HomeMy WebLinkAbout01/12/2001 1225 Main Street [~ Sebastian, Florida 32958 Telephone (561) 589-5330 [] Fa~ (561) 589-5570 City Council Information Letter January 12, 2001 Florida State A~)oropriations Process Please be advised that the Florida House of Representatives recently initiated this year's State Appropriations process, whereby respective communities, including Sebastian, now have the opportunity to pursue funding allocations for special projects. What I have in mind for the City of Sebastian is the pursuit of ancillary funding to help finance special projects already partially funded in Sebastian via other grant programs, specifically complete and final improvements to the former Good Guys, Inc, property. I have a meeting scheduled with Representative Stanley Mayfield next week to discuss respective efforts, as well as to provide copies of plans, costs estimates, and the recently authorized agreement with the Florida Inland Navigation District (FIND) for the initial improvement grant totaling $170,000. The goal is to therefore solicit the remaining balance for estimated improvements from a special state appropriation to total approximately $255,000. The deadline to submit respective requests is Friday January 19th. Quite frankly, I am not in position to offer any advice as to how successful we would be as a community in this effort. However, I do feel that a gallant effort is appropriate (pun intended). Maintenance of Main Street Boat Ramp American Fla~ by Sebastian Veterans of Foreign Wars Please find the attached copy of a letter as compiled and delivered to Sebastian resident Chet Falkins by Ms. Mary Young, Commander, Sebastian Chapter, Veterans of Foreign Wars (VFW) which confirms commitment to provide maintenance service for the recently positioned new Main Street Boat Ramp American Flag. In other words, flags will be replaced by the VFW periodically, as well as after fabric becomes tattered City Council Information Letter January 12, 200t Page 2 and unpresentable. This arrangement represents a very nice gesture on part of the VFW, as their commitment is very much appreciated. Preliminary Crime Statistics, Year 2000 You all have probably by now received a copy of the attached memorandum/press release by Chief Randy White outlining Sebastian's Uniform Crime Report Statistics for the Year 2000. The summary thus far outlines a significant reduction n the reported crime in our community during the course of the last year, in virtually every category. As referenced in Chief White!s memorandum, reduction in overall crime is the result of numerous factors, namely advanced law enforcement techniques and harsher sentences for offenders. This situation in Sebastian is somewhat unique in that the traditional notion for growth oriented communities such as ours has been "more growth, more people and more crime". Hopefully and as such, the City of Sebastian will maintain its focus to continuously host a Iow crime environment across the board, while at the same time being cost effective in doing so. Florida Main Street Hi.qhwav Pro.qram Please be advised that arrangements are being made to possibly pursue participation in the State of Florida Main Street Program. As with the Scenic Highway Program, a Florida Main Street designation will assist the community's long term efforts with respect to maintaining a small town atmosphere, as well as possible future arrangements with respective historic districting. An area wide workshop is being hosted today in Fort Pierce, whereby staff from the Department of Growth Management will be present to learn about the program's application process. I will keep you all abreast as to proposal submittal and other benefits of program participation as we progress accordingly. Concert in the Park Performance by the Sebastian River Hi.qh School Band and Choir Earlier this week, a meeting was held at Sebastian River High School (SRHS) with Principal Peggy Jones, Beth Perez from the Chamber of City Council Information Letter January '12, 2001 Page 3 Commerce, myself and other officials from SP, HS to discuss possible arrangements to feature both the school's band and choir in future community concerts. This year's second round of the concert in the park series will therefore include such a concert, whereby both groups have been schedule to jointly provide a two hour or so long concert in P, iverview Park Thursday March 22nd, circa 5:30 p.m. (tentative date). I believe that this arrangement will be very much appreciated by citizenry as a whole, as I (as well as I am sure some of you) have spoken to numerous people who expressed strong interest in having SRHS music groups perform in community events such as concerts and parades. As a result, donations will be made to both the band and choir to assist in respective fund raising efforts, via funds which would normally be utilized to pay for other bands to perform, therefore indicative of the City's support of community youth. Hopefully, all of you will share a similar philosophy. Reminder- Kin.q Holiday Observance. Just a reminder that City Hall (as well as all other area non-emergency governmental facilities and schools) will be officially closed Monday January 15th in recognition of the nationwide Dr. King Holiday as authorized by City Council in November 1999. This year's acknowledgement therefore represents only the second year of the City of Sebastian of respective recognition, as many people oftent mes.forget that each third Monday in January is a national holiday. I will be available at home as well as "about the area" during this extended weekend, should any of you require to speak and/or meet with me personally. Otherwise, no problems are anticipated. The suspect in this case was arrested and is awaiting trial. The second case was a husband & wife murder/suicide. The suspect died in this incident. The only robbery reported during the year was an armed robbery of the Winn-Dixie store on CR 512. The suspect in this case has been arrested and is now awaiting trial. Given the fact that armed robberies of businesses are a fairly frequent crime in our surrounding jurisdictions, Sebastian is very lucky to have experienced only one during each of the past two years. The other reductions in reported crime follow both the state and national trends seen over the past few years. It is directly attributable to better work on the part of law enforcement, more emphasis on longer sentences for career criminals enacted by the legislature and tougher sentencing by the courts. Many of our criminals are being caught, prosecuted, locked up and kept out of society for longer periods of time, many for the rest of their natural lives.
