Comprehensive Annual Financial Report
Attached is your personal copy of the City of Sebastian Comprehensive
Annual Financial Report (CAFR) for Fiscal Year, 1999. Like the Fiscal Year
2000 budget document, the CAFR format has been revised to reflect a more
professional text. As such, the City of Sebastian will work to seek
recognition from the Government Finance Officer's Association for
excellence in financial reporting (as referenced in Mark Mason's attached
introductory letter). A brief oral presentation about this year's CAFR will be
presented during Wednesday evening's meeting; whereby both Mark Mason
and myself will communicate overall ideas as to maintain the best possible
financial position for the community.
Civil Air Patrol - Participation in Sebastian
Please find the attached letter as compiled and delivered by Martin Marugg,
1st LT. CAPT., United States Air Force Civil Air Patrol (CAP) requesting
participation with Sebastian Municipal Airport to conduct a search and
rescue exercise during the weekend of February 25th. This initiative will
involve approximately 40 people ( cadet and senior members of the Florida
Wings Group 4 of CAP). This arrangement does not require any special
permits, as the program is aviation related, as well as fully insured by the
Federal Government. We simply requested that the City of Sebastian is
held harmless of any problems that may occur during the program.
Generally speaking, this initiative represents another opportunity for our
community to gain additional exposure from other governmental entities,
which fosters better public relations in the long run.

Sebastian's Pelican Brief - Community Information Letter
Attached is your advanced copy of 'Sebastian's Pelican brief'.
Arrangements were made earlier this week to have copies delivered to
residential properties citywide. As committed during presentations last fall
by members of the Charter Review Committee, this issue features a section
advertising proposed referendum questions to be considered for the March
14th municipal election. Hopefully, effective communication and education
will transpire as a result.
New Letterhead Paper
For good measure, I have provided you with copies the City of Sebastian's
letterhead paper, which now features the Millennium Communities logo in
the bottom right corner, as well as the phrase "Celebrating Our 75th
Anniversary". This was one of the first suggestions communicated to the
75th Anniversary Committee during their inaugural meeting, in which they
unanimously supported the idea. As previously communicated, staff will
work diligently to showcase and acknowledge the City's 75th Birthday, via as
many arrangements possible. In local government, official letterhead paper
works a lot better than greeting cards.
President's Day
Just a reminder that City Hall will be closed Monday, February 21st in
observance of President's Day. As always, feel free to contact me at home
should the need arise. I plan to (more or less) take it easy over the
weekend. However, knowing myself, I will likely drop by the office at some
point to finalize unfinished business.

'~Dear Director Hill;
Thank you for returning my phone call so quickly. As we discussed, Civil Air patrol is an auxiliary
cf the United States Air Force. As such, we are tasked with recruiting cadets for service to the
citizens of our country and especially to local communities. One of the more important services
that CAP provides is that of Search and Rescue for downed aircraft. It is extremely vital that for
quality service to be able to practice rescue missions before accidents occur, by honing these
search and rescue skills beforehand, CAP has been able to keep our necessary skills sharp,
and thus minimize the amount of time between search initiation and rescue those souls in need
bf medical attention.
Sir, it is in this light that we seek the assistance of yourself and the good citizens of Sebastian
for a location at which we, with the permission of town officials, will be able to practice and hone
our rescue skills. Therefor, we request your assistance in allowing CAP to use approximately 1
to 2 acres somewhere on Sebastian Airport to conduct a Search and Rescue Exercise (SAREX)
during February 25, 26, and 27, 2000,
The exercise will consist of approximately 40 people (a combination of cadets and senior
members of Florida wings Group 4 of CAP). They will be camping in tents, overnight on the
25th and 26th. CAP can provide sanitation facilities to address health considerations.
Additionaly, CAP has coverage for insurance purposes from the U. S. Government. We are
prepared to have each participati.ng person sign an insurance agreement to hold the city of
Sebastian harmless should any of our personnel be injured during the exercise. We also
absolutely assure that the area used by CAP will be respected and cleaned to your satisfaction
after the exercise is concluded.
