City Council Information Letter

Grant Award from Florida Inland Navigation District
As reported several weeks prior, the City of Sebastian was awarded a grant
from the Florida Inland Navigation District (FIND) to begin improvements to
the recently acquired former Good Guys, Inc. property on Indian River Drive.
When initially reported, the anticipated amount was circa $125,000. The
final allocation resulted in an actual award of $170,000, the full amount the
City initially requested. As such, the respective agreement will be presented
for your consideration and authorization during your October 25TM meeting.
Once approved, arrangements will commence for initial improvements, to
include restoration of the existing dilapidated boat mooring facility, shoreline
restoration and landscaping,
Schumann Drive Median Improvements
Please find the attached memorandum as compiled and delivered by Parks
and Maintenance Superintendent Chris McCarthy relative to the status of
the Schumann Drive Improvement Program. As I am sure you all have
witnessed by now, the final phase of this initiative, native plant installation
for medians is imminent. Initial landscaping will entail planting of 400 Saw
Palmettos, anticipated to be installed by the end of this month. Other
plantings will soon follow, as orders from various other nurseries have been
made. Once full planting is completed, an installation of a memorial marker
in honor of the late Mayor Wininiger will be erected, with a ceremony to
follow. This update is being provided to address concerns recently raised
regarding the status of the project (i.e. notions that the medians have been
abandoned, no plantings will be made, etc,). Rest assure, final
improvements are alive, well and underway.

State of Florida Historic Advisory Board Presentation
Earlier this week, our offices were notified about the status of the City's
initial grant application for the Sebastian City Hall Restoration Program. The
final phase of competition involves a presentation to the State of Florida
Historic Preservation Advisory Board, whom yields the responsibility of
ranking funding proposals and approving awards accordingly. An effective
strategy for winning such a grant involves sending a delegation to speak to
the aforementioned body and entertain respective questions. Presentations
have been scheduled for all applicants November 14th through 16th (the City
Manager's Office will soon be notified of the exact scheduled day for our
presentation). Meanwhile, I wish to recommend the one member of City
Council joins myself, Director of Growth Management Tracy Hass and
Special Projects Engineer Burton Jones in the presentation, to take place in
Tallahassee. The trip should last only one day, whereby presentations are
generally brief. Keep in mind that our initial funding request is relatively
small at $25,000. However, achieving this objective is critical, to
successfully implement the overall City Hall Restoration Program, as well as
upcoming requests for funding actual physical improvements to the facility
(an initial grant will help fund necessary amhitectural and engineering efforts
to outline actual full scale restoration). As such, I will include an item on the
next City Council agenda, whereby arrangements may be made to send an
elected representative to Tallahassee next month.
Sale of Skydive Sebastian
As reported by the Press Journal earlier this week, Skydive Sebastian was
recently sold to a Mr. Vic Moreira, whom I believe is the head of a
consortium of investors and skydive enthusiasts from the Fort Lauderdale
area. Because the entire corporation was acquired (including all respective
property rights, assets, debts, including the Skydive Sebastian corporate
title, no formal authorization from City Council is required to formally transfer
the lease). However, please be advised that arrangements are being made
to meet with the principals of the aforementioned body to apprise them of
overall rules, regulations and future of Sebastian Municipal Airport, including
potential modifications to the respective lease agreement.

Greens+ Party
As reported in last week's information letter, the Deauville's, owners of
Greens+ have invited both elected and appointed officials of the City of
Sebastian to a party in celebration of numerous accomplishments next
Saturday evening. However, the beginning time changed from 4 p.m. to 6
p.m., as referenced on the attached invitation (copy). Also included is
directions and a map to the location (as opposed to an actual address). I
am personally looking forward to an actual boat ride to the renowned
residence, an experience usually reserved for the Hollywood (California)
elite. An interesting experience just as well.

This is to inform you that we have received your organization's application for historic
preservation grant-in-aid assistance. The meeting of the Historic Preservation Advisory Council
to review the applications and make funding recommendations has been scheduled for
November 14-16, 2000. All interested parties are invited to attend.
A meeting agenda and a listing of the applications to be reviewed are enclosed. Please note that
the applications have been numbered in the order that the Council will review them.
We have also included a map showing the location of the Tallahassee meeting site.
