Fundin.q from Florida Department of Transportation Aviation
Section - Various Capital Improvements
I am pleased to report that the City of Sebastian enjoys an opportunity to
accept a grant offer from the Florida Department of Transportation (FDOT)
Aviation Section to finance various capital improvements to benefit
Sebastian Municipal Airport (SMA). Primary projects to be funded from this
specific award include paved access and water availability to industrial
property at SMA. In addition, the creation of permanent access to the east
side of the airport will be established, to incorporate modifications to existing
golf facilities located on airport property. The total financial commitment to
be outlined in the respective grant agreement totals $750,000 (figure to
include the respective 20% match contribution from the Airport Enterprise
Fund). As such, a recommendation is being made during next week's
meeting to authorize a change order to the recently approved agreement
with Links Construction for the relocation of golf course hole 11 and tee box
17, via financing from the Airport Enterprise Fund to accomplish this project.
Once respective tasks are completed, the City of Sebastian will be
committed to the long term goal of reopening Runway 9-27, per the
aforementioned grant award, as well as future funding and master planning
being programmed accordingly. A respective presentation will be included
with the recommendation, so as to also address specific questions and/or
concerns.

Please be advised that arrangements have been made to make a

relative to the City of Sebastian's proposal for various beautification
programs to benefits aesthetics of County Road 512. You all will recall
plans that culminated the recently completed charrette exercise, including
recommendations for median and right-of-way enhancements. The
presentation will take place during the Tuesday March 6th meeting, to
include myself, Director of Growth Management Tracy Hass and Marcela
Camblor (the same young lady from the Treasure Coast Regional Planning
Council who conducted the respective January 10th presentation). For those
of you who are able, please join us, as our overall goal will be to solicit
investment for improvements.
Historic Districting - Recommendations
Please find the attached letter as compiled and delivered per my direction by
historic preservation expert Christiana Jackson, which outlines
recommendations as to how the City of Sebastian can effectively address
historic districting in the community. The primary basis for respective
recommendations involves the compilation of a survey of Palmetto Avenue
and Louisiana Avenue southwards, including a number of buildings along
United States Highway One (US1) such as the Old Gallery Antiques shop,
as well as other buildings along Main Street. A resulting boundary may be
employed to create a local historic district. A respective ordinance will then
be required to govern the designation. Once the City of Sebastian
completes the process of pursuing the National Historic Designation for City
Hall, tasks will be initiated to ascertain the possibility of establishing a
historic district in Sebastian. I will keep you all informed accordingly.
Comprehensive Annual Financial Report
Attached is your personal copy of the Fiscal Year 1999/2000 City of
Sebastian Comprehensive Annual Financial Report. You will notice that a
presentation will be provided by the City's audit firm relative to the
community's financial health during next week's meeting. Feel free to
review the document so as to compile questions and/or comments you may
have for representatives from Hoyman, Dobson and Company, P.A.

Dedication Ceremonies - O'Halloran and Winin,qer
Please be advised that the installation of the Kay O'Halloran Memorial
Bench and Martha Wininger Memorial Marker are underway, as dedication
ceremonies will take place Tuesday February 20th at 10:00 a.m. and 10:30
a.m. respectively (O'Halloran along Indian River Drive near other memorial
benches and Wininger on Schumann Drive just west of US1). Please join
us if your schedules permit, as family members have also been contacted to
participate as well.
City of Sebastian Health Fair
Please find the attached memorandum as compiled and delivered by
Safety/Benefits Specialist Marge Poole announcing to all city employees
about the City of Sebastian Health Fair to be held Wednesday February 21st
in the City Council Chambers from 8:00 a.m. to 11:00 a.m. This program,
sponsored in part by the Sebastian River Medical Center, will provide blood
profile examinations, heart screenings, mammography, vision and blood
pressures checks, and other reviews for those whom may be interested. As
with all employees, I wish to invite you to participate if interested, as an
opportunity exists to discuss any respective health concerns.
Reminder - Concert in the Park
Just a reminder that the next Sebastian Concert in the Park series will be
initiated Thursday February 15th 5:30 p.m. at Riverview Park. This month's
performance will be conducted by Mack McHale and the Old Time Radio
Band. Concerts will also take place during the months of March and April,
including tentatively scheduled performances by the Sebastian River High
School Band and Chorus. As always, join in on the fun if at all possible.

Dear Mr. Moore,
I am writing to you regarding yom' request for a proposal to investigate the possibility of
establishing an historic district in the City of Sebastian.
Sebastian has several amazing historic sites which, thus far, still retain much of their
original integrity, however a majority of these sites are scattered around the city. I have
visibly surveyed the area several times by myself and with both Bonnie Dearborne of the
Bureau of Historic Preservation and Ruth Stanbridge, County Commissioner and county
historian. The results found that the percentage ofinfill; which includes non-
contributing buildings and vacant lots, outweighs the percentage of historic buildings in
any one given area. The greatest conglomeration of historic buildings, which has the
most potential of earning National Register or local historic district status would be along
Palmetto Ave. and a portion of Louisiana Avenue. A complete and updated architectural
survey of this area is required to determine the exact boundaries for this potential district.
Therefore, in an ettbrt to preserve the character of those historic areas and buildings
which exemplify the early life and development of Sebastim~, I would like to make the
following recommendations:
Complete a careful survey of Palmetto Avenue and Louisiana southwards,
including a number of buildings along USI such as the Old Gallery Antiques shop
and along Main Street. Use this boundary to create a local historic district. Create
an ordinance to protect and uphold the guidelines you and the citizens will
establish to preserve this district. This method is the only effective method to
control growth and ensure the preservation of that specific area.
Use the same survey to determine whether this area would be eligible for the
National Register of Historic Districts. This status, however, will not provide any
legal protection for the area, but only prestige. If any nominated properties are
located near a federal highway, then the National Register does provide for
mitigation which thwarts harm to the historic building, for example, if the federal
government were to widen USI.
In an effort to preserve the character and integrity of the remaining historic structures
scattered around the city, I would suggest the following:
For the local city government to create an ordinance which provides for
a local historic landmarks program. As a result, local residents and
newcomers would be more likely to preserve those historic buildings
designated as local landmarks.

Determine which buildings in the city are eligible for the National
Register of Historic Places and to have those buildings individually
listed on the National Register.
Bonnie Dearborne has informed me, there is grant money available for many of these
tasks which can be done within your city government or by outside consultants.
Regarding the ordinance, I have attached a list of attorneys who specialize in preservation
law and are willing to review any drafts made by your city attorney.

HEALTH FAIR
February 8, 2001
We will be conducting a Health Fair with representatives from Sebastian River Hospital
for the employees of the City of Sebastian on Wednesday, FEBRUARY 21, 2001. The
Health Fair will be held in the City Council Chambers from 8:00 am to 11:00 am.
For those who elect to have a Blood Profile done, it will be necessary for you to fast for 6
hours prior to having the blood drawn. A PSA screening for prostrate cancer will be
done in conjunction with the Blood Profile for our male employees.
In addition to the Blood Profile, employees will have an opportunity to have an EKG test,
their Blood Pressure taken, Vision Check, Body Fat Analysis and information relating to
Bone Density testing and Mammography screening.
This will be a good time to ask any questions you may have about some of the medical
procedures you have heard about or are considering having done. Also, it will be a good
time to discuss any health issues you are concerned about.
