AUgust 18, 2000 Grant Award from Derelict Vessel Removal Pro,qram Please find the attached letter as compiled and delivered by Captain Alan Richard, Boating Law and Waterway Management, Florida Division of Law Enforcement, announcing approval of a $31,094 grant award from the Derelict Vessel Removal Program. After the respective grant agreement is delivered, a recommendation will be made to authorize execution accordingly, to be followed by solicitation of bids from contractors to remove derelict boats and other materials from the Indian River Lagoon within Sebastian municipal limits. Please be advised that this opportunity requires no matching contributions from the City, as I am quite sure that a company will be more than happy to accept this project for the aforementioned dollar amount. Florida Department of Transportation (FDOT) Community Awareness Workshop As updated earlier this summer, arrangements were to be made with FDOT to facilitate a second community awareness workshop to outline revised plans for the United States Highway One (US 1) Infrastructure Improvement Program. This workshop will be held Thursday August 31st, 3:00 p.m. to 6:00 p.m. here in City Council Chambers, to include architectural renderings by Thomas Lucido & Associates of Fort Pierce, which will incorporate on site parking logistics, median modifications and ancillary landscaping. Advertisement flyers will be delivered to impacted property owners sometime next week, as I do not anticipate problems with the overall implementation plan. Please join us if your schedule(s) permits. City Council Information Letter August 18, 2000 Page 2 Update - Creative Pla¥.qround Per direction provided during the August 9th City Council meeting, please be advised that our offices are currently working to solicit bids to assist the City of Sebastian with necessary replacements to the Barber Street Sports Complex (BSSC) Creative Playground. It is therefore anticipated that a formal recommendation to authorize expenditures with a selected contractor is to be made sometime in September and/or October. Essentially, this arrangement will enable the City to maintain the position as originally negotiated with the Florida Recreation Development Assistance Program; identified match funding expenditures will not be made until after October 1st, to begin all enhancements at BSSC, including the skate facility and other improvements. As such, the Creative Playground will be the very first improvement effort, with no extended closures anticipated (perhaps a one to two week closure after contractor authorization is granted by City Council, the anticipated time frame for replacements at the facility). Please be advised however, that certain immediate modifications were made to alleviate safety concerns overall; including removal of a loose slide, securing of dilapidated boards, and disconnection of broken chains. Otherwise and generally speaking, youth enjoyment (if you will) should not be interrupted. Ribbon Cuttin.q Ceremony - Scenic Hi.qhwa¥ Pro.qram In recognition of the City of Sebastian's acceptance into the Florida Scenic Highway Program, a ribbon cutting ceremony will be held Wednesday September 6th 10:30 a.m. at the Paul Kroegel Statue along Indian River Drive. Mr. Ted Moorhead specifically requested to have Mayor Walter Barnes available to speak during this function, as arrangements will be made to encourage significant public attendance. Event planning efforts will be made via a discussion during next Thursday's Management Team meeting. Once details have been outlined, measures will be made to publicize this event accordingly. City Council Information Letter August 18, 2000 Page 3 Ancillary Improvements at Boat Ramps During the July 26th City Council meeting, Councilmember Ed Majcher inquired about the possibility of installing cleats at the Yacht Club Boat Ramp to facilitate tie downs and boat positioning accordingly. I am pleased to report that installations were made earlier this week at both the Main Street Boat Ramp and Yacht Club Boat Ramp, as it is our hope that community boaters will take notice. Concert at Riverview Park Please be advised that the first of a series of three monthly concerts will be held at Riverview Park, in conjunction with the Sebastian River Area Chamber of Commerce and sponsorship as authorized by City Council last month, Thursday August 24th at 5:30 p.m. The featured band will be Distinction, a group that appeals to various musical taste, including swing, country and classic light rock. As reported by Executive Director Beth Perez during your July 26th meeting, additional sponsorships for this concert series includes contributions from the Coca-Cola Bottling Company and Sebastian River Medical Center. Advertisements for this and all other similar events will be issued via the Press Journal and flyer distribution beginning this weekend. The D.V. funding mount $31,094.21. We will begin the development of a grant agreement, which must be executed prior to any work beginning on this project.
