Please find the attached spreadsheet as recently compiled for delivery to the
Florida Department of Transportation (FDOT) Aviation Section, which
outlines a potential Capital Improvement Program (CIP) synopsis for
Sebastian Municipal Airport (SMA). This information was provided in an
effort to program grant funds from FDOT to finance expenses for
infrastructure, communications and economic development programs at
SMA over a five (5) year period. Of course, authorizations will be required
by you once funding has been formally awarded. However, staff is confident
that the City will be successful, given that all like logistics will be
incorporated into the community's new airport master plan.
Geor.qe Foster Baseball Clinic
Earlier this week, I hosted a meeting with Mr. and Mrs. George Foster and
Christopher McCarthy of the community's Parks and Recreation Division to
discuss logistics pertaining to a youth baseball clinic to be administered at
the Barber Street Sports Complex. Although such arrangements are
common, this is particularly special in that George Foster is an 18 year
major league baseball veteran who played with the San Francisco Giants,
Cincinnati Reds and New York Mets (for those of you who are true sports
fans like myself, you may recall Mr. Foster's accomplishments while a
member of the Reds; two World Series appearances, 5 time National
League Ali-Star and the National League's Most Value Player, 1977). The
program will begin circa middle April, whereby interested youth may begin
registration as early as next week. This arrangement represents a nice
feature for enhanced recreational opportunities in Sebastian in that an

individual of Mr. Foster's caliber will offer a positive presence in our fine
sports complex.
Alarm Permit Notices
Please find the attached memorandum as compiled and delivered by Police
Chief Randy White relative to alarm permit notices. Per discussion during
last week's City Council meeting, 591 notices were prepared and delivered
via bulk mail to Sebastian residents and businesses. In addition, police
volunteers hand delivered 194 notices to offices located along United States
Highway One (U.S. 1) and County Road 512. I am pleased to report the
outcome, as of yesterday morning, 634 new alarm permits issued with
$1,930 in alarm permit fees collected. As such, I wish to thank the City
Council for suggestions made last week, as results are clearly obvious.
City Hall Renovation Pro,qram
As directed during the February 9th City Council meeting, staff has been
working to ascertain the availability of grants for renovating City Hall, as well
as a cost/benefit analysis pertaining to the possibility of a new facility. As
such, attached is a draft synopsis outlining space requirements, cost
comparisons, life cycle costs and related activities. A presentation is
therefore being coordinated in time for your April 12th meeting to present all
applicable alternatives, including the idea of renovating the existing building
via funding from the State of Florida Bureau of Historical Resources as well
as construction of a modern city hall building. Myself, along with Burt Jones
from the Engineering Department and Growth Management Director Tracy
Hass will present findings so as to solicit further direction.

Alarm Permit Notices
As you know, last Wednesday night Council asked that we notify all
current holders of City Alarm Permits that they must be renewed,
effective April 3, 2000.
In response to this request, last Friday afternoon, 591 notices
were prepared and bulk mailed to Sebastian residents and
businesses. In addition to these notices, our Community Volunteers
last week also hand delivered an additional 194 alarm information
and renewal notices to every business and office on both U.S. 1 and
CR 512.
