Proposed A.qreement with Geor,qia Pacific Inc.
Please be advised that the City of Sebastian is currently negotiating with the
Georgia Pacific Corporation to facilitate necessary land clearing (specifically
undesirable vegetation such as Australian Pines and others) at Sebastian
Municipal Airport to facilitate future industrial development as well as the
recently authorized Habitat Conservation Plan. The benefit to Georgia
Pacific is the use of undesirable trees for product processing, which will also
result in a respective financial payment to the City of Sebastian. As such, a
proposal is anticipated for delivery during your February 14th meeting, as
well as presentations by Airport Manager Jason Milewski and Todd Messier
from Georgia Pacific to discuss across the board benefits.
Voluntary Annexation - Davis Property
Please find the attached formal request for voluntary annexation into the
City of Sebastian Corporate Limits, as being proposed by property owners
Brian and Wesley Davis. The current zoning of the respective land is
established for agricultural purposes via county jurisdiction. If annexed into
the city limits, development opportunities such as an upscale mix of single
family and multiple family residential become possible. As such, the
appropriate review process is underway, as respective recommendations
will be forwarded in the coming weeks.
Sebastian Water Expansion Pro.qram - Temporary Stora.qe,
Filbert Street Property
Please find the attached documentation from the Tri-Sure Corporation, the
company selected by Indian River County to implement the next phase of
City Council Information Letter

the Sebastian Water Expansion Program, relative to utilizing the City owned
Filbert Street property for a storage/transport yard. The property will be
utilized for approximately four months or so, as the Indian River County
Commission is expected to authorize expenditures for this project February
13th, No alterations to the property is imminent, as Tri-Sure as agreed to
take care of any damages in conjunction with their use of the yard, including
grading and grassing of disturbed areas.
Proposal for Senior Housin.q Development in Sebastian
Please be advised that a presentation will be made during your next meeting
by representatives from ZCS Senior Housing Partners, LLC, relative to the
possibility of constructing a senior residential development in the City of
Sebastian. Director of Growth Management Tracy Hass and I had the
pleasure of meeting with company officer Jerry Hadlock about the
proposition, as well as discussion as to the possibility of the City of
Sebastian participating in this effort. I advised him that it would be most
appropriate that the City Council has an opportunity to learn more about the
project, as a model of a proposed facility will be presented as well. Such a
development would target Iow to moderate-income seniors (e.g. maximum 1
person income of $21,000 to $24,000 for 2 persons). Many real estate
speculators believe that the Sebastian area is a good market for such a
facility. As such, I am sure that you will find the proposal to be interesting.
Code Enforcement Officer - Status of Selection
Per some of your inquiries relative to the status of appointment of a new
civilian code enforcement officer, please be advised that background
investigations are currently being conducted by the Sebastian Police
Department (SPD) on a selected finalist for the position. The interview
process involved screening by both Department of Human Resources
personnel as well as staff from SPD, including individuals who are
responsible for respective supervision (for purposes of ascertaining overall
ability to work together). Once the background investigation is completed,
the standard drug screening and physical examination will be administered.
Afterwards, a hire date will be established. More specific information about
the finalist will come available in the coming days when appropriate, as I will
be glad to provide and update accordingly. In the meantime, one of Interim

Division to ascertain, report and direct action against existing code violations
in the community (as referenced in the attached memorandum from Davis).
As previously addressed, this arrangements was one of the primary
justifications for reestablishing the Code Enforcement Division into SPD. As
such, should you and/or other Sebastian citizenry wish to report respective
violations, please feel free to do so, as respective tasks have been directed
to be priority.
New Fire Code Standards - Impacts to Sebastian Via
Februan/14th Presentation
Earlier this week, myself as well as other members of the City of Sebastian
Management Team had an opportunity to meet with Mr. Dan Dietz, Division
Chief with the Indian River County Department of Emergency Services, to
discuss various issues, including new fire code regulations for building
construction and impacts to our community. As such, I have made
arrangements to have Mr. Dietz join us during your next meeting to provide
a brief overview as to respective new requirements and processes. Many of
these logistics directly relate to the newly adopted State of Florida Building
Code to take effect in July. Therefore, a necessary education process is
currently appropriate and underway.
Riverview Park Play.qround Replacement Pro.qram
Please find the attached memorandum compiled and delivered by Parks
and Maintenance Superintendent Chris McCarthy, which provides an update
as to the status of the recently authorized Riverview Park Playground
Equipment Replacement Program. The existing facility will be temporarily
closed effective next week, as arrangements are underway to install new
equipment the following week. Once implemented and before reopening, a
brief dedication ceremony will be held, to also recognize the contributions of
numerous private groups and individuals who helped to ensure the success
of this project.

On behalf of the owners of the subject property, we are requesting that the subject land, which
lies within Indian River County be annexed into the City of Sebastian. We have enclosed a copy
of the boundary survey defining the boundaries of the property. Under separate cover, we have
submitted a separate application to Mr. Tracy Hass for the rezoning of the property to PUD-R. A
conceptual plan and application an/d fee were submitted. If for some reason the property can not
be rezoned to PUD-R and access/across Tract "T" from Kildare Drive can not be granted, then
the own~a~equested that/~Fannexation process be terminated.

This letter is to follow up on our meeting in your office this morning with Ralph Brescia, Terry Hill,
you and myself.
It was a pleasure to see your talcing your time and that of your staffto consider this matter. As you
are aware, this is a tremendous help to this project and I will work diligently to see that your
cooperation will prove beneficial to alt concerned.
It was my understanding that you would grant us permission to use the above referenced location for a
storage yard, if the following items were addressed.
Please find enclosed our check for $400.00 for thefirst and last monthly payments. I will forward a
check for $200.00, between the 1st to 10th of each month that we use this facility.
Also enclosed is a certificate of insurance and a Hold Harmless Agreement from Tri-Sure Corporation.
The start and completion dates are as follows, (start immediately upon permission - February 1st and
mn monthly through approximately the end of June).
Tri-Sure Corporation agrees to be responsible and take care of any damages in conjunction with our
use of this yard. At the completion of the agreement, Tri-Sure Corporation agrees to grade and grass
the disturbed areas.

notify the dispatcher of the location and nature of the

Status of Riverview Park Playground
The playground was picked up at the faotory in Oregon on January 29,
2001. I expect delivery to Sebastian on or about February 8, 2001. We will start
removing the old playground and prepping the area on Monday, February 5, 2001.
I hope to have the installers start the week of Monday, February 12, 2001 i£their
schedule is open that week.
