submitted by your Janum?
19~ 2000 letter has been reviewed under the authority of Federal Aviation Regulations (FARs), Parts 77
and 152. This review has considered the safety andutility ofaimraff operations and planned navigational
aids as related to this proposal.
The proposed change to the ALP is approved provided the facilities are constructed in the location and to
the heights listed in your letter. The Federal Aviation Administration generally does not consider this
type of storage facility to be hazardous to wildlife attractants if is maintained in an orderly manner; admit
no putrescible-waste of any kind; and are not co-located with other disposal operations. We agree with
you that weekly inspections should be performed to prevent the nesting of birds and rodents on this site.
This approval shall remain in effect until such subsequent date as agreed to by the Orlando Airports
District Office.
~Ilfis approval shall remain in effect until the next regular update of the ALP, or the next request for
Federal Aviation Administration approval of the ALP, whichever comes first. At that time, the facilities
should be shown on the ALP either as "constructed" or "planned", whichever is appropriate.
This approval does not include approval of any lease, does not release any smplus or grant agreement-
acquired airport property, nor does it relieve the airport owner or the proponent of compliance with FAR,
Part 155, or any other law, ordinance, or regulation of any federal, state, or local government body.
