This revision is the result of logistics outlined during the initial phase of the master planning exercise. One significant adjustment from the previously submitted JACIP document is the deletion of reopening Runway 9-27, as it was confirmed via the aforementioned process that neither FAA or FDOT would fund this activity. As such, contrary to what was previously reported in area newspapers, this effort, along with related projects to relocate existing businesses, golf course holes, etc. will not likely come to fruition. In coming months, public workshops will transpire with regard to recommendations outlined in the 2000/2001 Airport Master Plan, which will include recommendations relative to overall runway use at Sebastian Municipal Airport. However, if the City of Sebastian wishes to proceed with this project, it would require 100% financing from the Airport Enterprise Fund, which is realistically not at all feasible, given that Sebastian Municipal Airport is a developing facility and not entirely economically self-sufficient. Fortunately, because reopening of Runway 9-27 is not likely in the near future, no problems appear eminent with the proposed Sebastian Municipal Golf Course Renovation Program, as a hole relocation effort is not necessary. City Council Information Letter July 14, 2000 Page 2 Florida Recreation Development Assistance Program Please find the attached letter as compiled and delivered by Lucinda Coverston, Community Assistance Consultant, State of Florida Department of Environmental Protection formally notifying the City of Sebastian of the $150,000 Florida Recreation Development Assistance Program (FRDAP) grant to help finance improvements at Barber Streets Sports Complex. As such, the Proposed Fiscal Year 2001 Budget incorporates administration of FRDAP, including construction of a skate park facility as well as equipment replacement at the creative playground. A response letter (see attached) was therefore compiled to formally accept the award offer, as an agreement is to be delivered in coming weeks and will be presented before you for authorization. Update - Yacht Club Restroom(s) Please find the attached preliminary site plan for the proposed Sebastian Yacht Club Restroom Facility. As the plan was recently outlined, arrangements are currently being made to solicit formal bids from interested contractors, as a recommendation is to be presented in the coming weeks for your authorization to proceed. The site plan incorporates all aspects discussed during previous City Council meetings, including an adjacent concrete sidewalk leading to the actual ramp. This particular restroom design is also seriously being considered for Hardee Park, as this effort is included in the Proposed Fiscal Year 2001 Budget. City of Sebastian Open House Please be advised that an open house is being coordinated in conjunction with the 75th Anniversary Committee. The event will take place Tuesday July 25th, 1:00 p.m. to 4:00 p.m. here atthe Sebastian Municipal Complex, to include tours of City Hall, Sebastian Police Department and the model planting. In addition, various departments will display equipment and vehicles and provide explanations and overviews of respective functions. Light refreshments will be served as well (a standard "bribe" to entice as many visitors as possible). Please stop by schedule permitting, as this City Council Information Letter July 14, 2000 Page 3 event is intended to encourage citizens to learn more about municipal operations (which includes you). Employee Blood Drive This year's second City of Sebastian employee blood drive will take place Wednesday July 19th here at City Hall (a "blood mobile" will be parked during morning hours in the main parking lot). As previously reported, administration has made arrangements with Indian River Blood Bank to host this effort twice annually. As always, you all are invited to participate (to contribute for a good cause, as well as receive a light physical, including blood pressure check and cholesterol level assessment - at lease these are some of my reasons for participating). Feel free to join us, schedules and bravery permitting. The City of Sebastian has been approved for $150,000.00, which is a grant for Barber Street Sports Complex. Please return your written acceptance of the grant award to our office by July 14, 2000, so that we may prepare the contract agreement. In your letter, please identify any costs you may have incurred on this project to date. A ceremonial check is available for your project. We encourage a joint event with your legislative delegation and local elected officials. Your legislative delegation has also been informed of the ceremonial check availability. It has been requested that they coordinate with you for a dedication ceremony if desired. The request for the delivery of a ceremonial check should come from one of your legislators. To assist you with this grant, we will be conducting a Grant Implementation Workshop in your area. You will be receiving further information soon.
