As such, a total of $30,717.27 was delivered to City Hall earlier this week to represent full payment of all rent, plus interest at 18%, plus late charges of 5%. Accordingly, Skydive Sebastian is no longer subject to lease default, as final logistics to implement a smooth company sales transaction is currently underway. Environmental Protection ARenc¥ Commitment to Sebastian Some of you may recall reading an article (see attached) in last Sunday's Press Journal that reported an Environmental Protection Agency (EPA) grant award totaling $800,000 to the St. Johns River Water Management District (SJRWMD) for Indian River County projects, whereby a respective $600,000 portion will be provided to help finance construction of the 146+ acre stormwater passive park in Sebastian. As previously discussed, SJRWMD is dedicated to build the facility, as city administration is also currently involved in the design process. However, SJRWMD's commitment is predicated upon the completion of the community's stormwater management plan, as well as a dedicated municipal funding source for maintenance purposes. As such, both SJRWMD and EPA will not fund actual development of the park until all related project and programs goals and objectives are fully outlined, established and authorized by the City of Sebastian (of which SJRWMD staff will serve as key partners throughout the entire process). I will keep all of you posted as additional recommendations City Council Information Letter December l, 2000 Page 2 and education becomes warranted. To date however, all is well, especially given the partnership enjoyed by the City of Sebastian from both aforementioned agencies. Pelican Island 100th Anniversary - Plans for Celebration Earlier this week, a meeting transpired in the City Manager's Office with various local leaders including County Commissioner Ruth Stanbridge and Paul Tritaik of the United States Fish and Wildlife Services (USFWS) to initiate ideas and recommendations to celebrate and acknowledge Pelican Island's 100th Anniversary. A target date has been establish for the weekend of March 14, 2003, to include partnership from Federal, State and County governments. In fact, lobbying efforts are being initiated to solicit financial support to fund respective events and activities. Thankfully, plenty of time exists so as to achieve a realistic vision for the occasion as well as assembling proper leadership to ensure success accordingly. Interestingly, I was asked to serve on the respective committee, as the City of Sebastian's involvement will ultimately become necessary. At present, a primary task will be to successfully secure funding from USFWS, as such a mark in history in and of itself is an eligible activity for annual appropriations funding. I will keep all of you abreast as to status of respective efforts, as I am sure you will likely hear more about possible related plans. Florida Inland Navi.qation District Annual Meetin.q The City of Sebastian has recently contributed $250 toward the Florida Inland Navigation District's (FIND's) annual Indian River County meeting next Friday December 8th, to include a social reception at the Environmental Learning Center (255 Live Oak Drive in Vero Beach) the evening prior,Thursday December 7th at 5:00 p.m. (to include a cruise to Pelican Island and dinner at Hurricane Harbor Restaurant). As a result of the respective contribution, up to four individuals may attend to represent the City of Sebastian. I wish to therefore recommend that at least one City Councilmember (and guest) grace FIND with a presence, as this will be an opportunity to help solidify relationships accordingly. Please think about the possibility of attendance, as direction may be provided as to who can represent our community at this much anticipated event during your meeting next Wednesday evening. City Council Information Letter December l, 2000 Page 3 ParkinR Warnin.q Notice Please find the attached courtesy warning notice (copy) as compiled by the Sebastian Police Department to be attached to the windshields of illegally parked automobiles. Patrol officers are facilitating this arrangement in effort to educate drivers about parking rules and regulations prior to full fledge enforcement anticipated after January 1st (in addition to the parking regulation information sheet contained the most recent community newsletter delivered earlier this week). As such, rest assure that staff is working proactively to educate the community about respective requirements and regulations. Hopefully, overall enforcement and compliance can soon be effectively achievable. The majority of the money - $600,000 - will help with the development of a storm water park on 179 acres bought by the water management district south of Englar Drive in Sebastian, A total of $264,400 in federal money will be combined with $383,155 in county funds to pay for a 4-acre storm-water pond and swale system in the east Gifford area. Ed Garland, water management district spokesman, said the federal money earmarked for the Sebastian project, coupled with a $3.9 million district grant, will pay for a series of interconnected dry storm-water ponds, storm- water ponds filled with water and wetlands. The project is designed to hold water so excessive levels of nutrients, such as those found in yard fertilizers, and sediments, such as silt, will not flow into rivers. Storm water drains into the St. Sebastian River and, in turn, into the Indian River, a 156-mile- long estuary with 4,300 species of plants and animals. Restoring the Indian River to a pristine condition is one of the water management district's priorities, Garland said. The water management district earlier this year spent more than $2 million to buy the privately- owned 179 acres for the project. Whit Green, an environmental scientist with the water management district, said the next step in the project in the next few months will be the selection of a consultant to design the storm- water park. District and Sebastian officials will be involved in the selection process. In the Gifford area, the project is smaller, and is designed primarily to alleviate flooding. The storm-water pond and improvements to the swale system are planned for an area between 28th Avenue and Old Dixie Highway between 41st and 43rd street where heavy rains flood yards and septic tanks. Unlike the Sebastian project where water management district funds and federal money are financing the project, residents in Gifford are expected to be asked to pay a special assessment. The assessment on a property of less than an acre will be $15 a year, county officials said. The money from the water management district represents a share of $2.3 million from the EPA to eight different Florida agencies to limit the amount of storm-water runoff that flows into estuaries, such as the Indian River. "These are pilot demonstration projects to show people what can be done (to remove pollutants from storm water)," said Drew Kendall, an EPA life scientist.
