Safety Enhancements - Laconia Street In response to last week's discussion regarding traffic safety in Sebastian, please find the attached memorandum as compiled and delivered by City Engineer Ralph Brescia, relative to various traffic/safety enhancements for Laconia Street. Initial improvements will include installation of curve warning signs; speed advisory plates for both approaches at the intersection of Laconia Street and Roseland Road; installation of reflectorized delineators to outline and define the grass island; as well as to repaint the existing pavement markings around the grass island, to include reflectorized beads and diagonal striping. Related tasks are to be accomplished within the next two weeks, as we are confident that considerable safety measures will be achieved once complete. The next arrangement will be to ascertain the feasibility of bicycle lane installation and other related projects. Further updates will be provided during the course of respective implementation efforts. Ne.qotiations with Lion's Club -Independence Day Festivities Please be advised that discussions will begin on Monday, September 25th so as to initiate negotiations with the Sebastian Lion's Club relative to future Sebastian Independence Day festivities. As previously referenced, the primary issue involves existing fund raising responsibilities for the Club, to finance respective activities. At this time, a number of ideas exist so as to alleviate potential problems, including the City of Sebastian to implement respective campaigns to raise money for the event, allowing the Lion's Club City Council Information Letter September 1, 2000 Page 2 and other groups in the community to work amicably to coordinate various aspects of the Independence Day celebration. It is our hope that once discussions are complete, respective recommendations will be made to City Council accordingly, including ancillary responsibilities for the City of Sebastian. Cib/Hall Restoration Program Please be advised that the first phase of the City Hall Restoration Program will begin early next week (the roof refurbishment effort authorized by City Council a few weeks ago), as equipment mobilization by Roofing Authority, Inc. will actually commence later today. As such, you may witness tremendous construction activity during the coming days. The second phase of the overall restoration effort will result in a recommendation for window replacements, to be made dudng your next meeting scheduled for September 13th. Reminder- Scenic Hi,qhway Ribbon Cutting Just a reminder that the Florida Scenic Highway Program dedication ceremony will take place Wednesday September 6th, 10:30 a.m. at the Kroegel Statute on Indian River Ddve. A fairly substantial turnout is anticipated, as the event is being fairly well advertised by both area newspapers and local radio talk shows. Please attend, schedules permitting, as much discussion about the benefits of the program will be communicated. Reminder - Employee Appreciation Picnic Just a reminder about next weekend's Sebastian Employee Appreciation Picnic, to take place at Sebastian's American Legion Post 189 on Louisiana Avenue (flyer attached). A truly enticing element of this event ts the dunk tank, an opportunity to embarrass both your colleagues and city staff. Hopefully, your reservations have already been made (Disclaimer: Funding for this event was provided via donations from private organizations, as it is inappropriate to expend public dollars for such activities). This will be enhanced with reflectorized beads and some diagonal striping. The first two tasks above will be completed within two weeks. Task #3 will be completed as soon as we receive the new paint machine which is on order. It is anticipated that the machine will be available in about three weeks. After Phase I, we will monitor the operation of the vehicular patterns. Phase II will be the investigation of bike/pedestrian way and circulation design. We will have the work in conjunction with Indian River County to determ/ne design criteria, estimated costs and potential funding sources.
