Randall Tedder Construction - Sebastian Yacht Club
Please be advised that Mr. Randall Tedder, Randall Tedder Construction,
Inc. has initiated the necessary process to be filed as a registered/licensed
contractor in the City of Sebastian. You will recall during your last regular
meeting the contingent authorization granted for Tedder Construction to
commence with improvements at Sebastian Yacht Club. As such, all efforts
as discussed to implement this project Will commence, including
procurement of the necessary permit from the State of Florida Department
of Environmental Protection.
Upcomin.q Public Presentations
City Hall Renovation Pro.qram and Skate Park Development
As updates and discussions transpired relative to various projects over the
last few months, please be advised that staff is currently making
arrangements for public overview presentations for plans to renovate City
Hall, as well as a revised site plan for the development of a skate park
facility at the Barber Street Sports Complex (BSSC). A discussion will take
place relative to the City Hall Renovation Program during your February 9th
meeting; a second presentation relative to a revised site plan for a skate
park during your February 23rd meeting, in an effort to address resident
concerns while at the same time, finalize a construction/improvement
program for the entire park. Although these will not be formal public
hearings, both presentations will provide direction as to the City of
Sebastian's planned course of action relative to making both proposals

reality. As such, both City Council members and residents will have an
opportunity to learn about relevant logistics, as well as offer public
endorsement if deemed appropriate. Early next week, a meeting will be
scheduled with residents who reside near BSSC, to specifically discuss site
plan revisions, with the hope of reaching full consensus.
Proposed New Commercial Development in Sebastian
Earlier this week, a meeting transpired with Mr. David Morse, Vice
President, Boos Development Group, Inc. relative to a proposed commercial
development in which a Publix Supermarket will serve as an anchor, to be
located at the corner of United States Highway 1 (US1) and Barber Street.
You may recall that only a portion of the respective property is located within
the Sebastian municipal limits. As such, Boos Development has agreed to
voluntarily begin the process to fully annex into the city proper, concurrently
with the formal application procedure for authorization by the Planning and
Zoning Commission and ultimately the City Council. For good measure,
attached you will find a letter from Boos Development, Inc. and preliminary
plat plan which briefly outlines the proposal.
Airport Master Plan Consultants
As referenced in the last City Council Information Letter, the City of
Sebastian has begun the selection process for Airport Consulting Services.
I am pleased to report that earlier this week, the City of Sebastian closed the
Request for Qualification (RFQ) phase, with receipt of five (5) RFQs from
well-qualified companies (reference list attached). The continued selection
process will transpire over the next several weeks, to also coincide with
delivery of the Joint Participation Agreement (JPA) to govern a $240,000
grant award from the Florida Department of Transportation (FDOT) Aviation
Grant Program (recently reported to be delivered to City Hall within the next
few weeks). Meanwhile, copies of RFQ packets from respective firms are
available here in the City Manager's Office for initial review.
Pressure Cleanin.q at City Hall Walkway
Please be advised that during the week of January 10th, the City Hall
walkway will be pressure cleaned. This may cause a parking inconvenience

for approximately one day at adjacent stalls. No public notice is required for
this activity, as this is a general maintenance task.
Schumann Drive Water Fountain
Please be advised that the Schumann Drive Water Fountain is once again
operational. As mentioned during your December 15th meeting,
arrangements were to be made to solve any problems regarding said
maintenance. It turns out that a billing error occurred with Florida Power
and Light Company (FPL), resulting in temporary discontinued electricity
service to the fountain. Once matters were clarified, FPL immediately
restored powered to fountain, with no additional problems expected.
Sebastian Municipal Airport Internship Pro.qram
In effort to respond to concerns raised relative to enhancing staff presence
at Sebastian Municipal Airport, arrangements have been made to recruit
and retain a temporary part time employee to serve in an internship
capacity. Sebastian resident and Florida Institute of Technology Honor
Student, Jason Milewski will begin a 15 hour a week, several month tenure
with the City of Sebastian this month (to work closely with Terry Hill). As we
are in the midst of implementing improvement programs and master
planning for the airport, additional assistance is warranted, particularly when
the community has an opportunity to help a citizen develop professionally
(and without additional costs). However, this does not change the fact that
permanent personnel assignment is to be governed and justified by the
community's airport plan. I will work to have Mr. Milewski meet all of you
soon, perhaps at an upcoming City Council meeting.
Footage Filmin.q at Skydive Sebastian
Please find the attached letter as delivered by Mr. J.J. Johnson, General
Manager, Skydive Sebastian. I asked him to furnish a letter explaining
logistics associated with filming footage for the production of the movie
"Cutaway". Sometime ago, discussions transpired whereby Paramount
Pictures were considering shooting aerial scenes in the community. This
arrangement came into being during the holiday season, in which it was
agreed upon not to engage in any "full scale movie making". As such, no

City special permits, agreements and/or other formal arrangements are
required, as Skydive Sebastian operations are to proceed as normal,
