The budget recommends an actual slight decrease in the mitlage rate, from the current year 5.0053 to 5.000 (,an .11% decrease), in addition, the proposal incorporates a 4.37% or $310,442 decrease in the General Fund, as illustrated on page 10 of the budget transmittal letter. As revenue estimates were consistent with projections outlined during the course of the current year, as well as the City's success to date with grant and appropriation procurement, other funds not related to ad valorem taxation e community will pay less in taxes to the .... · ,~nificantlY higher. Essentially as you know, Mr. Fink wishes to receive some adjustment to his lease fee, due to a proposed golf course renovation program anticipated next summer. Temporary adjustments to lease fees during major reconstruction and/or renovation activities are consistent with standard business practices (a common applicable example scenario is a major shopping mall renovation, whereby tenant stores are usually granted reduced rents due to anticipated lower patronage). The existing lease agreement does not however, contain provisions that would legally allow rate reductions and/or alterations to the existing fee structure. As such, the one viable option will be to renegotiate the lease, not only to reflect such flexibility, but also to benefit the City of Sebastian in the long run. Mr. Fink understands this, as he has agreed to work with administration to commence with respective negotiations. The task at this time is to therefore compile a proposed revised agreement for your consideration and authorization. This is to be accomplished well in advanced of initiating renovations. City of Sebastian Open House. Just a reminder that the City of Sebastian Open House is set to take place Tuesday July 25th, 1:00 p.m. to 4:00 p.m. here at the Sebastian Municipal Complex. The Press Journal has agreed to write an article about the event (today's paper), as the desired intent is to solicit interest accordingly. Please join us, schedules permitting.
