This document represents "Exhibit B' of the Lease Agreement, in which an earlier copy was provided to FAA during their approval process. Culvert Replacement Pro.qram Please find the attached Bid Proposal Price Form relative to the Culvert Replacement Contract as authorized Wednesday evening. As then stated, this information should have been included in your last agenda packet, but was inadvertently withheld. As such, it is now being provided simply to inform all of you of the locations of replacements, as well as overall logistics associated with the program. Elevation Fill Requirement- New Home Construction Please find the attached memorandum as compiled and delivered to all residential building contractors to govern a previously reported policy regarding elevation/fill during residential construction. The purpose of said policy is to prevent fill from exceeding elevation requirements for septic tank installation as governed by Indian River County and the State of Florida. This action (which was initiated in December 1999) is the result of the excessive fill (whether perceived or actual), which may have been stored at a number of new home construction sites, ultimately becoming a nuisance City Council Information Letter February 25, 2000 Page 2 to neighboring homeowners. As such, please feel free to inform respective concerned citizens accordingly, as this requirement is now administratively and legally binding. Enhanced Citywide Mailing Procedures A few residents recently brought to our attention that they have experienced problems receiving mail via mass deliveries by the City of Sebastian. For instance, a number of homeowners failed to received Sebastian's Pelican Brief last fall when the first issue premiered. Of course, it is quite easy to simply blame the post office. However, we felt it was appropriate to address logistics so as not to experience such problems in the future (especially while we are in the mode of delivering more written material citywide so as to promote effective communication). As such, a meeting transpired yesterday with Mr. Mark Graham, Customer Service Supervisor with the United States Postal Service (USPS), Sebastian Branch. He explained (and ultimately recommended) that the City considers utilizing "Address Bulk Business Mailing", which ensures delivery WITHIN CITY LIMITS ENCLUSIVELY. The currently employed Simplified Address Mailing method ensures effective bulk deliver. However during mass mailings such as the delivery of the community newsletter, several items may be distributed outside city limits to homes that happen to have Sebastian, Florida addresses (i.e. unincorporated Northern Indian River and Southern Brevard Counties). Meanwhile, you can be sure that city administration and the USPS are working cooperatively so as to make certain that all bulk municipal correspondence is provided to all residents within the city limits. A guide to these Great Floridians will also be published and distributed. How Will the Great Floridians Be Selected? Selection will be made by members of a special committee, the Great Floridians 2000 Committee, which includes representatives selected by the Florida Department of State and the Florida League of Cities. Nominations will be judged based on the significance of the individual's contributions, association of the individual with a historic site in the city, and the degree to which the individual or their contributions are recognizable by the general public. Who Is Eh'gible to Make Nominations? Municipal governments of Florida non-profit organizations, and individuals may initiate applications for official Great Floridians 2000 markers. Municipalities may want to seek out other interested organizations or individuals, such as historical associations or historians, for assistance in selecting eligible nominees or preparing the application. What Are the Obligations of the Nominating Party? If one or more of the nominees is selected under the Great Floridians 2000 Program, nominating cities will be responsible for a $175 payment per designee. This cost will help cover the expense of having a plaque made, shipping the plaque directly to the city, and preparing a Great Floridians 2000 guidebook. Cities must obtain written permission from the respective property owner to mount each plaque on the designated building or structure, and must take responsibility for mounting and maintaining the plaques. How Will the Program Benefit Cities and Their Residents? The plaques will serve as a tangible reminder of the many individuals who have made contributions to the state and to the establishment and development of Florida's cities. They will personalize the history of our downtowns and provide a symbol of our heritage, thus reinforcing community pride in Florida. The printed guide to the Great Floridians and the plaques will provide an additional resource for convention and visitor organizations to direct tourists to historic places in our communities. The Great Floridians Program seeks to recognize individuals who have made important contributions to Florida's history and culture. Established by the Florida Legislature in 1997 as a part of the Florida Department of State's Historical Marker Program, special Great Floridian markers will be placed throughout the state at properties significantly associated with such persons. Great FIoridians 2000 To mark the turn of the century and inaugurate the Great Floridians Marker Program, the Florida League of Cities and the Department of State will dedicate an initial series of at least 2000 markers. These will be placed in downtowns throughout the latter part of 1999 and early 2000. Nominations for these Great Floridians will be made by the cities of Florida. Who Qualifies as a Great Floridian? To be eligible for nomination, the person must have made significant contributions to the history and culture of the state during his or her lifetime, within a local, regional, statewide or national context. The nominee must be deceased and must have been a resident of Florida at the time the contributions were made, and must be associated with an existing historic building or other structure which can be marked with a plaque. Preferably, the building/structure should be at least 30 years old, located in a city's downtown and visible to both pedestrians and motorists. How Will These Individuals Be Recognized? The Great Floridians will be recognized by means of a special plaque. The circular plaques will be made of anodized aluminum covered with porcelain enamel and will feature a blue background with white lettering. Last year, an opportunity to nominate individuals for recognition as "Great Floridian 2000" presented itself. Our organization initiated the nomination of Mr. Kroegel and the City of Sebastian signed off on the nomination. Kroegel was subsequently selected for this distinctive recognition. The official means of recognizing those selected as Great FIoridians is a rather unique plaque. It was arranged for by the Florida Bureau of Historic Preservation and is manufactured by Winsor Graphics of Olympia, Washington. We would like to have a small ceremony to formalize Mr. Kroegel's selection as part of the Pelican Island Wildlife Festival which will be held at Riverview Park on March 12, 2000. You will be provided more details on the ceremony in the near future. My purpose in writing is to ask that the City share in the cost of the plaque. In view of the time constraints, we placed an order for it some time ago and paid the $175.00 fee. Putting on the Pelican Island Wildlife Festival places a heaw drain on our limited fiscal resoumes and it would be most helpful if the City could cost share the plaque in the amount of $87.00.
