Public Workshop - Schumann Drive Median Improvements
As recently communicated publicly, the City of Sebastian is working to
implement final landscape improvements to medians along Schumann
Drive. In effort to proactively prevent misunderstanding by respective
residents as to vegetation classes, maintenance, treatment application, etc.,
a community forum has been scheduled to take place Tuesday January 30th,
5:30 p.m. here at Sebastian City Hall. This function will also facilitate an
opportunity for citizens to provide input on what species of final landscape
materials would be appropriate and desirable. We also accepted pro bono
services from Mr. Jim Christianson of Releaf Trees to assist the species
selection process, as well as other technical advice. The attached notice
will therefore be delivered to homes along Schumann Drive beginning later
today, in an effort to solicit solid participation. As concerns about Schumann
Drive median conditions had been expressed at the City Council level, I wish
to strongly encourage those of you who can join us to do so, as I anticipate
this matter being resolved once and for all, via participation, input and
acceptance by concerned residents.
Additional Tennis Clinics at Schumann Park
Please find the attached memorandum as compiled and delivered by Chris
McCarthy relative to the "Play with the Pros" tennis clinic at Schumann Park.
The event, to be hosted by Jerry Berkheimer Tennis Services, will be held
Saturday January 27th from 11:00 a.m. until 4:00 p.m. As with previous
arrangements, Mr. Berkheimer will be charged a small percentage of gross
bills for hosting such a clinic at Schumann Park. No problems and/or
conflicts are anticipated, as it was confirmed that the aforementioned time
frame was available to host the respective function.

Statewide Watering Restriction Initiatives
Many of you have probably heard via various news media reports about
watering restrictions being mandated by respective municipalities and water
management districts across Florida. Attached is a news release recently
complied and delivered by the St. John's River Water Management District
(SJRWMD), announcing that the Governing Board declared a severe water
shortage and approved additional watering restrictions in various central
Florida counties. The declared emergency imposes restrictions for
landscape/lawn irrigation to no more than two days a week. As of this
action, Indian River County has not been subject to said restrictions.
However, SJRWMD is monitoring water tables in our area very closely, as
such revised restrictions made become appropriate. I will keep you all
posted as to any potential recommendations to augment the City of
Sebastian program to that of a two day watering arrangement. At this time
however and according to officials from SJRWMD, our current program is
sufficient.
Reminder - Arbor Day Festivities
Just a reminder about the City of Sebastian's Arbor Day Celebration to be
held here at City Hall tomorrow beginning 10:00 a.m. This year's event will
help initiate new tree and shrubbery planting around City Hall, per the
current year beautification plan. In addition, a public workshop will be held
by the Midwest Research Institute (MRI) to discuss various future projects
between the City of Sebastian and SJRWMD (as outlined in the attached
letter by program coordinator Wendy Quick). As with past festivities,
numerous public officials will be present to communicate a few words about
the importance of Arbor Day and respective initiatives, including Mayor
Walter Barnes and County Commission Chairperson Caroline Ginn. As
such, the function will hopefully be well attended and appreciated.

This is to inform you that Berkhe~mer s Tenm Services will be hosting a "Play
with the Pros" tennis clinic at Schumann Park. The event will be held on
Saturday, January 27, 2001 from 11:00 AM until 4:00 PM. We met with Jerry
Berkheimer and the Friendly Tennis Club on Friday, January 12, 2001 to avoid
any scheduling conflicts.

ADDITIONAL WATER RESTRICTIONS APPROVED TODAY FOR CENTRAL FLORIDA
PALATKA, Fla., Jan. 10, 2001 - The St. Johns River Water Management District Governing Board
declared a severe water shortage and approved additional water restrictions today in seven central
Florida counties hardest hit by the recent drought - Orange, Seminole, Lake, Marion, Volusia, Polk
and part of Brevard.
The Board voted to limit landscape/lawn irrigation to no more than two days a week, specifically
allowing irrigation only:
· On Wednesdays and Saturdays for odd-numbered addresses (if needed)
· On Thursdays and Sundays for even-numbered and no addresses (if needed)
· Before 10 a.m. and after 4 p.m. (specific restriction in place since 1991)
· No more than three-quarters of an inch of water allowed per designated day
· Use of reclaimed water is allowed any time
While the restrictions apply to all residents and businesses and apply to all water sources (private
wells, utilities and surface water), existing tighter water restrictions in Volusia and Polk counties will
remain in effect there. In Brevard County, the restrictions apply only to residents and businesses
using water (except reclaimed water) from Cocoa and Titusville since water supplied by those cities is
withdrawn from Orange County. Additional restrictions also were approved for golf courses,
agriculture and nurseries.
The new restrictions will take effect on Jan. 15 and will be in place until the Board rescinds the water
shortage restrictions.
Today's action is part of the District's work to ensure that enough water is available to meet
anticipated demands, while also helping to protect water resources from serious harm.
"The additional water restrictions are designed to protect the residents and businesses in central
Florida from being adversely impacted by the drought," said Governing Board Chairman Bill Kerr. "By
reducing water consumption, we hope to avoid problems with dry wells, degraded water quality and
the formation of sink holes."
While reducing water consumption helps avoid the immediate and typically short-term impacts of
droughts, the District has also developed long-term solutions to water supply issues.
For the past several years, the District has worked with local governments and water providers to
develop alternative sources of water for the public, with some of that focus now on possibly

withdrawing excess surface water from the St. Johns River. The District is also investigating the
desalting of brackish groundwater and seawater, and increasing the use of reclaimed water.
The District developed the additional water restrictions approved today in coordination with local
governments throughout central Florida and is working with those governments to establish
enforcement procedures. Penalties will be pursued for repeat violators. The District will work with
local governments, community groups and the media to inform the public about water restrictions and
the need to help protect the area's water resources.
During this time, lawns and other landscapes need water two days a week or less. Watering deeply
during this time - two-thirds to three-quarters of an inch - will foster deep root growth, which will
enable the lawn to survive drought conditions.
Currently, the Southwest Florida Water Management District maintains water restrictions impacting
portions of Lake, Marion and Polk counties outside the St. Johns District, and can be reached at (800)
848-0499. The South Florida Water Management Distdct prohibits outdoor watering between 10 a.m.
and 4 p.m. in south Orange County and is considering imposing similar restrictions there that the St.
Johns Distdct approved today. The South Florida District can be reached at (800) 662-8876 and the
St. Johns District can be reached at (800) 232-0904.
