HomeMy WebLinkAbout11/03/2000 1225 Main Street [] Sebastian, Florida 32958 Telephone (561~ 589-5330 [] Fax (561~ 589-5570 City Council Information Letter November 3, 2000 Proposed New Tenant - Sebastian Municipal Airport Next week's City Council meeting agenda includes a proposed agreement between the City of Sebastian and a Mr. Keath Houston to lease airport property to house an initial hangar with opportunity for future expansion. The lease arrangement will govern .97 acres at $.09 per square foot, consistent with revised fair market values as established earlier this year. Mr. Jerry McGrane, a Fort Pierce based construction manager will be available to discuss his client's (Mr. Houston) plans for construction of a private hangar facility. Once (and if) the deal is authorized, a respective site plan approval process will transpire. Golf Course Renovation - Update During October, a number of meetings transpired with various potential contractors to assist the City of Sebastian in implementing the Golf Course Renovation Program. As outlined in the attached memorandum as compiled by Director of Golf Operations Greg Gardner, an initial plan was to close the facility between June 1st and September 30th' 2001 to implement the initiative. However and as opined by most contractors whom we met with, a "start time" becomes necessary prior to beginning applicable improvements. As such, a proposal is currently being developed to reflect closure of nine holes beginning May 21st (nine days earlier than originally planned), to facilitate sprigging of greens as soon as possible. As such, the respective formal bid package incorporates the aforementioned closure period accordingly. Once a recommendation is assembled for City Council consideration, additional logistical information will be presented to further outline the process publicly and comprehensively. Autozone - Temporary Use Permit Please be advised that a Temporary Use Permit was issued to Autozone to host a food drive/car show Saturday November 11th. NO temporary structures for the event will be necessary, as simply an effort to donate food for needy families during the Thanksgiving Holiday is underway. Thank You from CROP Walk Just wanted to share with you all the attached thank you letter as compiled and delivered by Ms. Carol Wise, Coordinator, Sebastian CROP Walk, expressing appreciation for assistance rendered by the Sebastian Police Department Volunteer Corp during the event which took place Sunday October 22nd. This year's walk yielded funds raised in excess of $5,900 to be donated for hunger relief programs worldwide. Another job well done by police volunteers. Several potential contractors for the golf course renovation have expressed their opinion regarding our timeline for the renovation. Please accept our heartfelt thanks to you for arranging for the volunteers that provided us with safety protection for the CROP Walk 2000. Your volunteers did an outstanding job. The event was truly a success with 160 walkers raising in excess of $5,900 toward the fight against hunger. This is an important event, since one quarter of the funds remain in the Sebastian area to be used to buy food for those in need through the Ecumenical Council of Churches. SECTION 54-2-3.2: PROCEDURES &.ND CRITERIA FOR REVIEW OF TE1M[PORA_RY USES. A temporary use shall be allowed for transient merchants and special events upon issuance of a temporary use permit by the city manager or his desiguee, based upon compliance with ali applicable regulations of this chapter and other city regulations. A. A temporary use permit will be issued if the following requirements and standards are met: 1. The activity must be a permitted or conditional use within the zoning district. Only temporary pavilions may be erected and utilized for the operation. Ail facilities used shall be self-contained and mobile or per,able. No mobile homes or trailers that exceed two hundred (300) square feet in area may be utilized. All temporary facilities desig-ned to be occupied by the public must be inspected by the fire department after installation, and prior to occupancy. No utility connection shall be permitted except for temporary electrical power which must be approved by the building deparmaent. Prior to the issuance of any permit, a cash bond in the amount of two hundred dollars ($200.00) shall be submitted to the city. Wir. tfin seven (7) days after a temporary use permit expiration, al1 items related to the operation or event shall be removed from the site. The city may use the entire amount of submitted funds to pay for disposal of ail related items remaining on the site seven (7) days after permit expiration. Upon vacating and cleaning up a site, an applicant may request, in writing, return of the submitted funds. Permit applicants will be refunded the submitted cash bond amount if: a. The city has not used the funds under the conditions described above; and b. The site is inspected by the city, it is verified that the site has been cleaned up, and all temporary use items have been removed. In cases where the city has used the two hundred dollars ($200.00) cash bond for site cleanup, no subsequent temporary use permits shall be issued to the same applicant whose vacated operation caused cash bond default and resultant cleanup by the city. This percentage may be increased based on satisfactory documentation indicating additional parking and/or transportation needs have been provided for ~e total impact of the proposed event. Food concessions may be permitted as accessory to the temporary use. The applicant must obtain a temporary license from the State Deparmaent of Business Regulations for the proposed concession facilities. 10. Temporary toilet facilities may be required by the applicant depending on location and size of the event. Amount will be determined by the building official based on estimation of axendance of the event. II. Applicant must provide, at his own expense, additional and/or special crowd control and security if determined necessary by the police chief based on the size of the event. Sec. 54-2-3.3. TL%EE LIblITS. Transient memhants of any seasonal sales merchandise such as Christmas tree and firework sales or other similar use shall be in operation not more than forty-five (45) consecutive days per sale/event on any given site. Transient merchants of any non-seasonal sales merchandise shall be in operation not more them ten(10) consecutive days per sale/event on any given site. Special events and special vehicle and boat sale events shah be in operation not more than seven (7) consecutive days per sale/event on any given site. Sec. 54-2-3.4. APPLICATION. Temporary use permits shall be obtained by furnishing a completed application for suck permit to the Growth Management Department. The following information as applicable shall be provided: i. Application to be made by the owner or lessee of the host sire. Location of site and the specific location for the requested use. 3. Beginning and ending dates of the event. Indicate how paxking and traffic flow will be directed on to and within the event site. 10. Estimation of maximum peak hour attendance of the event to determine sanitary needs, parking and traffic impact. il. If existing parking spaces of a permanent use (such as a shopping plaza) are to be utilized by patrons and employees of the temporary use event during normal operating hours, calculations shall be submitted demonstrating that the event will not utilize more than thirty (30) percent of the required parking stalls of the existing host site. If -,sage does exceed thirty (30) percent, documentation indicating additional parking and/or transportation arrangements must be provided for the total impact of the proposed event. [f the event is being held during non-operating hours for the host site, the thirty (30) percent restr/ction may be lifted upon demonstration that there will still be sufficient parking available for patrons of the temporary event. [2. Location and dimensions of all signs to be used. 13. Ali applications mu.st be made on the form prescribed by the City and submitted no later than thirr7 (30) de. ys prior to the scheduled event. The application fee shall be tw'enty-five dollars ($35.00) and the permit fee shall be one hundred dollars (5100.00).
