Arrangements are being made to solicit bids to develop the facility, whereby an engineering plan will be compiled prior to outline respective physical and structural components. The purpose of soliciting youth input is to best ascertain recent trends in skating, as well as to provide an opportunity for them to contribute ideas accordingly. The attached preliminary plan outlines rough dimensions. Once Monday's process is completed, a bid package will be assembled, which will ultimately lead to a recommendation to commence with actual construction, anticipated sometime after the Holiday Season. Sebastian Student Government Day Just a reminder about Sebastian Student Government Day, to take place next Wednesday, October 25th 9:00 a.m. until circa 12:30 p.m. here at City Halt (and other facilities such as the police station and golf course). Over 100 students from area schools, to be assigned to various City of Sebastian staff, department directors and officials to discuss and learn about municipal operations will invade the complex. City Council members are highly encouraged to participate, as the activity will essentially serve as an "open house for students". The event will culminate with mock City Council meetings, whereby selected students will serve as 'City Councilmembers', 'City Clerk', 'City Manager' and 'City Attorney' for the day, as well as deliberate and "direct policy". The City Clerk's Office has done an excellent job in compiling information packets, literature and information about the City of Sebastian. As such, no problems are anticipated. City Council Information Letter October 20, 2000 Page 2 Schumann Drive Heavy Truck Passa,qe Recently, numerous telephones calls were received by the City Manager's Office relative to addressing the possibility of establish a "no heavy truck traffic zone" for Schumann Drive. A primary rationale communicated by various residents for implementing this arrangements relates to the recent resurfacing of the thoroughfare (for many years, large truck traffic was blamed for premature road damage citywide, particularly Schumann Drive). Before considering such an effort, it becomes appropriate to ascertain feasibility accordingly. As such, the Engineering Department will compile an assessment summary that outlines applicable logistics. Once the report is complete, a presentation to include a recommendation to City Council will be provided, in effort to conclude discussions about such matters. Use of Riverview Park Please be advised that Lakeside Fellowship Church will host a prayer gathering at Riverview Park Sunday October 22nd. As only 60 people are anticipated to attend, authorization was granted by the City Manager's Office per the recently authorized park use policy. Although events with anticipated attendance to be less than 300 do not require City Council action, I will keep City Council abreast as to any events being held in City parks. In addition, rest assure that all requirements will be incorporated to ensure safety and compliance requirements (i.e., security, applicable maintenance, etc.) Indian River County Sheriff's Department Safety Fair For the reasons outlined in the above-referenced paragraph, please be advised that the Indian River County Sheriff's Office will host a safety fair at the Barber Street Sports Complex Saturday October 21~t, 8:30 a.m. to 3:00 p.m. Anticipated attendance is anticipated at approximately 50 people, without scheduling conflicts with any little league events.
