Improvements to United States Hi,qhway One (US'I)
Earlier this week, a working meeting transpired with staff from the FDOT
Project Management Division relative to scheduled improvements to US1 in
Sebastian. I am pleased to report that arrangements have been made to
incorporate on-street parking along the thoroughfare, per expressed interest
throughout the community. In fact, this arrangement will not at all
compromise the resurfacing program, as median enhancements/irrigation
and most of all, a permanent four lane highway will be the result. As such, a
second community awareness workshop will be scheduled for sometime in
August, so that interested parties may have the opportunity to review an
actual site plan, which incorporates the aforementioned logistics. Once
announced, I will inform you of the time and date.
State of Florida Derelict Vessel Removal Pro,qram
The Florida Fish and Wildlife Conservation Commission received
authorization from the State Legislature to finance the Derelict Vessel
Removal Program. This initiative offers local governments the opportunity
to receive funding to, as stated in the title of the program, finance removal of
derelict vessels in respective waterways. No matching contributions are
necessary for this effort, as staff feels that this is an opportunity to
implement a vessel removal effort in the Indian River Lagoon. It was
recently reported via research from engineering staff that at least ten (10)
derelict vessels are currently floating in the lagoon within Sebastian

Municipal Limits. As such, authorization for submitting a grant application
will be requested during your June 28th meeting, as we feel confident that
the community will be successful in receiving a grant award.
Florida Inland Navi.qation District (FIND)
Please find the attached memorandum as compiled and delivered by Mr.
Mark Crosley, Assistant Executive Director, FIND, relative to the Waterways
Assistance Program (WAP) proposal review/schedule for presentations.
Essentially, the City of Sebastian will be formally considered for funding of
initial improvements to the former Good Guys, Inc. property. I will make a
presentation to the FIND Board of Directors Saturday June 24th, with the
hope of receiving an actual award, to begin relevant improvements during
Fiscal Year 2001. It is currently anticipated that the community may be
awarded anywhere between $100,000 and $150,000 for a phase I
improvement program (with requests for funding from WAP to be requested
for authorization during the following two years or so). A few weeks later,
the City of Sebastian will be notified of the final allocation and award
outcome.
Use of Good Guys Property, Independence Day
Earlier this week, a meeting transpired with members of the Lion's
Club/Independence Day Festivities Committee relative to the possibility of
utilizing the currently vacant former Good Guys, inc. property for purposes of
storing antique automobiles during Independence Day. Although
authorization was granted Wednesday evening, there was no mention of the
number of spaces to accommodate parking. As such, it is anticipated that
30 to 40 classic autos will be directed onto the property after the parade, in
which visitors and participants will have the opportunity to view them (maybe
someone will allow me to drive one); to accommodate an informal classic
auto show if you will. The Department of Public Works will therefore clear
the area to accommodate parking, as well as for people to enjoy the sites.

A Job Well Done!
On behalf of all employees, I wish to congratulate the Sebastian City Council
on a successful and well publicly supported authorization of the newly
revised Land Development Code and Sebastian Charter Junior High
School. Both of these issues were very controversial and complex to
address, which made your jobs as statesmen unusually challenging.
However, the outcome is the result of taking into consideration citizenry
concerns and needs, and responding accordingly. Such action is indicative
of good government, as all efforts are to be commended.

DERELICT VESSEL REMOVAL PROG SUMMARY
INTRODUCTION
The Derelict Vessel Removal Grant Program (DVRGP) is a financial assistance program,:providing
grant funds to coastal local governments for the reimburSement of the removal of derelict vessels
from coastal waters of the State..
An abandoned vessel becomes a derelict only after all available means to have the rightful owner
remove the vessel have failed. An investigation is conducted by the local Florida Fish and Wildlife
office and can involve cou~rt o~ders requiring theremovaL In many cas~'s the attempt to identify the
owner is' unsuccessful', and after proper notice the vessel is declared derelict. Only after this
declaration, is the vessel eligible for removal under this grant program.
PROGRAM HISTORY
Chapter 376.11, F.S. established the Florida Coastal Protection Trust Fund and provlded.for the
funding cfa grant program to coastal local governments for the removal of derelict vessels from the
public waters of the State. In July 1980, the DVRGP was established within the Division of Law
Enforcement. In March 19g. l, it was transferred to the Division of Marine Resources. Since that
time the program has been dssigaed to the DivisiOns of State Lands and R~creation and Parks. In
August 1993, the progmm~was reassigned to the D.E.P. Division of Law, Enforcement. In 1999, the
program was transferred to t~e F.W.C. Division. of Law Enforcement. {
PROGRAM FUNDING AND PARTICIPATION
The DV program is funded at a level ors 366,000 annually. Pursuant to 62N-16.029(6), FloH&
Administrative Code (FAC), the Division of Law Enforcement contracts with coastal local
governments that have been awarded grants (grantees) f6r the removal and disposal of DVs within
their jurisdictions. During the past g years, 18'diff'erent grantees participated in the program,
resulting in the removal of 515 DVs.
In recent years, DV funding requests have averaged nearly $900,000. Under current contracts,
vessels are being removed~ that were identified as many six years ago... This leaves many DVs in
place for years before grant funding is available for their removal.
PROGRAM FUNDING PROCESS
Grantees provide the Division of Law Enforcement with their grant applications during an annual
grant application period.. The program is contingent upon the appropriation of funding by the
legislature and the availability &these funds. The grantee's proposal is prioritized and bid-based
estimates of the cost to remove and dispose 0fthe DVs are listed. These estimations ara used to
allocate funding. A recommendation is developed on the distribution of the grant funds by an
evaluation committee and is submitted to the Division Director for review and approval. After
approval, a contract for each grantee ia executed, after which, the grantee can begin the DV removal
process.

Attached, you will find the 2000 presentation schedule for those 8rant
applications that were received by 4:30 P/~, June 02, 2000, and deemed
complete pursuant to Chapter 66B-2 of the Florida Administrative Code
(FAC). Presentations will be conducted at the next regularly scheduled
meeting of the Florida Inland Navigation District Board of Commissioners,
Friday and Saturday, June 23 and 24, 2000, beginning at 8:00 A/~.
The meetings will be held at Holiday Inn at Cocoa Beach, 1300 North
Atlantic Ave. (State Route A1A), Cocoa Beach, (Brevard County), Florida,
(hotel ph # 321-783-2271). Enclosed is a map indicating directions to the
hotel. From Interstate 95, take exit # 75, (S.R. 520 EAST, Cocoa E Cocoa
Beach), and head east approximately 11+ miles to S.R. A1A. Turn right
and head south on AIA for approximately 2+ miles. The Hotel will be on
your left.
Please refer to the attached schedule for your project's scheduled
presentation time. You must arrive at the meeting approximately 4~
minutes before your scheduled presentation time, in the event that
presentations move ahead of schedule. You will have approximately 10
minutes for your presentation, fo[lowed by a 5-minute question period by
the Board. Audio-Visual presentation aids, such as a slide projector, a
VCR, an overhead projector and an easel will be provided for your use.
Any other audio-visual items wi[[ be the responsibility of the presenter.
(Please notify staff in advance of the meeting of any special
arrangements). A complete copy of your application will be available to
the Board, and it is highly recommended that you do not distribute
additional information at the meeting.
