Additional Financial Commitment from Florida Department of
Transportation - United States Hi.qhwa¥ One Enhancement
Pro,qram
Earlier this week, a Maintenance Agreement between the City of Sebastian
and the Florida Department of Transportation (FDOT) was delivered relative
to requirements/conditions governing enhancements to United States
Highway One (US1) in Sebastian. I am pleased to report that this
arrangement incorporates a financial commitment of $305,000 to fund
additional landscaping and irrigation activities to be implemented after
resurfacing and stripping have been achieved (per interest strongly
expressed during community workshops that transpired here at City Hall in
May and August of this year respectively). As such, a recommendation will
be presented during your next meeting to authorize said agreement, which
will also govern acceptance of the aforementioned commitment. Actual
contract plans are included for your edification, so that you all may rest
assure that respective improvements are consistent with goals and
objectives previously outlined and communicated.
Appointment of Airport Mana.qer
You will recall during the budget process authorization to fund (for the first
time) a full time airport manager position. I am pleased to report that I have
made the decision to appoint Mr. Jason Milewski, the bright young man who
has served as the community's airport management intern during the past
year. Mr. Milewski brings a wealth of knowledge to the position, as he has
participated in various aviation management internship/consulting projects

prior to service with the City of Sebastian. In addition, Mr. Milewski will be
awarded a Bachelor of Science in Aviation Management degree from
Florida Institute of Technology next weekend. In fact, I feel proud to mention
that he will receive highest academic honors during commencement
ceremonies Sunday December 17th. As previously communicated, the City
of Sebastian strives to establish promotional opportunities for individuals
currently serving the organization. This appointment was a privilege, given
the invaluable contributions in assisting the City Manager's Office with
procuring grant funding for various airport related projects and programs,
new tenant agreements as well as the initiation of the current master
planning exercise to establish the overall vision of future direction for
Sebastian Municipal Airport (SMA). Mr. Milewski will join us briefly during
the December 20th City Council meeting so that he may have the pleasure
of communicating his plans to assist SMA's efforts at becoming the best
managed general aviation use airport possible, as well as an opportunity to
become better acquainted.
Grant Award from the Local Law Enforcement Grant Pro.qram
Please find the attached electronic mail message as compiled and delivered
by the United States Department of Justice announcing approval of the City
of Sebastian's most recent application for funding from the Local Law
Enforcement Block Grant (LLEBG) program. Funds to be delivered total
approximately $11,000 to help finance ancillary police equipment, consistent
with goals and objectives outlined in the respective Fiscal Year 2000/2001
Budget. No contractual authorization is required to accept funding from the
LLEBG program, as approval by City Council earlier this year to participate
in the program establishes involvement accordingly.
Invitation from the City of Melbourne - "Capital for a Day"
Please find the attached letter as compiled and delivered by Mayor John
Buckley, City Melbourne inviting representatives from the City of Sebastian
to participate in the "Capital for a Day" program to take place Tuesday
December 12th. The event will include various activities, notably a Florida
Cabinet Meeting, a State Agency Fair and lunch at Wells Park. In addition,
Governor Bush and Lieutenant Governor Brogan are planning to attend, as
well as a host of other high-ranking state agency officials. I may attend the

function sometime during the early afternoon. Feel free to join, per invitation
to the City of Sebastian from Mayor Buckley, schedules permitting.
Santa in the Park - Sponsorship by Sebastian Lion's Club
Please find the attached letter as compiled and delivered by JoAnn
Osmundson of the Lion's Club of Sebastian requesting permission to use
the gazebo in Riverside Park to facilitate the community's annual "Santa in
the Park" youth activity for both December 9th and 16th weekends. Per the
recently revised park use policy, authorization was granted by the City
Manager's Office. All appropriate preparations were facilitated as no
problems are anticipated.

The Lions Club of Sebastian would like the use of the gazebo in Riverside Park for
December 9.10, 16, & 17, 2000 for "Santa inthe Park". The Lions will have a Santa
and be furnishing cookies and juice for the children. We will also be taking pictures for a
small fee. We will need electricity in the evemng hours. Santa will be brought fi.om the
boat parade to the park. We will use the park fi.om five to eight on those days.

Dear Mr. Moore:
On behalf of the Melbourne City Council I would like to invite The City of Sebastian to join
us as the City of Melbourne is designated as "Capital for a Day" on Tuesday, Dec. 12.
Melbourne is to host a Florida Cabinet Meeting and a State Agency Fair, and a free
lunch is to be provided at Wells Park. The event is one of a series being held around the
state in the "hometown" area of each cabinet member. Melbourne was selected as the
hometown of Insurance Commissioner (and now U.S. Senator) Bill Nelson.
The event will reflect the wonderful economic expansion in the Melbourne - South Brevard
area. Tours of high-tech businesses by some State Government representatives are
being planned. Some State Agency participants will be arriving on Monday, and some on
Tuesday morning.
The event includes:
1. A meeting of the Florida Cabinet at Melbourne City Hall, 9 a.m. to noon. Members of
the public are invited to attend the Cabinet meeting. Additionally, the Department of Labor
is planning a 10:30 a.m. to noon meeting in Melbourne's Personnel Conference Room.
2. An assembly of representatives from more than two dozen state agencies will gather at
Wells Park, off Hibiscus Boulevard and just west of the Melbourne Auditorium building.
From noon and 2 p.m., the agencies will provide information to the public and will be
prepared to conduct business. Some 2,000 people are expected to attend. In the event of
rain, the park activities will be moved into the Melbourne Auditorium.
3. Governor Jeb Bush will be going to Wells Park at the conclusion of the Cabinet
meeting, where he will address those gathered there. If his schedule allows, he will
remain at the park for a time to speak individually with interested citizens.

4. A lunch will be provided to members of the public at Wells Park.
