During Wednesday evening's meeting, an update was provided, which in essence concluded that the Huston arrangement would not impact any potential future plans to reopen Runway 9-27. I am pleased to report that arrangements are currently underway to facilitate positioning the hangar in an exact location so as not to impact aforementioned possible plans. We were not in position to communicate such logistics publicly during Wednesday evening's outcry, as McGrane and Huston had not yet responded to respective concerns. As Jason's memorandum outlines, both gentlemen agreed fully with this arrangement, as the site would be relocated approximately three hundred linear feet from the existing southern edge of Runway 9-27. As such, please keep in mind our efforts to implement reopening of the runway, as well as the appropriate process outlined during your last meeting (master plan, funding commitments from FDOT, FAA, etc.), as numerous benefits exist accordingly, such as the possibility of additional industrial development and efficient air traffic flow. City of Sebastian Auction Please find the attached memorandum as compiled and delivered by General Services Administrator Paul Wagner informing all departments of the City of Sebastian's auction to take place Saturday February 17th at the Freshman Learning Center in Vero Beach. The auctioneer of record is City Council Information Letter January 26, 2001 Page 2 Karlin Daniel & Associates of (city), who will be with us beginning Monday to assist staff in cataloging all items to be delivered for auction, including all previously mentioned vehicles and equipment replaced via the Fiscal Year 2001 program. Stormwater Consultants - Status of Selection Process Earlier this week, interviews were held with seven (7) high qualified stormwater engineering firms via the recently directed Request for Qualification request process, to assist the City of Sebastian in compiling the community's Stormwater Master Plan, as authorized last summer via a grant funding agreement with the St. John's River Water Management District. I anticipate recommending a company for authorization during your next meeting to commence with the respective exercise, to transpire during the following ten months or so. During said recommendation process, an additional summary will be provided, so as to offer a public reminder of the overall scope of services, as well as like benefits to the community. National Re.qister of Historic Places, Sebastian City Hall Earlier this week, I was notified by the State of Florida Department of State that the City of Sebastian's application to have City Hall designated on the National Register of Historic Places has been fully reviewed and forwarded to the nomination committee for final consideration. As such, a nomination committee meeting will be held sometime in April, whereby a delegation from the City of Sebastian will have to travel to Tallahassee to provide an oral presentation accordingly. This step represents the final process for seeking the designation, as I strongly hope that we will be successful in our efforts at substantive historic preservation. In addition, such success becomes critical, as we will commence with seeking additional funding (big money) to help finance actual interior restoration of the building in the coming months. As such, a request for authorization will be made within the next several weeks to send a delegation to Tallahassee for said purpose. City Council Information Letter January 26, 2001 Page 3 Revenue Fundin.q Bond Timetable For good measure, I have provided you all with a copy of the most recent financing timetable for your overall reference relative to the Public Improvement Recreation Facilities Revenue Refunding Bond, as authorized this week during your meeting. Although many tasks have been completed to date, numerous information is pertinent, such as dates for finance bond pricing, delivery of the respective report to City Council and ultimately, final closing. As such, should you ever require an update as to where we are in the process, this tool serves as your official reference. Support of Sebastian River Hi.qh School, Envirothon Competition Please find the attached letter of support compiled and delivered to Mr. Dan Culbert of the University of Florida Indian River County Extension Service relative to the City of Sebastian's support and participation of Sebastian River High School's (SRHS) efforts involving the annual area Envirothon Competition. Essentially, SRHS students are interested in using Sebastian City Hall to implement ancillary landscaping, as a general criteria for competition involves use of public buildings that employ the Florida Certified Yards Program criteria (e.g. the recently beautified yard positioned between City Council Chambers and the building/growth management area). As such, I thought this arrangement was a great opportunity to assist community youth in learning more about beautification, as well as to gain respective appreciation. I explained that his site would be moved to the south, approximately three hundred feet from the existing southern edge of runway 9-27. He agreed to this relocation under the condition that it would not cost him any additional funds. He also expressed a concern about obtaining a building permit for the new site. I explained to him that we would work with the proper authorities to facilitate the issuance of the building permit. To begin this process, we need to get the site surveyed. The estimated cost for this is approximately $1,000 unless we have the capability of conducting the survey internally. Once that is complete, we can utilize internal staff to clear and prepare the site for Mr. Houston's hangar. This would bring the status of the site equal to the condition it was in before the relocation process, therefore, ending our involvement. Finally, it is recommended that an additional access easement be created on the southern side of the runway object free area for runway 9-27. This would ensure that the City has access to the airfield, which does not conflict with the possibility of reactivating runway 9-27.
