Memorial benches may now be located in various parks throughout the City, via a formal request process administered by the Department of Growth Management. Future requests to locate benches along the riverfront will address the requirement to replace existing dilapidated benches. This directive is the result of ideas and concerns expressed during previous City Council meetings when requests for memorial benches were made for the riverfront. Please feel free to communicate additional ideas, as it is staff's hope that this process will facilitate future requests effectively. Orth Aero Services Please find the attached letter from Orth Aero Services, Inc. relative to plans to construct its facility (per lease agreement authorization last month) at Sebastian Municipal Airport. Per company Vice President Robert "Radar" Orth, Orth Aero Services Inc. wishes to proceed with expanding the agreement to lease the three additional acres in which they currently enjoy first right of refusal. As such, a modified lease agreement is anticipated for your consideration during your June 28th meeting (to incorporate all existing provisions and arrangements). City Council Information Letter June 2, 2000 Page 2 Continuin.q Florida Aviation Systems Plannin.q Commission (CFASP) Meetin.q in Sebastian The City of Sebastian has been honored to serve as the host city for this month's CFASP meeting, which is to be held Wednesday June14th 1:00 p.m. here at City Council Chambers. Membership and attendees include some thirty (30) aviation professionals representing local governments throughout the Florida East Coast. In addition, officials from the Florida Department of Transportation Aviation Section and the Federal Aviation Administration will be in attendance as well. If your schedule permits, feel free to stop by, as good discussion relative to various aviation issues will be communicated. New Welcome SiRns, Indian River Drive In case you have not yet noticed, two new welcome signs were installed earlier this week along the north and south city boundaries of Indian River Drive. These signs are indicative of the vertical design by Curt Oxford, representative of four additional signs proposed for installation during Fiscal Year 2001 at other points of entry into the community (i.e. Schumann Drive and United States Highway One, Schumann Drive just south of Barber Street, etc.). If you have not yet seen both signs, please do so when convenient, as they are very tasteful features to the riverfront. Sebastian Golf Course, FORE! Director of Golf Operations (that is the new title) Greg Gardner compiled the first information letter for visitors of Sebastian Municipal Golf Course. Fore! is a tool being employed to communicate updates and proposals for the golf course, as numerous questions tend to arise periodically (if not daily). Hass, Director of Growth Management SUBJECT: Location Criteria for Memorial Benches As you well know, we have had multiple requests from citizens to install memorial benches along the riverfront in memoriam of family members who have unfortunately passed. The previous requests were processed before the City Council and during the second such request, the Council directed staff to devise a policy governing criteria for locating benches within the City. After meeting with you, the Public Works Director, Assistant Public Works Director and the Parks Director, we are recommending the following administrative policy for locating said benches within the City of Sebastian: 1. All requests for memorial benches shall first be directed through the Growth Management Department. The Director of Growth Management shall evaluate the request in coordination with the Public Works Department including relevant input from the Parks Director. All benches shall be located within Garden Club Park, Lake Easy Park, Shumman Drive Park or Lake Hardee Park. Any requests for locating a bench in Riverview Park or along the Indian River Lagoon shall be limited to outstanding members of the community (those who have served the commtmity in some respect, who have long standing ties to the community or who have been influential or an integral part of Sebastian's history). Additionally, locating said benches in the Riverfront shall be limited to replacement of existing benches in their current locations. Approval of riverfront locations shall also be received from the City Manager's Office. All benches shall be of a compatible design to the two existing memorial benches within Riverview Park. The Growth Management Department has on file the manufacturer, design and cost data for memorial benches. All cost associated with purchase and delivery of benches shall be paid by those making the request. Additionally, those making the request shall be fully responsible for contacting the manufacturer for purchase and delivery arrangements as well as specifying the name and any other relevant information to be placed on the memorial plaques. Benches shall be delivered to the City of Sebastian Public Works Compound, where assembly will take place and arrangements will be made for installation. 7. A $100 fee will be charged to cover administrative, assembly and installation cost. The above stated policy shall be in effect immediately and until such time as further directed by the City Manager and/or the City Council. June 7, 2000 Mr. Terrence Moore City Manager City of Sebastian Dem- Tervenc¢, I am writing to let you know that Orth Aexo Services has received ~ for the ~ hangar as well as six additional T-hangars at the $obastian Manieipal AJxport. In light of this, we are wanting to increase the size of our lease from three acres to six acres with rights to first refusal on the six acres to the immediate south of the ~x acrem we will now initially have. Terry wa* not sure [fthere were six move acres on that west side of the taxiway, but I'm sure we could come to some agreement m to using the property avross the ramp ~om the kCm'al location if need be and as it be, comes available during the process of the airport master plan. We are also planning to install fuel tanks which will be avatlable for sale of fuel to the general public and fur the T-hangar tenants. With the new addition~, Orth Aero wgl truly be a full service FBO alxd will increase the number of permanently based aircraft at the Sebastian MuniciIml Airport by at least sixty aircm~, This will definitely help with furding from tl~ FAA as their funding is based on total nmber of alrerat~ l~sed at any federally funded field, The fuel sales will ~ mean an increase in revenue for the City of Sel~qtian as per our lease agreement. Hello fellow golfers and thanks for taking time to read the first of what I hope will be many informative newsletters designed to let you know what's happening here at Sebastian Golf Course. First of ali, please accept my heartfelt thanks for the support and encouragement shown during this transitional period. As everyone probably knows, Pat Cerjan, our former Director of Coolf, has moved to Aspen, Colorado. He will be employed as Director of Golf at Snowmass Resort. This was a marvelous opportunity for Pat, and I am very happy for him. He was a great Director of Golf and our course is much better for his having been here. I can only hope to do as well as he did as your Head Golf Professional / Director. To help with this endeavor, I will send out a survey in the near future. This will provide me with a better understanding of your wants and needs. On to the updates. GOLF COURSE RENOVATION. Sebastian Golf Course will be going through several improvements in the up-coming 2001 year. These improvements will require the golf course to be closed for four months, however, the improvements will last for many years to come. The four months the golf course will be closed in the year 2001 will be June, July, August, and September. Dm-lng these four months the golf course will be improved in the following ways: * all greens will be rebuilt from base level to USGA specifications * green size will slightly increase * green-side bunkers will be re-conditiuned * ali tees will be leveled * entrance-way(road next to #10) will be landscaped * all fairways and rough areas will be de-thatched Once again, the golf course will be closed for June, July, August, and September of 200I, however, the Eagles Nest Restaurant will remain open throughout this period. Members, at the time of renewing memberships (October 2000), will be pro-rated for the four months the golf course will be closed. The golf course will have a grand re-opening the first week of October, 2001. The golf course renovation promises to provide a superior product for our golfers. Several first-rate architects have expressed interest in the project. Once completed, Sebastian Golf Course will be a model municipal golf facility capable of withstanding the competition of the increase of new courses throughout the area. MEMBERSHIP. Regarding the membership freeze, SGC will no longer accept any new members. There are many reasons for this change, but the bottom Iine is, we are a municipal course open to the general public. If we continue to allow growth in our membership ranks, we would increasingly deny access to the golf course by non-member and public golfers. This would impact our revenue in a negative way and, result in higher prices for all. Our goal is to continue to maintain a first-class facility and offer it at an affordable price. RATE CHANGES. The Sebastian City Council has approved rate changes for green fees, cart fees, and membership fees. These will go into effect starting with the new fiscal year of October 1, 2000. Green fees and cart fees will increase $1, and memberships will increase 5% (keep in mind members will pay a pro-rated fee this fiscal year due to the golf course renovation). The golf course rates have not been increased since October 1997. The increase is a result of a general increase in the cost of doing business (i.e. wages, goods, services, etc). CREDIT BOOK. For those Who have winnings in our golf shop credit book (chits as we used to call them), here is the current plan. Starting with this current fiscal year (October 1999 to September 2000), all winnings accrued during the first 11 months of the year (October 1, 1999 to August 31, 2000) must be used by September 30, 2000. Winnings -accrued from September 1,~2000 to September 30, 2000 will be carried over into the new fiscal year of October 1, 2000 to September 30, 2001. Each year we will repeat this same process using credit book winnings by the end of the fiscal year. MERCHANDISE. The golf shop merchandise is presently owned by Pat Cerjan. Pat has agreed to hold his accounts open until the end of our current fiscal year (September 30, 2000). Starting with the new fiscal year (October 1, 2000), the City of Sebastian will take ownership of the golf shop merchandise. At this time, I vail begin ordering new merchandise for the golf shop. JUNIOR GOLF. Our summer junior golf clinics will be held in June, July, and August. Each clinic will consist of five-day sessions at a cost of $40 per junior. The juniors always have a good time, so, if you have a child or grandchild looking to get a start at golf, bring them out to our clinics. For more information, contact the golf shop at 589- 6801 or come in to the golf shop and pick-up a flyer. NEWCART$. Alas, the new fleet of carts can be seen on the horizon. According to our Club Car sales representative, the new fleet of carts will arrive the week 6f June 18th, 2000. Well, that's about all the updates I have for now.
