Police Dispatch Study
Enclosed is your personal copy the previously authorized Consolidated
Dispatch Feasibility Study as compiled and delivered by the International
Association of Chiefs of Police (IACP). Despite previous concerns and/or
thoughts, no specific recommendations are being forwarded at this time, as
the report essentially outlines options should consolidation of Sebastian's
dispatch center with that of Indian River County become imminent. As such,
administration is not yet in position to offer any formal recommendations to
City Council regarding direction to take (such logistics would automatically
be incorporated with next fiscal yeaffs budget process, as well as respective
labor negotiations to be initiated in the coming months). However,
arrangements have been made to host a presentation by Dr. Robert Ford,
IACP's chief investigator involved in the respective analysis. Please review
the document, as it is fairly easy to digest. In addition, be prepared to ask
any questions and/or raise concerns to Dr. Ford or myself as appropriate.
Sebastian Millennium Clock Tower.
As addressed during your last meeting, the 75th Anniversary Celebration
was successful as far as acknowledging the community's birthday as well as
bringing citizenry together in general. I am pleased to report that fund
raising efforts for the eventual Sebastian Millennium Clock Tower were
successful as well, whereby to date, an approximate total of $20,000 (via
donations for the clock tower itself and paver brick sales) was collected to
help fund the entire project. As such, staff is currently working to compile

final formal recommendations to seek authorization to purchase an actual
clock tower, as well as a respective location to erect the structure and
surround with bricks accordingly. Said recommendation is anticipated in the
coming weeks or so, as respective price quotes are currently being solicited.
counW Road 512 Charrette Presentation by Treasure Coast

As you will note on the January 10th City Council Meeting Agenda, a
presentation by officials from the Treasure Coast Regional Planning Council
(TCRPC) will be made relative to the recently completed County Road 512
charrette exercise. During the presentation, an actual report will be
presented, which summarizes architectural renderings and written
recommendations as to how to achieve the City of Sebastian's vision to
improve the corridor. I believe ail of you have had the opportunity of visiting
with staff from TCRPC in City Council Chambers during the process.
Drawings witnessed will be included in the aforementioned report(s),
whereby you as the City Council will have the opportunity to formally
accept/adopt the report as well as incorporate respective components into
the community's comprehensive plan. Once this is achieved, administration
will begin tasks to implement respective project and programs, namely
outlining requirements for new construction, existing structure renovation, as
well as working with Indian River County for beautification efforts. By the
way, please prepare yourselves for a fairly lengthy discussion, as the
aforementioned presentation will take perhaps a one-half hour or more, as
much substantive work has been accomplished, with a great deal of
information to be shared publicly.
Recommendation for Annexation PlanninR
You will recall a substantive growth management goal/objective as outlined
in the Fiscal Year 2001 budget to devise a policy regarding future
annexations into the City of Sebastian. A recommendation is currently being
prepared to recommend to commission an annexation fiscal impact
feasibility study/report, which will outline costs and benefits of annexing
and/or not annexing additional property into the Sebastian City Limits. As
outlined in this year budget transmittal letter, an overall objective of such a
report is to ascertain the fiscal impact (net costs or revenues) to the city
from annexation; capital costs, operating expenses, and revenues. In

addition, the report will evaluate several alternatives for consideration by
City Council, as such options will reflect various geographic sub areas.
Attached is a copy of a letter from the recommended consultant, Tischler
and Associates, Inc. a national fiscal impact analysis firm with offices in
Bethesda, Maryland and Pasadena, California. The correspondence
summarizes qualifications, work scope (as more or less outlined in the
preceding sentences), time and cost respectively. A formal
recommendation is anticipated for your consideration during your January
24th meeting, specifically to authorize an approximate $7,800 expenditure.
Additional communication about the proposed arrangement will also
transpire during the aforementioned meeting.
Use of Basketball Court Near City Hall
Please find the attached letter as compiled and delivered by Sebastian
resident Richard Bethune in which he requests permission to use the
basketball court located between City Hall and the Sebastian Police Station.
Mr. Bethune serves as a coach for the North County Youth Basketball
League, whereby the Office of the City Manager granted permission for
practice use only. No problems are anticipated, as sessions will be held on
various dates until circa March 1st.

'Re: Annexation Fiscal Impact Feasibility Study
It was great visiting with you at ICMA. It is my pleasure to submit th/s letter
discussing a professional scope of services for conducting an annexation fiscal
impact feasibility study. We will advise the City on whether it is practical to
evaluate the feasibility of possible annexations. We will also address the feasibility
of different fiscal impact analysis approaches, methodologies and other factors that
should probably be considered before embarking on evaluating annexation fiscal
impacts on the City. ; .
I. QUALIFICATIONS ..
TA, in business for over 20 years, is a fiscal, economic and planning consulting
firm with offices in Bethesda, Maryland and Pasadena, California. The Firm
has a national prachce and focuses on fiscal impact evaluations and related
revenue strategies. TA has prepared over 300 fiscal impact evaluations of
comprehensive plans, annexations, specific projects, etc., more than any other
firm_in_the_country._.One~o f~hese_assignments_includes-the~narket,and-fiscal-
impact evaluations for the HoWaxd, Maryland General Plan, which won the
prestigious APA award for iBest Comprehensive.Plan. It is important to note
that TA focuses on case study-marginal COSt fiscal approach versus the more
simplistic (and possibly erroneous) average cost per capita approach.
Paul Tischler will conduct 90% of this work effort for TA. Mr. Tisch/er has
over 25 years of consulting experience. He has authored reports or articles on
fiscal impact analysis published by the International City Management
Association (an MIS Report, "Analyzing the Fiscal Impact of Development")
and the Growth Management Reporter ("Fiscal Impact Analysis, Reader
Beware: Some Caveats").
WORK SCOPE
The various tasks are discussed in mm.
Task 1: l[evicw Relevant Published Material and Interview Service Providers and Personnel
TA will review relevant budgets, fiscal information, planning documents, past studies and
other material so that meaningful discussions can be held.
TA will meet with appropriate staff from the City. The interviews will focus on obtaining
key infonnafion regarding armexafion fiscal impact data needs and approaches. The topics
discussed will pertain to levels of sci-vice, geographic considerations, possible a~nexation
scenarios and other issues.
Task 2: Prepare Feasibility Report
In this task, we will prepare a report discussing the findings of the above tasks. This report
will discuss the major issues, findings and recommendations. Potential limitations will also
be discussed, as will ~rade-offs. Suggested work tasks under different methodologies will
be recommended and likely consulting costs will be discussed. In s~ramary, this report
will be a road map for the City which discusses the suggested services and route to
implementing annexation fiscal impact evaluations under different scenarios.
Task 3: Presentation of Report
Paul Tischler will present the feasibility report findings to the City Council at a mutually
agreed upon date.
III. TIME AND COST
Paul Tisohler w/Il conduct the on-site analysis for this specific assignment. A draft
Feasibility Report will be sent to the client within four weeks after starmp. After mutually
agreed changes are made, the final Feasibihty Report will be issued.
The cost for all three tasks is $7,800 including out-of-pocket expenses. It will be billed o~
a percentage completion basis.

Noffii County Recreation Youth Basketball. I have requested pemfission to use the
basketball court located between City Hall and the Sebastian Police Department on
Wednesday, December 23, 2000 for my team to practice. I also will use the court on
various dates between December 23, 2000 and March 1, 2000. If you need any additional
