HomeMy WebLinkAbout07072000 City of Sebastian, Florida 1225 Main Street [] Sebastian, Florida 32958 Telephone (561) 589-5330 [] Fax (561) 589-5570 City Council Information Letter July 7, 2000 Appointment of Airport Master Plan Technical Advisory Committee Please be advised that both the Office of the City Manager and the Department of Public Works is currently recruiting members for the Sebastian Municipal Airport (SMA) Master Plan Technical Advisory Committee (TAC) to assist with master planning logistics during the course of developing the plan. This effort was one of the initial recommendations from our aviation consultants, the LPA Group, Inc., as both numerous individuals from the disciplines of growth management, aviation and transportation, as well as SMA tenants and impacted residents have been solicited to participate in this exercise. The TAC is simply a working in- house committee serving as a function of the master planning process. As such, no City Council action is required for appointment. However, once the TAC is assembled (anticipated during the next couple weeks or so), I will provide you with a list of members for good measure. Policy for City Well Please find the attached memorandum compiled and delivered earlier this week relative to the City of Sebastian's most recent administrative policy regarding use of the municipal well located adjacent to the Chamber of Commerce building on United States Highway One (US 1). Essentially, arrangements have been made to formally prohibit private contractors and the like from extracting water freely from the well. Legally, this is now enforceable due to the positioning of a chain and lock in front of the facility, in which public works staff is to allow entry after appropriate authorization has been granted. Under normal circumstances, only City of Sebastian staff and private contractors working on behalf of the City will be City Council Information Letter July 7, 2000 Page 2 allowed access to the well. However, in the event of dire straits water emergencies in the community, citizens will be able to utilize the well (also after an extreme emergency is declared by City Council). This is being implemented so as to prevent future abuse, as well as to maintain the proprietary position that resources are not to be freely taken from public property for private benefit. Audio System in City Council Chambers Last Friday June 30th, myself, along with Mayor Barnes, Purchasing and Contract Administrator Paul Wagner and Sally Maio met with Mr. Kerry Antley of Central Audio Visual, Inc. to solicit recommendations relative to solving problems with the audio system in City Council Chambers. It was concluded that the best course of action was to employ longer "stick microphones" as opposed to the recently purchased wireless microphones, which have essentially caused sound problems during recent meetings. As such, a test run to employ longer microphones will transpire during next week's meeting (Currently, 12" microphones exist. The longer microphones are 18" long, the idea being to provide both body comfort and voice clarity). As such, if sound quality improves via this process, the longer microphones will be purchased, via exchange of the wireless microphones (both sets of devices are considered equal in value). Hopefully, our recent communication problems will therefore soon be over. City of Sebastian Auction Please be advised that the City of Sebastian will once again participate in the City of Vero Beach's annual auction, in effort to sale aging surplus vehicles and equipment. The auction is scheduled to take place Saturday July 15th at the City of Veto Beach's Compound, 3455 Airport Drive West Drive in Vero Beach. Attached is a list of aging vehicles and equipment being delivered for the auction, including the 1986 GMC 7000 VAC TRUCK, as authorized for sale during your last City Council meeting. City Council Information Letter July 7, 2000 Page 3 Debriefing - Independence Day Festivities As you all may have read during the week in various newspaper articles, this year's Independence Day festivities along Sebastian's riverfront were quite successful, including record attendance of approximately 20,000 people. No major problems transpired during the event(s). However, one elderly woman ran in front of a moving float, in which no injuries resulted. Unfortunately also, one theft occurred whereby the solar panel that attaches to the lamp installed behind the new welcome sign on the south end of US 1 was removed. A police report was therefore compiled. Interestingly, initial investigation reveals that an out of town visitor committed the theft. Nevertheless, arrangements will be made to replace the panel, as lighting was a requirement via the Florida Department of Transportation's permit for sign installation, Enclosure(s): Memorandum from Terrence Moore Attachment A - Surplus Equipment for Auction Flyer- Auction, Saturday July 15th My Docum ents/InfoLetter50 City of Sebastian, Florida 1225 Main Street U Sebastian~ Florida 32958 Telephone (561) 589-5330 [] Fax ~561) 589-5570 MEMORANDUM To: Terry Hill, Director of Public Works Jerry Converse, Assistant Director of Public Works From: Terrence Moore, City Manager Date: July 5, 2000 Subject: Policy for Public Well Use During the last several months, I have received numerous complaints and observations of private companies (many from Melbourne, Vero Beach, Palm Bay, etc.) extracting water from our community's municipal well located adjacent to the Sebastian River Area Chamber of Commerce building. Conversely, signs have been posted in the vicinity for quite sometime (evidently) which specifically reads "for authorized vehicles only..." As this is the case, the City of Sebastian's policy for well use is now truly for authorized vehicles only; i.e. municipal vehicles and equipment, as well as for use by private entities performing projects on behalf of the City. Arrangements should be made to ensure that the aforementioned abuse does not again occur in the future. A chain and lock should therefore be positioned in the front of the well, as public works staff is to unlock it after appropriate authorization is granted for official use. In the event of future dire straits water emergencies in the community, Sebastian citizens are to be granted access to the well. Otherwise, like with parks and other public facilities, resources are not to, be freely removed!
