Grant Award from the State of Florida Bureau of Historic
Preservation - City Hall Restoration Program
I am pleased to report that the City of Sebastian was highly successful in
securing a grant award from the State of Florida Bureau of Historic
Preservation to finance architectural and engineering scope of service for
interior restoration of the Sebastian City Hall. Interestingly during
Wednesday afternoon's presentation in Tallahassee, the Historic
Preservation Board literally signaled "thumbs up" for the City's well
assembled proposal (as such, not much of an oral presentation was even
necessary). A total cost $50,000 grant agreement (including required and
budgeted matching contribution) will therefore be delivered in the coming
weeks so as to initiate the aforementioned phase accordingly. Once full
architectural and engineering plans have been assembled (anticipated by
Spring 2001), the City of Sebastian will then be in position to solicit
additional funding to actually finance interior restoration efforts (a six-digit
figure no doubt). In essence, all is going according to plan!
Presentation by Indian River County Department of Utilities
Please be advised that arrangements have been made to host a
presentation to be conducted by officials from the Indian River County
Department of Utilities relative to Phase 3 of the Sebastian Water
Expansion Program currently underway. I requested this session so as to
help address numerous concerns as raised both privately and publicly by
residents and some of you, specifically scheduling, assessment
methodology and bidding procedures for respective services. In addition,

you and concerned residents will have an opportunity (per your blessing
during the meeting of course) to ask relevant questions, in which presenters
will be poised to address accordingly. Also be advised that an education
process regarding the expansion has been incorporated by the City of
Sebastian, whereby interested parties seeking building permits and
respective growth management authorizations will be informed of respective
current and future assessments for water services. As such, we hope to
facilitate such presentations again in the future, for the duration of the
overall program.
Grand Reopenin.q - Sebastian Creative Play.qround
A brief grand opening celebration will take place Wednesday November
29th, 1:00 p.m. to honor the initial grand opening of the Barber Street Sports
Complex Creative Playground and respective new equipment. Oral
presentations will be made to outline additional future plans, including
logistics for new concrete paths and vegetation. Please join us, schedules
permitting.
Golf Course - Hours of Operation Thanks.qivinR Day
Please be advised that the Sebastian Municipal Golf Course will close early
Thanksgiving Day, circa 1:00 p.m. This arrangement is appropriate in that
Thanksgiving Day afternoons at the course have traditionally been
extremely slow (more cost effective to close as opposed to remaining open
during regular hours). The attached memorandum as compiled and
delivered by Greg Gardner outlines details of anticipated logistics for next
Thursday.
Community Newsletter
Attached is a copy of an insert to be included in the latest edition of
Sebastian's Pelican Brief (to be delivered next week), which outlines
recently authorized parking requirements/restriction in the City of Sebastian.
The newsletter is anticipated for delivery circa next Wednesday, with
expected arrival slated immediately after Thanksgiving, well in advance of
the January 2001 enforcement timeframe.

Sebastian (whereby the in-laws from Fort Lauderdale will have dinner at our

The new Creative Playground is currently being installed. The installers are
running behind schedule. We will now re open the Playground on Wednesday,
November 29, 2000. We plan to have a ceremony to re open the playground at
1:00 PM on the 29th. I will contact Greg Gardener to use the Golf Course's sound
system and we will provide a ribbon for the ceremony.

SEBASTIAN'S PARKING REGULATIONS
This summary is intended to acquaint our residents with some newer parking regulations
in the City. The goal is to educate, so more people will comply and fewer tickets will be written.
One key to understanding the City's parking restrictions is realizing that the City-owned
property containing our streets -- the Right-of-Way -- has three parts: the Pavement, the Shoulder
and the Swale. The Swale is that portion of the city drainage system extending two feet to each
side along the lowest point between the edge of Pavement and the front lot line adjacent to the
street. The Shoulder is that portion of the Right-of-Way located between the edge of the
Pavement and the Swale adjacent to it.
It should be remembered that limited parking is generally allowed on the Pavement of
residential streets so long as the flow of traffic is not hindered.

PROHIBITIONS GENERALLY
Vehicles may not ride or drive on roadway shoulders, medians, islands or similar
except to lawfully park or to remove wrecked/broken down vehicles from the road.
No vehicle may be parked in the Swale, or driven in a way that damages the Swale.
No vehicle displaying a "for sale" sign may be parked on the Right-or-Way.
No truck, van or road tractor/trailer over twenty-three (23) feet in length and/or
nine (9) feet in height shall be parked on any street or Right-of-Way.
5. No vehicle may be parked on or across any sidewalk or bicycle path so as to block
passage across it.
6. No vehicle may park on any part of the Shoulder, unless:
a. It is temporarily (must be removed within 24 hours) removed from the street due
to either mechanical failure or an emergency such as an accident; or
b. It is titled to the owner, invited guest or resident of the residential lot adjacent to
the Right-of-Way and all available parking space in the driveway of the residence is occupied by
other motor vehicles. (This means that !f there is no room to park in the driveway, a vehicle
owned by the home owner, tenant or an invited g~est may be parked on the road Shoulder [but
not in the Swale] in front of or beside the home. However, an): ~ch parked vehicle must be
moved into the drivewcO, when a apace to park there becomes available. If a vehicle is found
parked on a road shoulder and there t,s' ,v;ace to park in the driveway, it may be cited.)
EXCEPTIONS
1. Vehicles and trailers used by lawn care, pest control and similar services may
temporarily park on a road shoulder (but not in the Swale) adjacent to the residence or lot
receiving their services, while performing their service, subject to certain safety regulations.
2. During construction on any lot, construction related vehicles may park on all
portions of the Right-of-Way adjacent to the lot being built upon or adjoining vacant lots, subject
to restoration requirements.

SUMMARY
The 2000 Hurricane Season ends on Thursday, November 30. The attached charts are a
revi~v of the tropical disturbances experienccdin lhe Western Hemisphere during thc 2000
Hurricane Season. This season the Department of Bmergency Services, Division of
Emergon~-y Management, monitored a total of 37 tropical disturbances in the Atlantic Ocean,
Gulf of Mexico, Caribbean Sea and the Eastern Pacific Ocean. Of the 37 u-opical
disturbances momtored, 13 formed in Ihe Atlantic Ocean, 3 formed in the Gulf of Mexico,
2 formed in the Caribbean Sea and 19 formed in the Eastern Pacific Ocea~
This year was an above average year for tropical activity in the Atlantic Regio~ Although
most people ~ it was a quiet year because of the minima] impact to land, ~om a
meteorological standpoint it was sa active season, This year three (3) major hurricanes
developed in the Atlantic Region. Hurricanes Alberto, Isaac, and Kcith all became Category
IH or stronger with Hurricanes Kvith and Isaac being the strongest with sustained winds of
140mph. No Category V hurricanes developed in thc Atlantic Region during the 2000
season. Thc Eastern Pacific Ocean had an average year with an unusual amount oftropical
storm activity. Usually thc systems in the Eastern Pacific Ocean easily bccomc hurricanes
but, because of numerous atmospheric conditions the systems did not intensiDj. Actually
atmospheric conditions and broad high pressure played a huge role in thc lack of Cape Verde
type systems and major hurricane in th~ Easte~ Pacific.
This year the United States was spared any major damage from landfalling hurricanes. A
total of five (5) Systems made landfall somewhere in the Atlantic Region. In the Eastern
Pacific Region three (3) systems moved over land. Of the landfalls in the Atlantic Region,
only areas affected by Tropical Storm H¢lene required any federal assistance. For the United
States, Hurricane Gordon was the strongest system however, ~t made landfall as a tropical
storm with winds of 65mph. movement and the time of year. Hurricane Keith was the
s~rongest landfalling hurricane with winds of 140mph. Keith caused severe damage to parrs
of Central America and southern Mexico.
This year the Emergency Operations Center was not activated in Indian River County. The
Treasure Coast area did not have any significant threat during the 2000 season. As a matter
of fact, the entire east coast of the Umted States had no significant threat thig year. This can
be at~buted to the unusual almospheric palterns in the Atlantic this year. The biggest event
this year was severe flooding in Miami-Dade County from a large area of low pressure that
eventually became Tropical Storm Leslie as it exited the east coast of Florida. While not a
classified tropical system, this low pressure required federal assistance for aid to residents
and businesses in Miami.

This year our office continued to provide updates throughout the season on AT&T Channel
13 and Charter Communications Channel 35. The Tropical Update program produced by
Mr. Craig Jerome, provided residents with ~opical/nformafion every Monday & Thursday.
Anytime a system appeared to be a threat to Indian River County, daily programming was
completed every evenm~ This year extended programming was completed for Debbie,
Gordon, Helane, and Keith. This allowed our residents precise, timely and informative
tropical cyclone forecasting and protective action recommendations. This program was well
received by the residers ,md will con~uue during future hurricane seasons. Along with
cable programming Indian River County initiated an agreement with Christian FM 91.9 for
radio broadcasts during emergencies. We ufili,~d this system during Dcbbic and Gordon.
It was well received by our residents.
Our office continues ~o use t/~ most ststc of the art technology for monitoring and
lo.casting hurricanes. Satellite imagery and NEXRAD rsdsr have been used to successfully
monitor systems, Some of the new procedures we used this year included direct interact
access to the National Hurricane Center products, direct contact with Hurricane Hunter
aircraft and u01ization of hurricane forecast models. The Emergency Management Division
utilized new computer software this year which greatly ~anccd our ability to track storms.
HURRTRAK 2000 computer software allowed our office to analyze every aspect of tropical
systems m a timely manner. Indian River County con6nucs to bc very capable ofmomtormg
