(Hope to see you sometime Tuesday) Appointment of New City En,qineer I am pleased to report that the recruitment process for the City of Sebastian's newest member of its management has concluded with the appointment of Mr. Ralph Brescia of Satellite Beach, Florida. Mr. Brescia currently serves as the City of Cocoa Beach's City Engineer, where he was employed during the last three years. Previous professional experience includes county engineer positions with both Indian River and Brevard governments, as well various private consulting capacities. A native of upstate New York, Mr. Brescia holds a Bachelors Degree in Civil Engineering from Cooper Union University (New York City) and a Master of Science Degree in Civil Engineering from the Pennsylvania State University. In addition, he is professional engineer licensed in the State of Florida. Arrangements are being made to have Mr. Brescia to meet all of you during your next meeting scheduled for July 12th. However, Mr. Brescia will officially report to City Hall to begin duties Monday August 7th, (although he and I will meet periodically prior to then, so as to outline engineering related goals and objectives for Fiscal Year 2001) as he is working to conclude projects with the City of Cocoa Beach. I must express my appreciation to Rich Samolewicz, Terry Hill and Paul Wagner, the committee responsible for the initial screening of applicants, as well as assistance to me as far as interviewing finalist and making a formal offer of employment to Mr. Brescia. We all agreed early on that he was the best candidate, possessing the necessary background to maintain a progressive management structure. Ci~ Councillnformation Le~er June 30,2000 Page 2 Additional Parking Opportunities in Riverfront District Please find the attached memorandum as compiled and delivered by Tracy Hass relative to additional parking opportunities in the Sebastian Riverfront District. Originally it was thought that added parking opportunities could be created along several side streets south of Main Street (i.e. Martin, Cleveland, Coolidge and Harrison streets). However, this approach is significantly more difficult and costly. As such, an alternative is to create additional spaces from access right-of-way and land area located along Harrison Street. Arrangements will therefore be made to incorporate said enhancements accordingly, in conjunction with resurfacing scheduled to take place in the area in the coming weeks. General Permit - Department of Environmental Protection Observation Boardwalk Project- Indian River Drive Please be advised that the State of Florida Department of Environmental Protection (DEP) has authorized the necessary general permit to develop the observation boardwalk at public property located along the Indian River. As such, arrangements will be made to authorize expenditures for this project in the coming weeks, utilizing the Florida Boating Improvement Program grant awarded for the project, to solicits bids to initiate the project and community volunteers to provide sweat equity contribution. Water Extention Pro.qram, United States Hi.qhway One Please find the attached correspondence from Mr. James "Dan" Chastain, Assessment Project Manager, Indian River County Department of Utilities. Per the relevant note in last week's information letter, it is anticipated that the County Commission will take action on the request to incorporate the Water Expansion Program along the west side of United States Highway One (US1) in Sebastian. Unless any of you have concerns, no problems appear eminent at this time. Ci~ Councillnformation LeEer June 30,2000 Page3 Final New Welcome Si,qn(s) Installation By later today, the remaining two new welcome signs should be installed, north on US 1 and west on County Road 512. As such, arrangements are being made to compile a "farewell expression" on the rear of each sign, one may read while exiting the Sebastian limits. During our management team meeting yesterday morning, a brainstorm session took place in effort to draft an appropriate slogan. Favorite phrases included, "Leaving Sebastian... Drive Safely" and "Thanks for Visiting... Drive Safely". Feel free to provide any ideas you all may have respectively, as we will apply wording on the rears of signs within the next couple weeks or so. 75th Anniversary/Millennium Community Banners Please be advised that the 75th Anniversary Millennium Community banners as discussed by committee chairperson Ray Coniglio during your June 14th meeting were delivered to City Hall yesterday afternoon. As such, arrangements are being made to hang the banners near the tops of light poles throughout the community, beginning with Indian River Drive, in time for Independence Day festivities next week. Hass, Director of Growth Management'~1'~ SUBJECT: Additional parking opportunities within the Riverfront District. I am providing the following information per our discussion concerning the possibility of creating additional parking areas within the Riverfront District. Originally it was believed that we could create additional on-street parking areas along several of the side streets south of Main Street, i.e. Martin, Cleveland, Coolidge and Harrison. However, due to existing site conditions and existing construction, creation of said spaces would be rather complicated and costly. Harrison Street, however, does contain sufficient right-of-way and land area to create some additional spaces. The City currently has a few spaces along the north side of Harrison and there seems to be ample right-of-way in which additional spaces could be added on the north and south sides of the existing road. This can be accomplished with minimal impact on the existing roadway. However, some additional pavement will be required and we possibly could re-stripe the existing parking spaces in order to allow for better utilization of said spaces. UW-00-19-DS BACKGROUND On March 8~, 2000, the City of Sebastian City Council requested that Indian River County proceed with a water line extension project at the request of the benefiting U.S.#1 merchants. The City Manager of the City of Sebastian has written stating," that it was the consensus of the City Council to request that Indian River County proceed in an expeditious manner in order to facilitate the extension of water lines along the West Side ofU. S. # I ".( Exhibit 1-City Mgr. Letter ). Staff is now seeking approval to begin design of the above-mentioned project. (See attached Exhibit 2- Plat Map, and Exhibit 3 ~qchedules 1 & 2 Properties to benefit ). ANALYSIS There are 74 properties north of Main Street and 28 parcels South of Main Street, between the Wal- Mart Super Center and County Road 512, which may benefit from this proposed water line Extension. ( see attached Exhibit 3 - Schedules 1 & 2). In most water assessment projects, properties along both sides of a waterline ( typical street situation ) share proportionately in the project cost. In this proposed project, which is bordered by U S Highway No. 1 and the FEC Railway, this is not the case. Properties on one side only will be responsible for the project cost which may result in a higher cost to the benefiting properties. Current cost will be accurately estimated during the design process. Design services will be provided by the Department of Utility Services. The attached map (EXHIBIT-2) displays the area to benefit ~om the assessment project. This project is to be paid through the assessment of property owners along the proposed water line route. In the interim, £mancing will be fxom the assessment fund. No. 473. RECOMMENDATION Staff requests that the Board of County Commissioners, authorize the Department_to proceed with the design engineering work and award a contract for survey services based on the most favorable quote, in preparation for the special assessment project, and return to the Board of County Commissioners with an accurate cost esfunate and a prepared assessment roll.
