In effort to clarity the overall position relative to stormwater master planning
in the City of Sebastian, I offer a synopsis that will hopefully outline the
current status accordinglY:
In June 1996, the City Council received a conceptual master plan report
from Craven Thompson Associates, Inc. relative to a possibie stormwater
management system. This particular plan was predicated upon the
acquisition, development and implementation of a stormwater park that
would attenuate and treat the City's stormwater discharge. However,
negotiations failed on the acquisition of necessary acreage, which resulted
in an unrealistic plan, as the Craven Thompson report outlined only an
approach which required the acquisition of the entire area now
encompassing the Collier Creek development, which totals approximately
600 acres, with no other alternatives. You will recall the only successful
land acquisition effort by the St. John's River Water Management District
(SJRWMD) for such a purpose, was this year's purchase of the 146-acre
tract adjacent to the Collier Creek development. During the November 17,
1999 City council meeting, approximately two months prior to final
acquisition negotiations, a presentation was delivered by then City Engineer
Martha Campbell relative to a partnership to develop an updated master
plan to incorporate various alternatives, in this particular case, development
of a 146 acre stormwater passive park. After the discussion, the City
council adopted the attached resolution, authorizing application of a
stormwater master plan grant to sJRWMD.
Since the aforementioned authorization, extensive negotiations have
transpired with officials from SJRWMD for two purposes; scope of
development of the park and an actual grant award to help finance master

planning activities. I am pleased to report that earlier this week, an
agreement was finally delivered to our offices that will govern a $100,000
grant for this purpose, which is being provided to incorporate the previously
referenced $100,000 expense, a total project amount not to exceed
$200,000 (Some misunderstanding may have transpired in that some
thought that a $100,000 expenditure has been made for some related
purpose. This was not the case, as only the aforementioned authorization of
last November was granted).
From a management standpoint, to implement a master plan of this kind
after a necessary land acquisition transpires is wise. The greatest fallacy of
the Craven Thompson report was the fact that it was compiled prior to any
successful land acquisition activities (of which applicable efforts of the time
failed), resulting in an unfeasible and unrealistic plan. As such, I believe
that this particular approach will ultimately lead to a citywide stormwater
enhancement program, as the aforementioned agreement will be presented
during your August 9th meeting for your consideration and authorization. In
the coming weeks, presentations will be made by officials from SJRWMD
and newcomer Ralph Brescia to address engineering logistics accordingly,
as well as additional relevant recommendations.
Grant Award for Sebastian Municipal Airport;.
Please find the attached letter as compiled and delivered by Ms. Rebecca
Rivett, Aviation Specialist, Florida Department of Transportation (FDOT). I
am pleased to report that the City of Sebastian was successful in being
awarded a $500,000 grant from the FDOT Aviation Section to finance
rehabilitation of airport taxiways at Sebastian Municipal Airport. The Fiscal
Year 2001 Capital Improvement Program references this activity, including a
proposed allocation of the 20% or $125,000 matching contribution from the
AirPort Enterprise Fund. As such, a project agreement will be presented for

Airport Technical Advisory Committee.
Please find the attached list of members of the Sebastian Municipal Airport
Technical Advisory Committee (TAC). As reported a few weeks ago, the
TAC will assist management with compiling recommendations and to

address overall logistics for the community's airport master plan.
Membership includes individuals from various disciplines (active and
retired), as well as impacted parties such as existing aviation-related
tenants. In the coming months, public workshops will transpire, whereby
both residents and the business community will have an opportunity to
address proposed initiatives such as scheduled improvements, funding
opportunities, flight safety and noise abatement, as applicable efforts are
being proposed and coordinated for the following five years.
Emer_~enc¥ Transaction for Police Department.
During Wednesday evening's meeting while addressing the third quarter
budget adjustment process, Director of Finance Mark Mason referenced an
emergency expenditure for the police department air conditioning system.
On Saturday July 8th, the system was struck by lighting, resulting in an
emergency purchase that began earlier this week. The air conditioning
system is a fairly sophisticated piece of technology, designed and installed
by the Hill York Corporation of West Palm Beach. As such, the firm is
considered a sole source service provider, particularly because of intimate
knowledge of the system, as well as maintaining a supply of necessary
replacement parts. The preliminary estimate totals $5,985. Because this
expense exceeds $5,000, please be advised that this is an emergency
expenditure, as I hereby advise City Council, a requirement governed by the
City's purchasing ordinance.

SUMMARY
Tins Resolution is demonstrating public support for the Stormwater Management Master Plan
Grant Application with St. Johns River Water Management District. The current stormwater
master plan completed in 1997 was predicated upon the acquisition and implementation of a
stormwater park that would attenuate and treat the City's storwmater discharge. When
negotiations failed on the acquisition, the City had no alternatives outlined in the report. The
proposed master plan will utilize date compiled in the earlier report and will develop feasible
alternatives for water quality discharge improvements and stotmwater attenuation, such as
developing smailer watersheds throughout the City. Additionally, the plan will address 100 year
flood plain mapping and determining the base flood elevation for undetermined areas. This
resolution authorizes the City staff to seek grant funding to develop the master plan from
STRWMD. If approved by SJRWMD, the cost share agreement will be brought forth to the
Council for approval.
RECOMMENDED ACTION
Move to adopt Resolution R-99-53 authorizing the City Manager to apply for Stormwater Master
Plan Grant.

A RESOLUTION OF TBE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, AUTHORIZING CITY MANAGER TO
APPLY FOR STORMWATER MASTER PLAN GRANT;
PROVIDING FOR CONFLICT; PROVIDING FOR EFFECTIVE
DATE.
WI~EREAS, the St. Johns River Water Management District assists municipalities
in the development and implementation of stormwater master plans; and
Wlql~REAS, the City of Sebastian completed such a master plan in 1997, but the
same was predicated on acquiring lands that can not feasibly be purchased;
NOW THI~REFORE, BE IT RESOLVED BY THE COUNCIL OF ~
CITY OF SEBASTIAN, as follows:
Section 1. AUTHORIZATION. The City Manager or his designee is
hereby authorized to apply for a St. Johns River Water Management District grant to
assist in developing a stormwater master plan.
Section 2. CONFLICTS.
