Land Development Code - Final Review Pack.--'
Attached you will find the final draft of the City of Sebastian revised Land
Development Code document, in its entirety, as submitted to the Planning
and Zoning Commission yesterday evening. Please review, as this is an
opportunity for you to prepare yourselves for the upcoming public hearing.
Local Law Enforcement Block Grant Award
I am pleased to report that the City of Sebastian was successful in securing
a Local Law Enforcement Block Grant award from the United States Bureau
of Justice/Florida Department of Community Affairs totaling $8,423. You
may recall your authorization granted in December to pursue this opportunity
to provide ancillary financial assistance to the Sebastian Police Department.
As such, we will solicit authorization during next week's meeting to process
acceptance of the award.
Meetin.q with Treasure Coast Re,qional Plannin,q Council
Please be advised that a meeting has been scheduled to take place
Wednesday April 5th with officials from the Treasure Coast Regional
Planning Council (TCRPC) to begin arrangements to plan and facilitate
improvements to the recently acquired former Good Guys, Inc. property.
Such a process will assist the City of Sebastian in outlining goals, objectives
and relevant tasks so as to outline necessary improvements and funding
mechanisms. In coming weeks, we will schedule a relevant presentation to
be made during a City Council meeting to outline tasks and communicate
recommendations accordingly.

Request for Qualifications Process - Industrial Property
Arrangements are being made to solicit Request for Qualifications from area
realtors to represent the City of Sebastian in selling industrially zoned
property. Because the City is now moving forward with airport master
planning, with appropriate funding in place, we can now address the notion
of facilitating industrial development in the area. This of course does not
infer that land is to be sold as soon as possible (that would obviously require
authorization from you as City Council). However, it is important that we
initiate this process, being that economic development is a key priority in
this overall initiative.
Great Floridian Desi,qnation
Please find attached a letter from Mr. Walter Stieglitz, President, Pelican
Island Preservation Society requesting the City of Sebastian's participation
in the "Great Floridians 2000" program. You may recall a nomination to
have Mr. Paul Kroegel considered for the designation, as also formally
endorsed by the City of Sebastian. Mr. Kroegel was subsequently selected,
whereby a plaque recognizing this honor is to be presented at the Pelican
Island Wildlife Festival at Riverview Park Sunday, March 12% Per Mr.
Stieglitz request, the City of Sebastian was able to provide an $87.00
contribution towards the purchase of the plaque, as such recognition
warrants our participation. For good measure, I have provided additional
background information about the Great Floridian 2000 Program,
qualifications and the selection process, which essentially confirms the
prestige of such an honor.

Dear Mayor Neuberger:
The Department of Community Affairs is pleased to award a
Local Law Enforcement Block grant in the amount of $8,423 to
your unit of government. These funds shall be utilized for the
purpose of reducing crime and improving public safety.
A copy of the approved subqrant application with the above
referenced project number and title is enclosed for your file.
All correspondence with the Department should always refer to the
project number and title.
Your attention is directed to Section F of the subgrant
which is the "Acceptance and Agreement." These conditions should
be reviewed carefully by those persons responsible for project
administration to avoid delays in project completion and cost
reimbursements.
The enclosed Certification of Acceptance/Request for Payment
should be completed and returned to the Department within 30
calendar days'from the date of award. This certificate consti-
tutes official acceptance of the award and must be received by
the Department prior to the lump sum payment/subgrant award.

Dear Mr. Moore:
As you are aware, through a wonderful cooperative effort, a statue of Paul
Kroegel was dedicated in Riverview Park in 1998. Last year, an opportunity
to nominate individuals for recognition as "Great Fioddian 2000" presented
itself. Our organization initiated the nomination of Mr. Kroegel and the City
of Sebastian signed off on the nomination. Kroegel was subsequently
selected for this distinctive recognition..
The official means of recognizing those selected as Great Flofidians is a
rather unique plaque. It was arranged for by the Florida Bureau of Historic
Preservation and is manufactured by Winsor Graphics of Olympia,
Washington. We would like to have a small ceremony to formalize Mr.
Kroegel's selection as part of the Pelican Island Wildlife Festival which will
be held at Riverview Park on Mamh 12, 2000. You will be provided more
details on the ceremony in the near future.
My purpose in writing is to ask that the City share in the cost of the plaque.
In view of the time constraints, we placed an order for it some time ago and
paid the $175.00 fee. Pulting on the Pelican Island Wildlife Festival places
a heavy drain on our limited fiscal resources and it would be most helpful if
the City could cost share the plaque in the amount of $87.00.
Thank you very much for your consideration and we hope to see you on
March12th.

program to recognize individuals important to Florida's history and culture through the
placement of heritage plaques in downtowns.
The Great Floridians Program seeks to recognize individuals who have made important
contributions to Florida's history and culture. Established by the Florida Legislature in 1997
as a part of the Florida Department of State's Historical Marker Program, special Great
Floddian markers will be placed throughout the state at properties significantly associated
with such persons.
Great Floridians 2000
To mark the turn of the century and inaugurate the Great Floridians Marker
Program, the Florida League of Cities and the Department of State will
dedicate an initial series of at least 2000 markers. These will be placed in
downtowns throughout the latter part of 1999 and early 2000. Nominations
for these Great Flofidians will be made by the cities of Florida.
tFho Qualifies as a Great Floridian?
To be eligible for nomination, the person must have made significant contributions to the
history and culture of the state during his or her lifetime, within a local, regional, statewide or
national context. The nominee must be deceased and must have been a resident of Florida at
the time the contributions were made, and must be associated with an existing historic
building or other structure which can be marked with a plaque. Preferably, the
building/structure should be at least 30 years old, located in a city's downtown and visible to
both pedestrians and motorists.
How Itqll These Individuals Be Recognized?
The Great Floridians will be recognized by means of a special plaque. The circular plaques
will be made of anodized aluminum covered with porcelain enamel and will feature a blue
background with white lettering. The plaques will be mounted on the selected building or

structure with which the individual was identified in the application. A guide to these Great
Floridians will also be published and distributed.
How Y~qll the Great Floridians Be Selected?
Selection will be made by members of a
special committee, the Great Floridians
2000 Committee, which includes
representatives selected by the Florida
Department of State and the Florida
League of Cities. Nominations will be
judged based on the significance of the
individual's contributions, association of
the individual with a historic site in the
city, and the degree to which the
individual or their contributions are
recognizable by the general public.
Who Is Eligible to Make Nominations?
Municipal governments of Florida non-profit organizations, and individuals may initiate
applications for official Great Floridians 2000 markers. Municipalities may want to seek out .
other interested organizations or individuals, such as historical associations or historians, for
assistance in selecting eligible nominees or preparing the application.
What,4re the Obligations of the Nominating Party?
Il'one or more of the nominees is selected under the Great Floridians 2000 Program,
nominating cities will be responsible for a $175 payment per designee. This cost will help
cover the expense of having a plaque made, shipping the plaque directly to the city, and
preparing a Great Floridians 2000 guidebook. Cities must obtain written permission from
the respective property owner to mount each plaque on the designated building or structure,
and must take responsibility for mounting and maintaining the plaques.
How Will the Program Benefit Cities and Their Residents?
The plaques will serve as a tangible reminder of the many individuals who have made
contributions to the state and to the establishment and development of Florida's cities. They
will personalize the history of our downtowns and provide a symbol of our heritage, thus
reinforcing community pride in Florida. The primed guide to the Great Floridians and the
plaques will provide an additional resource for convention and visitor organizations to direct
tourists to historic places in our communities.
