St. John's River Water Management District
Preliminary Update - Sebastian Stormwater Park
Earlier this week, a meeting transpired with representatives from the St.
John's River Water Management District (SJRWMD) and City of Sebastian
staff relative to planning logistics for the future Sebastian Stormwater
Passive Park. In essence, total development budget is anticipated at $1.6
million ( as previously reported, $600,000 from the Environmental Protection
Agency with a $1 million matching contribution from SJRWMD).
Arrangements are therefore underway to secure construction permits from
the Department of Environmental Protection, the Florida Fish and Wildlife
Commission and the Army Corp of Engineers, whereby applications are
anticipated to be filed by spring 2001. During respective processes,
complete scale site plans will be compiled, incorporating ideas for parking,
picnic facilities and Iow noise buffered electric pumps. In the near future, I
plan to receive copies of conceptual renderings of the park. I will provide
copies for your review and edification, as I would also appreciate any
additional ideas from you to forward to SJRWMD for consideration.
Historic Preservation
As previously reported, the City of Sebastian was successful in being
awarded it's first ever historic preservation grant to help finance architectural
and engineering scope of service logistics for the Sebastian City Hall
Renovation Program. Just wanted to share with you written confirmation,
via the attached letter from Florida Secretary of State Katherine Harris. As
referenced in the letter, formal authorization documents will be delivered in

the near future. Once executed, the aforementioned program will be
initiated immediately in an effort to pursue additional funding in the coming
months to help finance physical interior restoration of the building.
Award from Government Finance Officers Association
I am pleased to report that City of Sebastian Department of Finance was
presented with the Government Finance Officers Association of the United
States and Canada Certificate of Achievement for Excellence in Financial
Reporting. This recognition is the result of last year's comprehensive
annual financial report (CAFR) format, which is being acknowledge as a
vast improvement in municipal auditing. As referenced in the attached
letter, the Certificate of Achievement is the highest form of recognition in
governmental accounting and financial reporting, and its attainment
represents a significant accomplishment. An awards presentation publicly
recognizing this honor will be facilitated during a future City Council meeting.
Meanwhile, congratulations to the Department of Finance for a job well
done.
Time Capsule Presentation~ Sunday December '17th
I am quite sure that all of you at some point will be attending this weekend's
festivities celebrating Sebastian's 75th Anniversary. If at all possible, I would
like for all of you to join me and committee members this Sunday, 2:00 p.m.
for the time capsule presentation at Riverview Park. This portion of
festivities will essentially conclude efforts in acknowledging the community's
'diamond jubilee' (if you will...). All appropriate arrangements have been
made to organize a successful weekend. All that is hoped for at this time to
ensure achievement is high attendance. Hopefully this will be the case.
Ha~3~3v Holidays
As this will be the final information letter of the year, I wish to extend Happy
Holidays to all of you and your families. I will be in the area during the
season, as well as be available in the office during respective business
hours. Actually, June and I will be hosting a visit from both my mother and
grandmother (yes, she is still alive and well), as they will fly to Orlando

International Airport from Chicago soon after your meeting next Wednesday.
Just a reminder that Sebastian City Hall will be closed Monday December
25th, Tuesday December 26th and Monday January 1st in recognition of
respective holidays. As the remainder of this month is anticipated to be
relatively quiet, you will receive your next Information Letter Friday January
5th, as numerous efforts will be initiated and communicated to kick off the
New Year.

Subject: Police Department Transition
As you all have been updated, Police Chief Randy White has tenured his resignation
from the City of Sebastian Wednesday evening to take effect Friday January 26th
pursuant to his request. I explained to him that this arrangement would be fine in that
my office will have the opportunity to implement a smooth as possible transition
process, including appointment of an interim police administrator to oversee the
operation until a permanent replacement is successfully recruited. As such, I will
provide to you with a summary of relevant plans, goals and objectives soon after the
holiday' season, as I will now begin working diligently to strategize a process

PUrsuant to my employment a~eement with the City of Sebastla-~ I am hereby providing at least
30 day notice of my intent to retire fi:om law enforcement, atter nearly 35 years of service, and
resign as Sebastian's ChiefofPoliee, effective the end of January, 2001.
Unless other arrangements are agreed upon, I intend that my last working day will be Friday,
January 26, 2001. The details as 'to my official last day on the payroll can be adjusted
accordingly, using accrued leave. I/you wish, because I intend to cominue living in the Sebastian
area and to provide for a smooth transition in the leadership of the department, I am willing to
remain: beyond the above date, as Chief; until my position is filled.
I feel that the four and one half years that I have been with the Sebastian Police Department have
been productive. With the support of the present City Council and previous Councils, we have
been able to lxing the Police Department oat of the tralnlng~ equipment and morale "depression"
that I found it in when I becnme Chief in July, 1996. Today, there is a sense of direction towards
profossion~li~rn ,~Sthin the department and it is much better protecting and setting the needs of
Sebastian, its citizens and guests. I feel the members ofthe deparm~nt now have a sense of Pride
in the department, their equipment end, most importantly, in themselves. This did not exist when
I first came here. I can only hope that this trend toward greater improvement and professionalism
will continue to be nurtured and allowed to grow as Sebastian cominues to prosper and grow.
In summation, I wish to be paid for any accrued leave that I may have rermining~ purs, ant to

Recommended Bid Amount for Indian River County Utilities
Sebastian Water Assessment Proiect, Phase 3A
Last night I received the attached facsimile from Michael Hotchkiss, Indian River
County Department of Utilities that outlines the formal recommendation for award of bid
for the Phase 3A Sebastian Water Assessment Project. The recommendation to be
presented to County Commissioners Tuesday December 19"~ is to award the project to
Tri-State Corporation in the amount of $1,364,954. This significance of this
recommendation is that total cost are now $362,815 less than the original cost estimate
of $1,727,769, which was the figure originally factored to calculate preliminary
assessments to respective homeowners in Sebastian. As such and as had been the
case in prior phases, total respective assessment fees are anticipated to be offset
