City Council Information Letter

Happy Easter!
Florida Department of Transportation (FDOT)
Improvements to United States Hi.qhwa¥ One (US1)
In Sebastian
As point of clarification, FDOT IS NOT programming, planning or funding
any efforts to widen US 1 into a six-lane highway. Myself, along with Terry
Hill and Jerry Converse of the Department of Public Works met with FDOT
project managers Timothy Brock, Phil Schwab and their respective staffs
last Friday to discuss all logistics relative to thoroughfare enhancements in
our community. As such, a road refurbishment initiative is being
programmed to incorporate ~ median [m~3rovements (to include a
_n. ew~irrig~ation syst~em if necessary), restripping and possibly pavers (as
proposed in,he Florida Highway Beautification Council Grant application as
authorized by City Council in January). Arrangements will be made to host a
community awareness workshop here at City Hall so that concerned
individuals will have an opportunity to address FDOT staff relative to this
initiative. The meeting is anticipated to transpire in the coming weeks, late
May or June, 2000. Meanwhile, FDOT is in the design process, whereby
City of Sebastian staff is now able to provide input accordingly.
Bridge Improvements
As committed during your last meeting, I wish to provide you all with an
update relative to the conclusion of bridge enhancements in Sebastian,
notably Fleming and Periwinkle. As previously communicated, all designs
were commensurate with FDOT requirements, which in essence regulate

construction processes accordingly. However, we are in position to provide
other enhancements to both bridges to better accommodate pedestrians;
such as a curved sidewalk and additional landscaping (Fleming) and a
bicycle lane and aluminum guard rail (Periwinkle) to accommodate a
walkway. As such, Department of Publics Works staff were directed
accordingly, as said improvements are to be accomplished in the coming
weeks.
New Welcome Si.qn Unveilin.q Ceremony
As previously discussed, new welcome signs as designed by Curt Oxford
are to be installed in the very near future. As such, a tentative date for an
unveiling ceremony has been scheduled for Wednesday, May 10th 9:00 a.m.
along US 1 (either at the north or south sign - to be determined as soon as
possible). Executive Assistant Jean Tarbell will contact each of you to so as
to further coordinate arrangements. Please join us if your schedule permits.
John Danise Tennis Clinic - Schumann Drive Courts
Mr. John Danise, United States Tennis Association (USTA) District Director,
Certified Tennis Instructor and Sebastian River High School Tennis Coach
has expressed an interest in developing a training program at the
Schumann Park tennis courts. Essentially, individual instruction and
possible USTA Tournaments are to be coordinated in conjunction with the
City of Sebastian. Programs are anticipated to begin this summer, as
sessions are tentatively being considered with Parks and Recreation
Manager Chris McCarthy. I see no problems with this arrangement, as
another enhancement to leisure service provision is possible. Please inform
me of any concerns you all may have. Otherwise, I will keep all of you
updated as this matter progresses.
