Airport Master Plan - First Public Workshop
Arrangements have been made to host the first public workshop relative to
the current Sebastian Municipal Airport (SMA) Master Plan exercise,
scheduled to take place Thursday October 5th, 6:00 p.m. at the North Indian
River County Library here in Sebastian. Topics of presentation include
proposed recommendations relative to aviation-related projects and
programs, to include a discussion about respective state and federal grant
funding opportunities for SMA during the next five years. The primary
purpose for the workshop however, is to afford interested citizens an
opportunity to learn more about the master plan process, as well as to
offer/solicit respective concerns. Please join us if your schedule(s) permit.
Federal Aviation Administration Authorization
Scrub Jay Habitat Conservation Plan
Please find the attached letter as compiled and delivered by Mr. Bart
Vernace, Aviation Manager, Federal Aviation Administration (FAA) Orlando
Airports District Office, acknowledging their acceptance and agreement of
the modification of the Scrub Jay Habitat Conservation Plan (HCP) as
authorized during your August 23rd meeting. Once the respective
modification to the HCP commences, FAA will forward the applicable
conservation easement(s), so as to permit habitat park development. After
receipt of the conservation easement, arrangements can then be made to
actually implement the HCP, including passive park development in
conjunction with Indian River County and the United States Fish and Wildlife
Service, as well as "freeing" all 317 remaining scrub-jay residential parcels
in the highlands section of town. I will keep you all posted as further
relevant developments transpire.

Capital Sanitation Franchise Fee Char.qe
You may recall receiving the most recent bill from Capital Sanitation (those
of you who pay quarterly installments), in which total fourth quarter bills
equate to approximately $25.44, an increase of over $1.00 from bills of
previous quarters. This adjustment was the result of the company
exercising its ability to levy a 6% franchise fee (apparently, Capital
Sanitation legal representation advised that this option is utilized, per the
City of Sebastian Franchise Agreement as authorized in 1998). The reason
I wish to convey this information is because our offices were besieged by
numerous complaints relative to what was perceived to be an actual cost
increase for garbage collection services in Sebastian. Essentially, this most
recent fee should have been charged since the beginning of the agreement.
Perhaps an accounting error on part of Capital Sanitation is just now being
clarified.
Veteran's Memorial Concept
A meeting recently transpired with representatives from both Sebastian
Chapter of the American Legion and Veterans of Foreign Wars (VFW)
relative to an updated concept for a veteran's memorial in Sebastian.
Consensus seems to indicate a desire for a circular memorial to be
positioned in perhaps Riverview Park, to include an American Flag in the
center (please find the attached rough draft site plan). This arrangement is
fairly common as far as establishing such memorials in cities like Sebastian
(examples of such can be seen in publics parks in both Palm Bay and Cape
Canaveral). This effort does not require a tremendous cost per se.
However, implementation would be accomplished in concert with overall
improvements slated at Riverview Park during Fiscal Year 2001. As such,
staff will continue working directly with the American Legion and VFW to
outline an approach as to how this effort can be accomplished. I will keep
all of you posted accordingly.
Firefi.qhters Memorial Concept
Nate McCollum of the Indian River County Department of Emergency
Services recently met with us to discuss the possibility of establishing a
firefighter memorial at Sebastian Municipal Cemetery. This arrangement

will transpire via a cemetery lot purchase by the department to position the
memorial. I think this is a great idea in that for many years prior to the
establishment of the countywide emergency service district, Sebastian had
only volunteers to combat fires and other hazardous events in the
community. In addition, no direct costs are imminent to the City of
Sebastian, but only direct Coordination accordingly. As such, the
community's cemetery supervisor (sexton if you will) Kip Kelso has been
assigned to work directly with Mr. McCollum to undergo the necessary
process, including respective site planning activities. I will keep you all
posted as we progress accordingly.
Post Office Parking Lot ResurfacinR Program
Please find the attached memorandum from Police Chief Randy White,
which outlines arrangements to resurface the Main Street Post Office
parking lot this weekend. Permission was the[efore requested to allow
vehicle parking here at City Hall during the course of this improvement
project. I see no problems with this arrangement at all (I actually believe
that it was wise for the Postal Service to implement this effort during a
weekend - particularly so as not to disrupt normal weekday parking activity
at City Hall). As such, don't be alarmed if you are driving down Main Street
this weekend and notice mail trucks parked at City Hall
Your Official City of Sebastian Knit Shirt
By the time you begin reading this week's information letter, you will have
noticed that your personal City of Sebastian knit shirt has been included in
today's delivery. All City of Sebastian employees and officials were provided
shirts today, in effort to promote unity throughout all levels of the
organization. Enjoy and wear with pride.

Sebastian Scrub Jay Habitat Conservation Plan

Dear Mr. Moore:
This responds to Mr. Jason Milewski's letter of August 28, 2000 transmitting a copy
of the Sebastian Scrub Jay Habitat Conservation Plan (HCP).
After review of the proposed modification to the HCP and recent discussion with Mr.
James Slack of the U. S. Fish and Wildlife Service (USFWS), we understand that
the HCP will be finalized without the modification proposed in the August 24, 2000,
letter to USFWS. We also understand that the modification to the HCP will be
incorporated at a later date. Based on this information, we agree with the
modification to the HCP as described in the August 24, 2000 letter provided the
airport does not need the property for future aviation purposes and the city submits
a revised airport layout plan (ALP) to reflect the Scrub Jay habitat on the airport.
Upon receipt of the revised ALP and after the HCP is modified, we will then issue a
perpetual conservation easement.

Temporary Use of City Hall Parking Lot
The Post Office on Main Street is having their parking lot
resurfaced this weekend. So they can clear their lot for this
work, they have requested permission to park their vehicles in the
parking lot on the west side of City Hall on Saturday and Sunday,
September 9~ & l0th. They have assured us that they will have these
vehicles removed prior to City offices opening on Monday. We see
no problem with this and have OK'd it, subject to your approval.
