City of Sebastian, Florida 1225 Main Street [] Sebastian~ Florida 32958 Telephone {561} 589-5330 [] Fax {561} 589-5570 City Council Information Letter June 23,2000 Water Expansion Pro.qram - United States HiRhway One Per City Council authorization earlier this year relative to extending water service along the west side of United States Highway One (US1), please find the attached correspondence from Mr. James "Dan" Chastain, Indian River County (IRC) Director of Utility Services relative to overall logistics. Also included are schedules and maps identifying properties to be potentially accommodated by this expansion. Arrangements are also being made to assess property owners to finance said expansion and improvements. Currently, IRC staff is prepared to commence with engineering design and preparation for the water expansion program in this area. Unless other concerns are eminent, I will request that such efforts proceed accordingly. Recommendations for Laconia and Tulip Per concerns expressed during last week's City Council meeting, please find the attached memorandum from Police Lieutenant Gene Ewert relative to recommendations to address the accident-prone intersection of Tulip and Laconia. A meeting transpired earlier this week with various city staff, along with Indian River County Traffic Engineer Mr. Christopher Mora in effort to solicit ideas to remedy future potential accidents at this intersection. Mr. Mora recommended that the existing stop sign at the northeast corner is moved closer to the edge of the roadway and back approximately six feet from its current location to enhance driver visibility. In addition, it was suggested that a stop bar is added on the northeast side of the roadway, as well as to install an additional stop sign on the southeast corner facing east. The final recommendation was to feature 36" diameter stop signs, as City Council Information Letter June 23, 2000 Page 2 opposed to the standard 30" sign for good measure. As such, all of these recommendations were accepted and will be implemented in the coming days. IRC Traffic Engineering Division was also gracious enough to provide the 36" signs, via a tradeoff of surplus material from our community's sign shop. As such, no additional direct costs are eminent in facilitating this effort. Hopefully as a result of implementing this project, automobile accidents will decrease dramatically. Fireworks Sales in Sebastian Per discussions during last week's City Council meeting, City of Sebastian staff contacted Dan Dietz, Indian River County's Fire Marshall to address concerns relative to selling and distributing fireworks, fire crackers, and similar novelties in the community. No concerns appear evident with authorizing permits for the sale of such goods, as the "green light was signaled" for Wal-Mart to sale such wares in a temporary tent in their parking lot until the close of the Independence Day period (in fact, part of our administrative process in authorizing such temporary permits includes a review by Mr Dietz's office, to ensure the safest arrangement possible. Speed Limit Si.qn Postin.q - Barber Street Per a petition presented by residents of Park Place, next week's City Council Meeting Agenda includes recommended action to install additional speed limit postings along Barber Street in the immediate vicinity. Although this arrangement does not require formal City Council authorization, we felt that it was appropriate to present this issue openly, as a formal petition for corrective action (so to speak) was presented publicly. Essentially, our proposal is to simply install a 30-Mile Per Hour Speed Limit sign, west bound between US 1 and the railroad tracks, with two additional signs on each side of Barber Street near the Park Place entrance. However, it seems apparent at this time that not much can be done legally to alleviate truck traffic, as Barber Street is a designated "through street" in the City of Sebastian. After the aforementioned process is implemented, in addition to infrastructure improvement scheduled for this section of Barber Street, quality of life in the area should improve significantly. City Council Information Letter June 23, 2000 Page 3 Capital Sanitation You may recall various commitments expressed both in writing and orally during the last several weeks by executives from Capital Sanitation to implement various improvement efforts to enhance service delivery throughout the City, including arrangements to pumhase a brand new garbage truck. I am pleased to report that the company recently purchased a 2000 DT 466 International dump truck for purposes of garbage collection and hauling operations in Sebastian. It features a 275-horse power engine, McNeilus Packer body and includes a full bumper to bumper warranty. Arrangements were made to have the new vehicle on display later this afternoon, circa 2:00 p.m. Feel free to stop by for a "once over~', schedule permitting. Hubbs, Director of Utility Services, and as a follow- up to Mr. Hubbs letter to you, dated March 14, 2000, please find enclosed schedules and maps identifying properties along the west side of U.S. Highway One, both north and south of Main Street, (from County Road 512 northward). Schedule 1 includes 75 parcels north of Main Street, and schedule 2 includes 28 parcels south of Main Street. Also, enclosed is a copy of a Draft Agenda Item dated November 14, 1997. A water expansion was planned, (see copy of Agenda Item) but was not submitted to the Board of County Commissioners. Please note in said Agenda Item, the reference to the assessment water line being paid for by properties on one side of the ~vater line, rather than having the cost shared by properties on both sides, which is more often the situation. Current day, rough cost estimating has yet to be prepared for a water main extension along the west side of U.S. Highway One. If you wish, we can proceed with an Agenda Item, and request an authorization from the Board of County Commissioners for beginning the engineering design in preparation for an assessment project. Normally, more accurate project cost estimating is accomplished during the design process. UW-97- -DS BACKGROUND Fire protection and good quality water is needed to serve this commercial/industrial area. Attached is a copy of a letter from Thomas W. Frame, City Manager of the City of Sebastian, together with copies of letters from business property owners requesting water service be made available to this area. We are now coming to the Board Of County Commissioners t© seek approval to begin design of the above-mentioned project. (See attached plat map.) ANALYSIS A rough preliminary cost estimate for this project is $336,411.13, which equates to an estimated cost per square foot of $0.217066. The proposed water main route being along the east side of the FEC Railway (west of US 1) will serve properties on one side of the water main. In most water assessment projects, properties along both sides of a water main sh~re in the project's cost, thereby reducing the cost per square foot.~ The attached map displays the area to benefit from the assessment p~ject. This project is to be paid through the assessment of property ow~De~s along the proposed water line route. In the interim, financing~t~be from the assessment fund.
