As you may recall, today is her last day of employment with the City of Sebastian, in which she worked diligently to prepared this document before her departure. Projects outlined in the report range from those related to the highly anticipated Sebastian Stormwater Master Plan to various programs soon to conclude like the Elkcam Canal Renovation, Schumann Drive Reconstruction and Phase I of the citywide paving initiative. As such, various city staff members are positioned to complete applicable outstanding tasks, as the recruitment process for Sebastian's next city engineer is currently underway. SuperUnicom System for Sebastian Municipal Airport Please find the attached letter delivered to Matthew Thys, Aviation Supervisor, Florida Department of Transportation (FDOT), relative to a request for funding to help finance a SuperUnicom System for Sebastian Municipal Airport (SMA). As you may already realize, no full-scale communications system is current in place at SMA. A SuperUnicom is an automated unit, which, among other features, provides both wind and traffic advisories to pilots and other parties stationed at airports. As such, during deliberations with FDOT staff for master planning and various funding opportunities, we began prioritizing capital needs, as this request represents a first financial commitment in effort to enhance operations accordingly. City Council Information Letter March 24, 2000 Page 2 Request for Water Connection West of Railroad Please find the attached letter as compiled and delivered by Donald Hubbs, Director, Indian River County Department of Utilities in response to our request for water infrastructure to be installed west of railroad tracks in our community (per direction provided during the March 8th City Council meeting). As outlined in Mr. Hubbs letter, our requisition is to be staffed so as to expedite the process. Days after our request however, other business owners have contacted the City Manager's Office about similar arrangements to accommodate their structures (in fact, I have a meeting scheduled next week to discuss such logistics with others interested in like services from the Water Expansion Program). As such, consent from the City Council regarding such action may be required, as we will be in position to request such, if necessary, during future meetings. Lauderdale, FL 33309-3421 Re: SuperUnicom for Sebastian Municipal Airport Dear Mr. Thys: In response to your conversation with Jason Milewski on March 9, 2000 relative to funding for a SuperUnicom System at Sebastian Municipal Airport, the City of Sebastian wishes to formally request that the Florida Department of Transportation (FDOT) Aviation Section participate in the purchase of said equipment, as we are currently in position to facilitate necessary arrangements via the City's Capital Improvement Program (CIP). A SuperUnicom is an automated unit that provides wind and traffic advisories (among other features) to pilots. For our purposes, the unit is preferable to that of an AWOS due to its functions and minimal maintenance costs. It operates on the same frequency as the common traffic advisory frequency and is FAA and FCC certified. The City of Sebastian feels that this equipment is necessary to facilitate safety for all airport operations. Under existing circumstances, there is no way for a pilot to determine appropriate runway usage without following FAA standard flying procedures, while looking for the windsock. Due to the intense frequency of skydiving activities, danger is eminent, as aircraft must fly directly through the drop zone. Additionally, because pilots and passengers are looking at the ground instead of up and out for traffic (or skydivers), disaster becomes possible. The installation of this equipment will not only improve safety, but also allow for further growth and development by improving the marketability and competitiveness of Sebastian Municipal Airport. The total pdce of the unit is $38,600.00 along with a shipping and handling fee of $375.00 for a total amount of $38,975.00. I have enclosed a copy of the quote as received from SuperUnicom, along with their sole-source information. The City of Sebastian looks forward to FDOT's participation, as an excellent opportunity exists to enhance operations at Sebastian Municipal Airport.
