City of Sebastian, Florida 1225 Main Street [] 5ebastian~ Florida 32958 Telephone (561} 589-5330 [] Fax {561} 589-5570 City Council Information Letter May 19, 2000 Barber Street Sports Complex You all may recall reading a letter compiled and delivered by State Representative Charles Sembler (see attached) relative to funding initiatives in Indian River County, incorporating a number of funding opportunities for the Sebastian Area. Included was a $150,000 line item specifically for the Barber Street Sport Complex (BSSC). To clarify (and also pleased to report) this authorization represents the Florida Recreation Development Assistance Program (FRDAP) grant solicited for BSSC, to incorporate the development of a skate facility. The City of Sebastian is therefore anticipated to receive authorization to proceed from the Florida Department of Environmental Protection (DEP) later this summer, to include an agreement to administer the grant for your authorization. As such, arrangement should then proceed to develop the facility, as well as other ancillary improvements at BSSC to begin sometime this fall. Florida Department of Transportation Aviation Sections More Fundin,q Opportunities at Sebastian Municipal Airport Please find the attached letters delivered to Mr. Mathew Thys, Aviation Supervisor, Florida Department of Transportation (FDOT) Aviation Section relative to more funding opportunities at Sebastian Municipal Airport (SMA). Specifically, requests for funding had been made to finance installation of a new runway lighting systems as well as an electric gate/perimeter fencing. These activities will obviously enhance safety, not only for pilots who utilize SMA, but also for tenants and City of Sebastian personnel. If all goes well, funding will be awarded sometime in June, with the hope of presenting Joint Participation Agreements for your consideration. Florida Department of Transportation Workshop City Council Chambers Just a reminder of the FDOT Community Awareness Workshop, scheduled to take place Tuesday, May 23rd , 3:30 p.m. here in City Council Chambers. Flyers were delivered advertising the meeting earlier this week to various affected parties (so to speak) in Sebastian. As previously addressed, a great deal of preliminary planning by both FDOT and the City of Sebastian transpired before this meeting. In fact, the architectural firm of Thomas Lucido and Associates of Fort Lauderdale was commissioned by FDOT to specifically work with our community, so as to establish the scope and vision for road resurfacing and enhanced beautification for United States Highway One. Feel free to join us if your schedule permits! Brush Fires at Sebastian Municipal Airport - Debriefing I am sure that you all realize by now that SMA had to be temporarily closed during the afternoons Monday, May 15th and yesterday as a result of brush fires which charred many Australian Pines located between the golf course and SMA. Please be advised that the decision to issue a temporary shut down of operations was made in conjunction with recommendations from the Florida Division of Forestry and Indian River County Department of Emergency Services, who are obviously credited with quenching both fires. Once flames were declared fully extinguished, City of Sebastian staff reopened SMA later during the evening hours of both days respectively. Fortunately, no injuries or property damage transpired. Lauderdale, FL 33309-3421 Re: Medium Intensity Runway Liqhtinq System for Sebastian Municipal Airport Dear Mr. Thys: In response to your convemation with Jason Milewski on Thursday May 11, 2000 relative to funding for various safety and security initiatives at Sebastian Municipal Airport (SMA), the City of Sebastian wishes to formally request that the Florida Department of Transportation (FDOT) Aviation Section participate in the purchase of a Medium Intensity Runway Lighting System (MIRL), as we are currently in position to facilitate necessary arrangements via the City's Capital Improvement Program (CIP). Currently, SMA employs a Iow intensity runway lighting system, which is quite antiquated (purchased second hand and installed over 20 years ago). As such, infrastructure is not reliable in that numerous problems including failures and high maintenance cost are exorbitant. Based on estimates provided to date, installation of said system could be achieved at approximately $75,000. Once a Joint Participation Agreement (JPA) is authorized, the City of Sebastian Purchasing and Contract Administration Office will immediately begin arrangements to procure the MIRL. The City of Sebastian looks forward to FDOT's participation, as another excellent opportunity exists to enhance operations at SMA. This arrangement will enhance safety by discouraging people, animals and vehicles from entering the aircraft movement area. At this time, no secure gate is evident at SMA. As such, the area to be gated and fenced borders Sebastian Municipal Golf Course, which will separate both facilities respectively. Based on estimates provided to date, purchase and installation is not expected to exceed $40,000.
